This paper performs an ex-post cost–benefit and distribution analysis of the Gothenburg congestion charges introduced in 2013, based on observed effects and an ex-post evaluated transport model. Although Gothenburg is a small city with congestion limited to the highway junctions, the congestion charge scheme is socially beneficial, generating a net surplus of €20 million per year. From a financial perspective, the investment cost was repaid in slightly more than a year and, from a social surplus perspective, is repaid in < 4 years. Still, the sums that are redistributed in Gothenburg are substantially larger than the net benefit. In the distribution analysis we develop an alternative welfare rule, where the utility is translated to money by dividing the utility by the average marginal utility of money, thereby avoiding putting a higher weight on high-income people. The alternative welfare rule shows larger re-distribution effects, because paying charges is more painful for low-income classes due to the higher marginal utility of money. Low-income citizens pay a larger share of their income because all income classes are highly car dependent in Gothenburg and workers in the highest income class have considerably higher access to company cars for private trips. No correlation was found between voting pattern and gains, losses or net gain.
Travel behaviour market segmentations have become a popular method of identifying different types of car users, bicyclists or public transport users. However, while previous studies have looked at different types of users within single modes, such as the car, little research has explored the existence of traveller types transcending modes. The study presented here is an extension of an earlier segmentation study that distinguished travellers based on their individual preferences, yet did so independent of their current mode choice. The data came from a travel survey at a middle-sized UK university and were analysed using a combination of hierarchical and iterative partitioning methods. Crucially, however, the current study uses a different theoretical framework to previous segmentation research—goal framing theory—which may more adequately explain the findings than models used in the past such as the theory of planned behaviour. The findings supported earlier work, suggesting the presence of seemingly stable traveller types that cut across modes and can be distinguished based on gain, hedonic and normative goals. This has important implications for policies aimed at encouraging mode change which may have been too preoccupied with changing people’s attitudes rather than paying attention to people’s underlying travel preferences.
Freight forecasting models have been significantly improved in recent years, especially in the field of goods vehicle behavior modeling. On the other hand, the improvements to commodity flow modeling, which provide inputs for goods vehicle simulations, were limited. Contributing to this component in urban freight modeling systems, we propose an error component logit mixture model for matching a receiver to a supplier that considers two-layers in supplier selection: distribution channels and specific suppliers. The distribution channel is an important element in freight modeling, as the type of distribution channel is relevant to various aspects of shipments and vehicle trips. The model is estimated using the data from the Tokyo Metropolitan Freight Survey. We demonstrate how typical establishment survey data (i.e. establishment and outbound shipment records) can be used to develop the model. The model captures the correlation structure of potential suppliers defined by business function and provides insights on the differences in the supplier choice by distribution channel. The reproducibility tests confirm the validity of the proposed approach, which is currently integrated into a metropolitan-scale agent-based freight modeling system, for practical use.

The present work is motivated by phenomena occurring in the flow field around ship-like bodies with an incoming lateral flow (cross-flow, 90 ° drift angle). Three-dimensional unsteady flows around different ship sections are investigated by using computational fluid dynamic (CFD) tools with large-eddy simulation (LES) subgrid-scale turbulence model. The simulation results are compared to measurements at several Reynolds numbers in the 90–200,000 range. Focus in our investigation is on the characterization of the motion of vortex structures generated by the separated flow. Another target in the study is to obtain better knowledge of the hydrodynamic forces acting on the sections. Computed pressure and drag coefficients are compared with experimental measurements. The comparison between simulations and measurements shows that an LES model can predict the flow field around ship sections in detail and the hydrodynamic forces acting on the sections. 相似文献
Full-scale globalisation of trade has been accompanied by a progressive liberalisation of maritime transport. The proliferation of open registries has created a situation in which Port State Control (PSC) has become much more effective than the feeble or non-existent control exercised by those States. This study has been conducted on the influence of the professional profile of inspectors on inspection results. The objective of our paper was to evaluate the impact of PSC inspectors’ professional profile by conducting a case study of the Spanish Maritime Administration. The household travel survey (HTS) finds itself in the midst of rapid technological change. Traditional methods are increasingly being sidelined by digital devices and computational power—for tracking movements, automatically detecting modes and activities, facilitating data collection, etc.. Smartphones have recently emerged as the latest technological enhancement. FMS is a smartphone-based prompted-recall HTS platform, consisting of an app for sensor data collection, a backend for data processing and inference, and a user interface for verification of inferences (e.g., modes, activities, times, etc.). FMS, has been deployed in several cities of the global north, including Singapore. This paper assesses the first use of FMS in a city of the global south, Dar es Salaam. FMS in Dar was implemented over a 1-month period, among 581 adults chosen from 300 randomly selected households. Individuals were provided phones with data plans and the FMS app preloaded. Verification of the collected data occurred every 3 days, via a phone interview. The experiment reveals various social and technical challenges. Models of individual likelihood to participate suggest little bias. Several socioeconomic and demographic characteristics apparently do influence, however, the number of days fully verified per individual. Similar apparent biases emerge when predicting the likelihood of a given day being verified. Some risk of non-random, non-response is, thus, evident. 相似文献
Using the UK National Travel Survey from 2002 to 2006, this paper investigates the influence of households’ residential self-selectivity, parents’ perceptions on accessibilities and their travel patterns on their children daily travel mode share. In doing this, this study introduces a model structure that represents the complex interactions between the parents’ travel patterns, their perceptions on public transport services and their reported residential self-selectivity reasons and the children travel mode shares. This structure is analysed with structural equation modelling. The model estimation results show that parents’ residential self-selectivity, parents’ perceptions and satisfactions on accessibilities and their daily travel patterns significantly influence the children’s daily travel mode shares. However, the effects are not uniform across household members. This study has revealed that households’ residential self-selectivity behaviours have more correlations with the children’s non-motorised mode shares, whilst the parents’ perceptions and satisfactions on transport infrastructure and public transport service qualities have more correlations with parents’ mode shares. The results also confirm that parents’ non-motorised modes use in travelling is highly correlated with the children’s physically active travel mode shares. However, at the same time, the results also show that the effects of mothers’ car use to the children travel mode shares is more apparent than fathers’. 相似文献
This paper provides an analysis of trip generation of three vulnerable groups: single-parent families, low income households, and the elderly. It compares the mobility of these groups to that of the general population in three Canadian urban areas of Hamilton, Montreal and Toronto, based on data from large-sample metropolitan transport surveys. An ordered probit model with spatially expanded coefficients is used for the analysis. Spatial expansion shows that there are spatial mobility trends for elderly populations and low-income populations even after socio-economic attributes are accounted for. Such spatial differences are not generally found for single parent families. This novel spatial analysis provides clues as to where vulnerable populations may experience greater degrees of social exclusion. It provides information to help prioritize transportation infrastructure projects or other social programs to take into account the needs of vulnerable populations with the lowest levels of mobility. 相似文献
