Singapore's Land Transport Authority, formed in 1995, set itself a mission of producing a world class transport system. This paper assesses the extent to which this goal is being achieved. It outlines the structure within which transport decisions are taken and indicates the freedom this gives to develop integrated transport and land‐use strategies. It demonstrates the long‐term stability in transport strategy from 1972 onwards, and the key contributions to that strategy of land‐use controls and travel‐demand management measures. The individual elements of the strategy are then reviewed and innovations identified in demand management, public transport service provision and information technology. Finally, the key attributes that have led to the success of the strategy are identified, and it is suggested that many of these are transferable to other cities of the developed world.  相似文献

Developing countries have unique problems and needs which must be considered when attempting to identify and evaluate the environmental impacts of land transport. This paper presents a review of the relevant literature that can be used to identify, evaluate and mitigate environmental impacts of land transport facilities (development and operation) in developing countries. After examining the relevant characteristics of land transport development in such countries, the paper discusses the environmental effects. Controls and countermeasures associated with each category of impacts are also reviewed under the broad categories of air, noise and water pollution as well as land use changes and social and ecological impacts. Issues concerning environmental impact assessment/analysis process and transport of hazardous materials are then addressed. The procedures established by the World Bank for the environmental assessment of Bank‐financed projects are mentioned. The paper concludes with a brief discussion of the responsibilities of the developing countries in meeting the growing challenge of environmental degradation.  相似文献

Anthony J. Faria is an associate professor and Chairman of Marketing in the Faculty of Business Administration at the University of Windsor. A graduate of Michigan State University, he received his Ph.D. degree in 1974. Dr. Faria is a member of the American Marketing Association, Southern Case Research Association, the Association for Business Simulation and Experiential Learning, and the North American Simulation and Gaming Association. Dr. Faria has authored a marketing simulation game entitled COMPETE: A Dynamic Marketing Simulation and has published in the Journal of Marketing, Journal of Small Business Management, Pittsburgh Business Review, Traffic Quarterly, Retail Control, Atlanta Economic Review, Retail Directions, Department Store Economist, The Southern Business Review, Business and Society, and the Marquette Business Review. Marine food web dynamics are determined by interactions within and between species and between species and their environment. Global change directly affects abiotic conditions and living organisms, impinging on all trophic levels in food webs. Different groups of marine researchers traditionally study different aspects of these changes. However, over medium to long time scales perturbations affecting food webs need to be considered across the full range from nutrients to top predators. Studies of end-to-end marine food webs not only span organism sizes and trophic levels, but should also help align multidisciplinary research to common goals and perspectives. Topics are described that bridge disciplinary gaps and are needed to develop new understanding of the reciprocal impacts of global change on marine food webs and ocean biogeochemistry. These include (1) the effects of nutrients on biomass and production, (2) the effects of varying element ratios on food web structure and food quality, (3) bulk flows of energy and material in food webs and their efficiencies of transfer, (4) the ecological effects of species richness and the roles of microbial organisms, (5) the role of feeding behaviour in food web dynamics and trophic controls, (6) the spatial dynamics of communities and links between different food webs, (7) the combined effects of body size and behaviour in determining dynamics of food webs, and (8) the extent to which the ability of marine organisms (and communities) to adapt will influence food web dynamics. An overriding issue that influences all topics concerns the time and space scales of ecosystem variability. Threads link different nodes of information among various topics, emphasizing the importance of tackling food web studies with a variety of modelling approaches and through a combination of field and experimental studies with a strong comparative approach.  相似文献

In this paper the Acoustic Analogy is used to predict the underwater noise from a complete scaled ship model in a steady course. The numerical investigation is performed by coupling an incompressible RANS code, equipped with a level-set approach to account for the fundamental time evolution of the free surface, to a FWH-based hydroacoustic solver, here suitably designed to manage the huge set of data coming from a full-unsteady hydrodynamic simulation. The results reveal the overall limited contribution from the propeller thickness and loading noise components and the fundamental one from the nonlinear quadrupole sources. The comparison between the hydrodynamic and hydroacoustic solutions point out the noticeable scattering effects due to the hull surface, the possible influence of sound refractions at the free surface and, above all, the leading role played by the turbulent fluctuating component of the velocity field. Finally, by computing the pressure time histories at a prescribed set of virtual hydrophones and turning them into the frequency domain, the ship noise footprint in dB is traced out, thus showing how the Acoustic Analogy can be effectively used to analyze the ship hydroacoustic behavior, both in terms of amplitude and directivity.  相似文献

A mathematical model to predict the effect of chemical spills in the Forth estuary in Scotland has been in use for many years. The model, based on the random walk method, predicts chemical concentrations in the estuary waters and estimates the elapsed time before the dilution is sufficient to render the spill harmless (making use of a toxicity measure such as the LC50 or a water quality standard). The model gives a deterministic result without any estimate of the uncertainty. Field studies using tracer dyes to measure the horizontal and vertical mixing rates in the estuary show that these rates vary over time. The literature on turbulent diffusion includes modelling applications using different parameterisations of the mixing process. This paper investigates the uncertainties in predicted concentrations due to model parameterisation of horizontal mixing and due to the variability in the measured mixing rates determined from surveys in the estuary. Estimates of the range of concentrations for a specific spill scenario are presented.The study shows that model formulation and parameter uncertainty are both important factors in estimating the uncertainty in model predictions. The uncertainty caused by the variations with time found in the measured mixing rates is found to be of similar magnitude to the differences in concentration resulting from using three different methods for modelling the horizontal mixing in the estuary. Uncertainties associated with model formulation could be reduced if a small number of longer timescale (e.g. 24 h) dispersion experiments were available. In addition, further data from short-term (3 h) dispersion experiments would give a better understanding of the distribution of mixing coefficients and how the mixing relates to other parameters such as tidal range and wind speed and direction.  相似文献

A mathematical model of a rapid transit system has been developed. The model employs computer techniques to simulate the physical system. To further enhance the results and gain management confidence in the reliability and validity of the design of the model, a TV‐like display of the computer results enables the viewer to “see” the performance of the model as it happens. The results displayed thus include: The track layout, time (simulation), train position on the track, and the number of passengers riding on each train and waiting at each platform or station. The computer printout of results is limited to summary type data, relying on the display for detailed evaluation and analysis.  相似文献

Capacity, demand, and vehicle based emissions reduction strategies are compared for several pollutants employing aggregate US congestion and vehicle fleet condition data. We find that congestion mitigation does not inevitably lead to reduced emissions; the net effect of mitigation depends on the balance of induced travel demand and increased vehicle efficiency that in turn depend on the pollutant, congestion level, and fleet composition. In the long run, capacity-based congestion improvements within certain speed intervals can reasonably be expected to increase emissions of CO2e, CO, and NOx through increased vehicle travel volume. Better opportunities for emissions reductions exist for HC and PM2.5 emissions, and on more heavily congested arterials. Advanced-efficiency vehicles with emissions rates that are less sensitive to congestion than conventional vehicles generate less emissions co-benefits from congestion mitigation.  相似文献
