Over the past decade, the escalating roadway congestion and environmental deterioration due to heavy use of private vehicles
have provoked the Taiwan government to realize the importance of public transport systems. Under the “carrot-and-stick” rationales,
the government has formulated public transport policies and exercised a series of related initiatives by providing sufficient
and higher quality of public transport services so as to attract more private vehicle users. In this paper, the planning philosophy
and policy formulation of Taiwan’s public transport development are highlighted. The most important initiatives, including
the Five-year Enhancement of Mass Transportation Program and the upgrading public transport schemes in the National Development
Plan are examined. Based on previous experience and lessons, we point out the most challenging issues that the government
will encounter. Suggestions for the future of public transport planning are also addressed. 相似文献

The primary purpose of this study was to investigate how relative associations between travel time, costs, and land use patterns
where people live and work impact modal choice and trip chaining patterns in the Central Puget Sound (Seattle) region. By
using a tour-based modeling framework and highly detailed land use and travel data, this study attempts to add detail on the
specific land use changes necessary to address different types of travel, and to develop a comparative framework by which
the relative impact of travel time and urban form changes can be assessed. A discrete choice modeling framework adjusted for
demographic factors and assessed the relative effect of travel time, costs, and urban form on mode choice and trip chaining
characteristics for the three tour types. The tour based modeling approach increased the ability to understand the relative
contribution of urban form, time, and costs in explaining mode choice and tour complexity for home and work related travel.
Urban form at residential and employment locations, and travel time and cost were significant predictors of travel choice.
Travel time was the strongest predictor of mode choice while urban form the strongest predictor of the number of stops within
a tour. Results show that reductions in highway travel time are associated with less transit use and walking. Land use patterns
where respondents work predicted mode choice for mid day and journey to work travel.

Transportation agencies experiences with decision support systems for airport ground access planning
This article reports on a field investigation into the ways that transportation agencies use quantitative and qualitative information for making strategic decisions regarding airport ground access. The study analyzes the value of this information for planning airport ground access improvements at seven major international airport sites.The major finding of the research is that quantitative modeling for strategic decision support is very difficult, costly and time consuming. Modelers are confident that the models are accurate and reliable but executives generally lack confidence in the results. Transportation officials believe that the information supplied is flawed by a number of defects that minimize its value for strategic decision makers. The information defects described in this article provide an analysis of the structural difficulty of using quantitative modeling for transportation problems of strategic importance. To date, qualitative information is not frequently used, but some transportation agencies are considering its application to designing transportation services. Although this study is limited to airport ground access, the authors feel that this evidence, in conjunction with the evidence from other studies in the transportation area, dictates a need for wariness in the development of decision support systems for transportation planners. Developers of decision support systems for transportation planners must be aware of modeling costs and defects and consider how to improve the timeliness, relevance and credibility of information quantitative models provide transportation executives. Fundamentally it is important to recognize that decision makers tend, either singularly or in concert with other individuals or groups, to be the champions of a long-term vision for the community. When modeling produces inconsistent or wide ranging results that contradict their position, decision makers may not only discard modeling activities, but lose confidence in the models altogether. As a consequence, transportation planners are faced with the challenge of how to improve quantitative modeling. The most reliable and effective means for improvement is incorporation of qualitative techniques which provide greater understanding of customer perceptions and human behavior. 相似文献

Protection against on-ship infectious disease—whether due to mishap or to harmful purpose—faces special situational problems. Sometimes, when infection levels on board have reached threshold levels, emergency actions are required. Often, the most thorough strategies for responding to threat are not feasible. A rapid first-stage test (RFT) is a fast, minimally invasive procedure used to rule out from possible infection a large percentage of an infection-threatened group. Prevention and control of on-ship infection need to combine various interconnected tactics. When timely criterion tests are not possible, the medical team must adopt fast alternative measures. The methods used to summarize protection against on-ship infectious agents included a scientific literature review and a web search. The fields of the review were maritime, health, and technology sources. Special attention was paid to material dealing with risks and threats of on-ship penetration by infectious agents, on-ship infection prevalence thresholds, and rapid diagnostic screens. The Bayes rule and the law of large numbers were applied to the analysis, for large on-ship populations, of RFT indications of crossing of an infection prevalence threshold. The increasing risk of serious on-ship infection—either accidental or purposeful—calls for a multi-layered protection approach. RFTs are a key part of the outer layer of such a defense. Well-designed and well-administered RFTs provide several advantages for defense against on-ship infection: low-cost, non-invasive, fast, and focuses on a drastically smaller number of infection possibilities. 相似文献

This paper covers an extension of the study of Doctors et al. (J Ship Res 52(4):263–273, 2008) on oscillations in wave resistance during the constant-velocity phase of a towing-tank resistance test on a ship model to
the case of relatively shallow water. We demonstrate here that the unsteady effects are very prominent and that it is essentially
impossible to achieve a steady-state resistance curve in a towing tank of typical proportions for a water-depth-to-model-length
ratio of 0.25. This statement is particularly true in the speed region near a depth Froude number of unity. However, on the
positive side, we show here that an application of unsteady linearized wave-resistance theory provides an excellent prediction
of the measured total resistance, when one accounts for the form factor in the usual manner. Finally, a simple application
of the results to the planning and analysis of towing-tank tests is presented. 相似文献

Measurements of boundary layer moisture have been acquired from Rotronic MP-100 sensors deployed on two NDBC buoys in the northern Gulf of Mexico from June through November 1993. For one sensor, which was retrieved approximately 8 months after deployment, the post- and precalibrations agreed closely and fell well within WMO specifications for accuracy. The second sensor operated continuously from June 1993 to February 1997 (3.5 years). Buoy observations of relative humidity and supporting data were used to calculate specific humidity and the surface fluxes of latent and sensible heat. Specific humidities from the buoys were compared with observations of moisture obtained from nearby ship reports, and the correlations were generally high (0.7–0.9). Surface gravity wave spectra were also acquired. The time series of specific humidity and the other buoy parameters revealed three primary scales of variability, small (h), synoptic (days), and seasonal (months). The synoptic variability was clearly dominant and occurred primarily during September, October, and November. Most of the synoptic variability was due to frontal systems that dropped down into the Gulf of Mexico from the continental US followed by air masses which were cold and dry. Cross-correlation analyses of the buoy data indicated that: (1) the moisture field was highly coherent over distances of 800 km or more in the northern Gulf of Mexico; and (2) both specific humidity and air temperature served as tracers of the motion associated with propagating atmospheric disturbances. These correlation analyses also revealed that the prevailing weather systems generally entered the buoy domain from the South prior to September, but primarily from the North thereafter. Spectra of the various buoy parameters indicated strong diurnal and semidiurnal variability for barometric pressure and sea surface temperature (SST) and lesser variability for air temperature, wind speed and significant wave height. The surface fluxes of latent and sensible heat were dominated by the synoptic events which took place from September through November with the transfer of latent heat being primarily from the ocean to the atmosphere. Finally, an analysis of the surface wave observations from each buoy, which included calculations of wave age and estimates of surface roughness, indicate that major heat and moisture flux events coincide with periods of active wave growth, although the data were insufficient to identify any causal relationships. 相似文献

When designing an arctic cargo ship, it is necessary to consider multiple stochastic factors. This paper evaluates the merits of a simulation-based probabilistic design method specifically developed to deal with this challenge. The outcome of the paper indicates that the incorporation of simulations and probabilistic design parameters into the design process enables more informed design decisions. For instance, it enables the assessment of the stochastic transport capacity of an arctic ship, as well as of its long-term ice exposure that can be used to determine an appropriate level of ice-strengthening. The outcome of the paper also indicates that significant gains in transport system cost-efficiency can be obtained by extending the boundaries of the design task beyond the individual vessel. In the case of industrial shipping, this allows for instance the consideration of port-based cargo storage facilities allowing for temporary shortages in transport capacity and thus a reduction in the required fleet size / ship capacity. 相似文献
