The main deficiency of most current modeling approaches to transportation can be identified as neglect of the integration of existing geographical knowledge in regard to the ex ante transport/land use modeling approaches, with its focus on territorial dynamics and theory development. This paper addresses this aspect of the problem by introducing a theoretical and methodological framework for the analysis of the interrelationship between land uses. The analysis attempts to determine to what extent the functional land use in a city can be considered an ordered pattern. The order sought does not rely on purely spatial configurations, but on the correlation of transportation and land use. The first section of this paper focuses on theoretical considerations. It stresses the fact that conventional approaches do not apply in the present context. It then suggests an alternative based on areas of influence and measured in terms of level of attractance of land uses. The second describes a procedure based on this alternative following the remarkable contribution of Hanjoul, Beguin and Thill. An application of this procedure to the analysis of Shanghai is then examined. Finally, an evaluation of the strategies for optimizing the interrelationship between land uses is presented. A new procedure for generating optimal transport strategies has been applied in nine European cities. A public sector objective function which reflects concerns over efficiency, environmental impact, finance and sustainability is specified and a set of policy measures with acceptable ranges on each, identified. Optimal strategies based on combinations of these policy measures which generate the optimal value of the objective function, are identified, and compared between cities. Resulting policy recommendations are presented. The results demonstrate the importance of an integrated approach to transport strategy formulation. They emphasise the role of changes in public transport service levels and of fares, and of charges for car use. By contrast, new infrastructure projects are less frequently justified. In the majority of cities the revenues from car use charges are sufficient to finance other elements in the strategy. However, private sector involvement either in initial financing or in operation may be desirable. Revised objective functions to reflect private sector involvement are specified, and optimal strategies with private sector operation of public transport are also identified. The requirement to meet private sector rates of return for public transport operation typically results in lower frequencies and higher fares; charges for car use then need to be raised to satisfy public policy objectives, but system performance is reduced. In the last four years, some 20 urban areas in the UK have commissioned or considered conducting Integrated Transport Studies, which are designed to develop a transport strategy for the next 20–30 years. Such studies represent a new approach to transport policy formulation, since they respond to a vision of the future for the area, treat a wide range of transport and land use policy instruments, emphasize synergy between those instruments, and provide a framework for facilitating action rather than a rigid blueprint for the future. They also differ from past studies in the speed with which they have been conducted, and in the analytical techniques which have made this possible. This paper reviews the background to these studies, the evaluation approach adopted, the policy instruments considered and the analytical methods developed for the studies. It concludes with an assessment of the policy implications stressing in particular the need to reduce trip length, the crucial impact of pricing as an instrument of transport policy, the importance of achieving synergy in strategy development, and the requirement for a common basis for evaluating and financing different transport policy instruments.  相似文献

This paper provides an overview of the urban freight process, in the context of the supply and demand aspects of freight. A framework for analysis is developed, and within that framework, particular aspects of the urban freight process are described. Issues of concern from a public policy viewpoint are highlighted.

Seven main instruments related to public policy are introduced and their application described — taxes and subsidies, regulations, investment, operational instruments, planning, public ownership and research.

It is concluded that the importance of urban freight to the community and its relevance to urban transport justifies a higher level of attention in transport planning and policy formulation, and that there are a wide range of policy instruments available to enable this to be done. The objective of such planning and policy making needs to be specified in each specific context.  相似文献

Metropolitan areas around the world are looking for sustainable strategies to reduce use of private automobiles, energy consumption and emissions, often achieved by built environment interventions that encourage use of sustainable modes of transport. This study contributes by providing the empirical evidence on the relation between built environment and mode choice in context of Indian city of Rajkot. Using personal interview data and data available from Rajkot Municipal Corporation it is observed that there is a strong tendency among Rajkot residents to preselect their residential location to suit their modal preferences. This is especially true for non-motorized transport users. Among the built environment variables, access to destination and land use related indicators also have significant influence on mode choice. The study Infers that the land use policy should focus on accessibility and mixing of diverse uses, and transport supply will have to be location based to support non-motorized and public transport travel.  相似文献

The developing countries in their effort in promoting and guiding their industrialization program require effective land use and transportation planning to facilitate the urbanization process and optimize the use of resources. The recent rapid industrialization process in the Johor Bahru metropolitan area due to overspill development from Singapore, the Johor (Malaysia) and Batam Island (Indonesia), the Singapore development triangle proposal and policy deregulation of the Johor State government needreexamination of the existing Structure Plan policy (1984) framework for this region. Communities are increasingly looking to land use planning strategies to reduce drive-alone travel. Many planning efforts aim to develop neighborhoods with higher levels of accessibility that will allow residents to shop closer to home and drive fewer miles. To better understand how accessible land use patterns relate to household travel behavior, this paper is divided into three sections. The first section describes the typical range of services available in areas with high neighborhood accessibility. It explains how trip-based travel analysis is limited because it does not consider the linked (chained) nature of most travel. The second section describes a framework that provides a more behavioral understanding of household travel. This framework highlights travel tours, the sequence of trips that begin and end at home, as the basic unit of analysis. The paper offers a typology of travel tours to account for different travel purposes; by doing so, this typology helps understand tours relative to the range of services typically offered in accessible neighborhoods. The final section empirically analyzes relationships between tour type and neighborhood access using detailed travel data from the Central Puget Sound region (Seattle, Washington). Households living in areas with higher levels of neighborhood access are found to complete more tours and make fewer stops per tour. They make more simple tours (out and back) for work and maintenance (personal, appointment, and shopping) trip purposes but there is no difference in the frequency of other types of tours. While they travel shorter distances for maintenance-type errands, a large portion of their maintenance travel is still pursued outside the neighborhood. These findings suggest that while higher levels of neighborhood access influences travel tours, it does not spur households to complete the bulk of their errands close to home.  相似文献

In this paper, the application of a model representing the impact of interaction between transport costs and the location of housing, population, job employment, shopping and land is described. Two particular uses of the model are considered. Firstly, the effects of changing transport costs upon people of different social status in terms of money and time spent on travelling are examined and compared with results based upon the assumption that the location of population and employment are not responsive to changes in transport cost, as in the conventional transport demand model. Secondly, the effects of six land use‐transport policy sets are examined in terms of the impact upon urban morphology, and the opportunities and travel behaviour of the three social groups. This paper reports the insights into environmental impacts of the ongoing transformative land use and transport developments in Greater Beijing, from a new suite of dynamic land use, spatial equilibrium and strategic transport models that is calibrated for medium to long term land use and transport predictions. The model tests are focused on urban passenger travel demand and associated emissions within the municipality of Beijing, accounting for Beijing’s land use and transport interactions with Tianjin, Hebei and beyond. The findings suggests that background trends of urbanization, economic growth and income rises will continue to be very powerful drivers for urban passenger travel demand across all main modes of transport beyond 2030. In order to achieve the dual policy aims for a moderately affluent and equitable nation and reducing the absolute levels of urban transport emissions by 2030, road charging and careful micro-level coordination between land use, built form and public transport provision may need to be considered together for policy implementation in the near future.  相似文献

Singapore's Land Transport Authority, formed in 1995, set itself a mission of producing a world class transport system. This paper assesses the extent to which this goal is being achieved. It outlines the structure within which transport decisions are taken and indicates the freedom this gives to develop integrated transport and land‐use strategies. It demonstrates the long‐term stability in transport strategy from 1972 onwards, and the key contributions to that strategy of land‐use controls and travel‐demand management measures. The individual elements of the strategy are then reviewed and innovations identified in demand management, public transport service provision and information technology. Finally, the key attributes that have led to the success of the strategy are identified, and it is suggested that many of these are transferable to other cities of the developed world.  相似文献

Abstract

This two‐part article, concerned with the way public transport ridership is affected by the various relevant factors, is based on the Executive Summary of The Demand for Public Transport (Webster and Bly 1980), the report of the TRRL‐sponsored International Collaborative Study on Factors Affecting Public Transport Patronage. Part I of the article, which was concerned with the social and economic conditions in which public transport operates, showed the importance of the background factors such as income, car ownership and land use on public transport usage: it also indicated how the longer‐term impacts of the more direct demand factors (fares, service levels) often show themselves in changes in car ownership levels, activity patterns (i.e. where people live, work, shop, socialize, etc) and land‐use development.

Part II reviews the current state of knowledge on the effects of changes in fare levels and quality of service and of the introduction of various traffic and transport measures (traffic restraint, bus priority, etc): it outlines current methodology on costing public transport services and draws the supply and demand sides together in a consideration of particular strategies which are at the disposal of the operator, the planner and the policy maker.  相似文献

This paper addresses the relations between travel behavior and land use patterns using a Structural Equations Modeling (SEM) framework. The proposed model structure draws on two earlier models developed for Lisbon and Seattle which show significant effects of land use patterns on travel behavior. The travel behavior variables included here are multifaceted including commuting distance, car ownership, the amount of mobility by mode (car, transit and non-motorized modes), both in terms of total kilometers travelled and number of trips. The model also includes a travel scheduling variable, which is the total time spent between the first and last trips to reflect daily constraints in time allocation and travel.The modeled land use variables measure the levels of urban concentration and density, diversity, both in terms of types of uses and the mix between jobs and inhabitants/residents, the transport supply levels, transit and road infrastructure, and accessibility indicators. The land use patterns are described both at the residence and employment zones of each individual included in the model by using a factor analysis technique as a data reduction and multicollinearity elimination technique. In order to explicitly account for self selection bias the land use variables are explicitly modeled as functions of socioeconomic attributes of individuals and their households.The results obtained show that people with different socioeconomic characteristics tend to work and live in places of substantially different urban environments. But besides these socioeconomic self-selection effects, land use variables significantly affect travel behavior. More precisely the effects of land use are in great part passed thru variables describing long term decisions like commuting distance, and car ownership. These results point to similar conclusions from the models developed for Lisbon and Seattle and thus give weight to the use of land use policies as tools for changing travel behavior.  相似文献

In this paper, we will first review literature of the land use and transportation interaction and then develop a new land use allocation methodology called Three Stages-Two-Feedback Method (Integration Method) for both land use allocation and the transportation policy options with a practical implementation. Then we apply this method in an urban general planning project in China with more than 1.2 million populations. In this project, we evaluated three land use allocation strategies and three transportation policy options using two application tools (with and without feedbacks) using this method implemented in a land use planning system UPlan and a transportation planning system Emme. The results show that the use of the feedback method (Application Two) results in a vehicle distance reduction and the increase in the service coverage area of transit bus stops at the same time. Due to the use of transportation accessibility and the congestion measures with a MSA implementation, the accessibility measure shows a convergent process over iterations. This nice feature can be used for alternative comparisons. Future research subjects are also discussed.  相似文献

A combined transportation-land use model is proposed in this paper. Unlike other existing urban land use and transportation planning models in which a “fixed demand” for services is assumed to be known at the zonal level of an urban area, zonal travel demand is endogenously determined together with link congestion costs, optimal amounts of production and resulting efficient densities of land uses, once the transportation network is given. Some characteristics of alternative solutions are demonstrated. The proposed model represents progress over previous efforts in combining land use-transportation problems since the travel choice as to origin, destination and routes as well as amounts of goods to be produced at the optimal density of land uses are integrated into a consistent mathematical programming framework.  相似文献

The task of transport planning is to determine cost-effective methods of providing and improving mobility, which can include minimizing traffic congestion. A cost-effective solution to transport problems should consist of a land use pattern, a transport system an a set of road pricing policies that together bring demand and supply into balance in an efficient and equitable way. The conventional approach aimed to produce comprehensive, long-term plans for land use and transport in considerable detail, but tended to ignore the role of road pricing policy, thus ending up with solutions that might not be efficient or economical. This feature of sub-optimal road pricing policy is accentuated by the overall growth in car use, which has generated problems with the efficient use of road space. This paper presents a computer analysis system (or model) which will enable the analysis of coordinated tunnel toll pricing policies by optimising an “objective function” while satisfying the associated and other constraints. The possibility of integrating the optimal road pricing policies in the land use and transport planning are discussed. A case study based on Hong Kong data demonstrates the efficiency of optimizing tolls on two of the three harbour crossing tunnels in Hong Kong.  相似文献

The notion of access has evolved from a physical measure of trip interaction to a more economic concept associated with transport benefits. This paper follows the economic interpretation forward in order to understand the potentiality of access as a consistent economic link between the land use system and the transport system. Consistency is achieved in an economic approach based upon the argument that trips are made only if the benefit derived from making contact with other activities exceeds the transport generalized cost. This framework provides economic measures of access, as evidence of impact on origin and destination of trips, which can be calculated from the analysis of the transport system in some relevant cases. This paper analyses how to calculate measures of access from transport demand models and how to allocate transport benefits to the origin and destination activities. Finally, it describes the use of herein proposed access measures in land use-transport interaction modelling.  相似文献

This study uses a hybrid approach to deal with incomplete information in evaluating and prioritizing transport sustainability strategies for Taipei City. Fifteen strategies taken from the three categories of land use planning, shifting modes, and using clean energy are examined. Despite the growing development of tools that can integrate land use and transport, the desired integration is still illusive in daily practice. To address this gap, the current study uses spatial metrics, a set of methods traditionally used for studying changes in the spatial structure of landscapes, which are translated into the domain of transport planning. It examines how spatial metrics can be integrated into “Land Use Transport” strategy-making, and how useful they are according to the practitioners’ perceptions. A Light Rail Transit corridor in Granada (Spain) provides the empirical focus of this research. Land use characteristics such as: land use mixing, land use diversity and green areas connectivity were successfully studied using spatial metrics, and they were used to map three “Land Use Transport” strategies: (i) proximity dynamics and non-motorised modes; (ii) modal shift from cars to Light Rail Transit system; (iii) shared spaces between motorised and non-motorised modes. Practitioners perceived that spatial metrics could improve the “Land Use Transport” strategy-making process in comparison with traditional methods used in practice. However, certain shortcomings related to the usability of spatial metrics are also highlighted and discussed. This study concludes with a reflection on research challenges for adapting spatial metrics to transport practice.  相似文献

We propose a framework to find optimal price-based policies to regulate markets characterized by oligopolistic competition and in which consumers make a discrete choice among a finite set of alternatives. The framework accommodates general discrete choice models available in the literature in order to capture heterogeneous consumer behavior. In our work, consumers are utility maximizers and are modeled according to random utility theory. Suppliers are modeled as profit maximizers, according to the traditional microeconomic treatment. Market competition is modeled as a non-cooperative game, for which an approximate equilibrium solution is sought. Finally, the regulator can affect the behavior of all other agents by giving subsidies or imposing taxes to consumers. In transport markets, economic instruments might target specific alternatives, to reduce externalities such as congestion or emissions, or specific segments of the population, to achieve social welfare objectives. In public policy, different agents have different individual or social objectives, possibly conflicting, which must be taken into account within a social welfare function. We present a mixed integer optimization model to find optimal policies subject to supplier profit maximization and consumer utility maximization constraints. Then, we propose a model-based heuristic approach based on the fixed-point iteration algorithm that finds an approximate equilibrium solution for the market. Numerical experiments on an intercity travel case study show how the regulator can optimize its decisions under different scenarios.

Transport systems in real cities are complex with many modes of transport sharing and competing for limited road space. This work intends to understand how space distributions for modes and interactions among modes affect network traffic performance. While the connection between performance of transport systems and general land allocation is the subject of extensive research, space allocation for interacting modes of transport is an open research question. Quantifying the impact of road space distribution on the performance of a congested multimodal transport system with a dynamic aggregated model remains a challenge. In this paper, a multimodal macroscopic fundamental diagram (MFD) is developed to represent the traffic dynamics of a multimodal transport system. Optimization is performed with the objective of minimizing the total passenger hours traveled (PHT) to serve the total demand by redistributing road space among modes. Pricing strategies are also investigated to provide a higher demand shift to more efficient modes. We find by an application to a bi-modal two-region city that (i) the proposed model captures the operational characteristics of each mode, and (ii) optimal dynamic space distribution strategies can be developed. In practice, the approach can serve as a physical dynamic model to inform space distribution strategies for policy makers with different goals of mobility.  相似文献
