Shipping and investment incentives: a trilogy Part 3. The effectiveness of investment incentives for shipping—the UK experience 1950-1987

This paper concentrates on the determinants of investment and examines both theoretical and empirical work on the investment function. The major determinants are considered and a case study of the United Kingdom shipping industry in the period 1963-1987 is undertaken. The analysis is unable to find any real link between the value of the investment incentives packages available to the UK shipping industry and the size of the UK fleet during this period. The conclusion follows that while financial factors (e.g. favourable credit arrangements) or individual components (e.g. investment grants) of fiscal packages may influence the decision to invest, the total package has not affected the level of shipping investment in the manner expected.

The theory and practice of a carrier's liability under the Athens Convention—the English experience

The effect of the regulation of a carrier's liability by the mandatory application of rules introduced by international convention are considered in the context of a review of the standard terms and conditions employed by major UK passenger carriers reacting to the Athens Convention 1974. It is hoped that by analysing the impact of the Athens Convention upon the British operators who still play a significant part in the international transport of passengers, that light will be shed on the response than can be expected from maritime carriers to the imposition of international convention jurisdiction generally.

Placing dryports. Port regionalization as a planning challenge - The case of Hamburg, Germany, and the Süderelbe

This paper emphasizes dryports in the context of port regionalization. It specifically deals with dryports as a challenge for planning, policy and metropolitan governance in the vicinity of seaports. The starting point is the ongoing spatial shift of terminals, distribution centres and port related developments towards the hinterland of mainports and the associated planning conflicts, raising negative impacts such as congestion, land consumption, land use conflicts and neighbourhood conflicts. The paper discusses these challenges against the empirical case of the Süderelbe-region in the Southern hinterland of the port of Hamburg, Germany. It focuses on the often neglected yet highly controversial issue of land use and related traffic flows. Further it reveals how these conflicts are being managed at the regional level. The main contention of the paper is that port regionalization triggers substantial planning conflicts different from those that are known from core port areas, due to the associated demand for land and infrastructure and also as a result of the often poorly developed institutional framework to solve these problems.
