This paper explains the theory in support of total cost analysis (TCA) to compare transportation system alternatives. The full costs of each alternative are first aggregated, including travel time costs and monetizable environmental and social costs. Many costs which are considered on the benefits side of the equation in benefit-cost analysis (BCA) as "cost savings" are brought over to the costs side. Total cost differences among alternatives are then traded off against their estimated non-monetized benefits or impacts, just as a consumer trades off product quality against cost before deciding which product he or she will buy. One advantage of TCA over traditional BCA is that the concept of "total cost" is more easily understood by the public and by political decision-makers than BCA concepts such as "net present worth", "benefit-cost ratio" and "internal rate of return". A second advantage is that there is no suggestion that all "benefits" have been considered; decision-makers are free to use their own value judgements to trade off total cost against non-monetizable social, environmental and economic impacts, just as they trade off quality and convenience against cost when purchasing goods and services in their roles as consumers. The TCA approach is demonstrated in this paper through a case study of two systemwide alternatives for the Baltimore, MD urban area. 相似文献

It is estimated that around 10,000 containers are lost during maritime transportation every year, representing an economic
loss to the liner industry. Regulations and norms used to calculate values to secure them to the ship’s deck account for static
loads only, neglecting more realistic conditions. This paper describes an approach to simulate a two-tier scaled model of
a 20-ft ISO freight container and its linking connectors, denominated twist locks, subject to a dynamical load induced by
its base. To analyze this problem two methods were employed: a shaking table test and finite-element analysis. Results of
this study indicate that the numerical model built to simulate two-tier container stack dynamics is a promising tool for further
studies. Moreover, the model is able to predict conditions close to real situations faced by container stacks while stored

The Brazilian ship financing system has some unique features. The funds made available to finance the construction and acquisition of ships are sourced from a tax on import and cabotage freight, payable by the shippers. For Brazilian flagged ships, a portion of the tax generated can be used for the payment of loan instalments. This paper analyses the impact of the tax on the economy as a whole, and discusses the distribution of the tax burden between the shipowner and the shipper, taking into account the maritime transport demand elasticities in Brazil. The paper also analyses the effectiveness of the financing system in reducing the capital cost to shipowner, and the distortion effects produced by the utilization of the tax in loan repayments. The conclusion is that there are important distortions that may threaten the recovery of the maritime industry in Brazil. 相似文献

Abstract This article applies a methodology for selecting carriers for the transportation of dangerous goods by road, with a special focus on risk management aspects. The methodology makes use of Stated Preference techniques and verifies the most critical risk-related variables influencing decision-making from the shippers' point of view. It embraces the planning and execution stages, an evaluation of the contracted company and a feedback process. The methodology was effectively applied to the case of liquid fuel shippers in the Brazilian middle-west region where it proved possible to identify which dangerous goods road transport company to contract in accordance with the risk management factors selected by the decision makers. 相似文献

Stratification in the Rhine ROFI is very variable; the mean water column stability is controlled by the combined effect of tidal, wind and wave stirring which, at times, brings about complete vertical homogeneity. Control by the mixing variables has been elucidated by a regression analysis of mean stratification on the components of the windstress and significant wave height. There is strong partial correlation with all three variables which explains between 56% and 65% of the variance in two time series of observations in October 1990 and September 1992, respectively. During periods of low stirring the water column was observed to re-stratify over the whole inshore region through the relaxation of the horizontal gradients under gravity and with the influence of rotation. Superimposed on the mean stratification there is strong semi-diurnal variation, occurring throughout the stratified region at times of reduced mixing. The amplitude of this semi-diurnal variation is of the same order as the mean stability and frequently results in conditions being mixed or nearly mixed once per tide. This semi-diurnal variation results primarily from cross-shore tidal straining which interacts with the main density gradient to induce stratification. The hypothesis that water column stability is controlled by the combination of these processes has been tested using a reduced physics model which has been successful in reproducing the main features of both the mean and semi-diurnal components of stratification. 相似文献

This work analyzes the influence of ship motion and deformation on the structural design of decks to support production plants in floating production, storage and offloading units (FPSOs). These decks are space frames with lengths ranging from 30 to 100 mr, with a variable number of rigid supports linked to the ship hull. The deck and ship hull are modeled together for naval and structural analysis. A global, coupled analysis is performed considering the deck and ship structures; sea loads are evaluated by means of probabilistic methods. 相似文献
