The exceptional growth of whalewatching in Baja California Sur (BCS) and other parts of Mexico during the last 10 years motivated the design and implementation of a Mexican whalewatching law based on experiences in BCS. However, recent research in the Ensenada whalewatching area confirms that this law is insufficient in this area because whalewatching boats and other fishing, cruising, or drifting boats influence the behavior (swimming direction and velocity) of migrating gray whales. In the long term, the migration corridor might be displaced offshore, and whalewatching may become infeasible. This study proposes a management planning process to adapt regulations to this area, to promote adherence to regulations by encouraging self-regulation and strengthening law enforcement, and to enhance the tourist service on board. SCUBA diving is an increasingly popular activity that provides a number of benefits to coastal communities. However, the sustainability of recreational diving on coral reefs is largely dependent on the health of reef ecosystems. Divers can minimize their impacts to coral reefs through responsible diving behaviors, which are in part guided by social norms. The behavioral obligation and sanction components of twelve diving behaviors were determined for Florida Keys divers throughout the course of a year. Recognizing that recreationists are not homogenous, these norms were compared according to diver specialization level. Specialized divers felt a stronger obligation not to touch corals and to pick up garbage from the sea floor than did less specialized divers. Specialized divers also reported they would feel greater embarrassment for losing buoyancy control, touching corals, taking pieces of dead corals, or touching marine mammals. The findings point to a connection between specialization level and social norms, and a relationship to ensuring continued reef health.  相似文献

Solid oxide fuel cell (SOFC) has been identified as an effective and clean alternative choice for marine power system. This paper emphasizes on the dynamic modeling of SOFC power system and its performance based upon marine operating circumstance. A SOFC power system model has been provided considering thermodynamic and electrochemical reaction mechanism. Subcomponents of lithium ion battery, power conditioning unit, stack structure and controller are integrated in the model. The dynamic response of the system is identified according to the inertia of its subcomponent and controller. Validation of the whole system simulation at steady state and transit period are presented, concerning the effects of thermo inertia, control strategy and seagoing environment. The simulation results show reasonable accuracy compare with lab test. The models can be used to predict performance of a SOFC power system and identify the system response when part of the component parameter is adjusted.  相似文献

This paper presents a number of reasons that are responsible for the disappointment of authorities in their operators’ efforts to develop public transport (PT) to the advantage of their travellers. The lessons drawn in this paper are based upon the competitive tendering experience of the authors and upon the results of meetings organised with parties involved in competitive tendering and aimed at exchanging lessons. There appears to be three main causes: (1) there is freedom for the operator, but the contract is bad; (2) there is freedom for the operator, there is a good contract, but there is no market; and (3) there is freedom for the operator, but the operator is not able to use it. The paper concludes with a few perspectives for improvement.  相似文献

The classic view of the Antarctic pelagic system has suggested that food web dynamics are dominated by the diatom-krill food web link. Recent observations, however, have indicated that this is an oversimplification and that the antarctic food web has a complexity similar to that found in lower latitude systems. More specifically, small particulate feeding protozoans appear to have a much greater importance than was previously assumed.Only a few studies have been sufficiently extensive to characterize the Antarctic pelagic protozoan assemblage. These indicate that heterotrophic flagellates (dinoflagellates and other heterotrophic nanoplankton) and ciliates (mostly non-loricate oligotrichs) dominate the protozooplankton assemblages in surface waters. The combined biomass of protozooplankton has been reported to comprise from < 7 to > 75% of the total nano- and microplankton biomass depending on season and location. Protozoans are also found in sea ice communities where their abundances exceed those typically found in the plankton. Several protozoan species occupy both ice and water habitats, suggesting that seasonally melting sea ice may be the source of ice-edge protozooplankton assemblages.The feeding rates of protozooplankton in Antarctic waters are poorly documented. Consumption estimates based on clearance rates and some preliminary grazing experiments, however, indicate that the protozooplankton should be capable of utilizing a significant proportion of the daily primary and bacterioplankton production. Protozoans may contribute to vertical flux, but present evidence suggests that their contribution will be lower than from other sources.  相似文献

ABSTRACT

As outsourcing and offshoring continue to expand, the ocean container industry serves a critical and still increasing role in supporting global trade. Yet, perceived commoditization and intense price competition among ocean container carriers limit opportunities for competitive advantage and formation of long-term shipper–carrier relationships. This environment ultimately yields an unhealthy industry that threatens the stability of global supply chains. Extant literature provides limited insight into how carriers can build strong relationships with shippers to overcome the short-term, transactional-orientation of the industry. Examining a case study of a major ocean container carrier, we apply structural equation modeling to shipper survey data to explore how carrier operational, service, and pricing capabilities influence the strength of the long-term shipper–carrier relationship. Furthermore, we identify unique clusters of shipper needs, helping the carrier understand when and how to promote a particular portfolio of capabilities to customers.  相似文献

ABSTRACT

During the 1990s, Nigerian seaports were considered inefficient, unsafe due to massive cargo theft (wharf rat phenomenon) and one of the most expensive port systems in the world. This resulted in long turnaround times for ships and increased container dwell times. As a result, port operations were transferred to the private sector through concession contracts. This paper employs a Malmquist productivity index (MPI) technique to benchmark pre-and post-reform total factor productivity growth of the six major Nigeria seaports (Apapa, Calabar, Onne, Port Harcourt, TinCan Island and Warri) for the period 2000–2011 which represents six years before (2000–2005) and six years after (2006–2011) the reform. The results indicate progress in technical efficiency of the ports after reform but deterioration in technological progress. Overall productivity growth was higher in the pre-concession period compared to the post-concession period. The source of pre-concession period productivity growth was technological progress while the change in productivity of the post-concession period is generated by an increase in scale efficiency. This suggests that concessionaires have not brought in the much anticipated investment in modern technology to drive port efficiency. The ports of Calabar and Apapa experienced the highest productivity growth while lowest result was Onne.  相似文献

The Ohio Department of Natural Resources and the U.S. Office of Coastal Zone Management have proposed the Old Woman Creek estuary on Lake Erie as the nation's first freshwater estuarine sanctuary. Designation as an estuarine sanctuary will preserve 637 acres of marshland, sand bar, a barrier beach, and surrounding forested uplands for public education and research. The original January 1975 grant application required modification following local residents’ objections to purchases of highly productive farmland and land‐use controls on a watershed‐wide buffer zone. A federal grant award was made in July 1977, with full acquisition anticipated by the end of 1978.  相似文献

Abstract

The implementation history of the Coastal Zone Management Act offers insights into the process of long‐term intergovernmental policy implementation. This five‐stage history is explained as a coproduction process, in which coastal state, environmental, and development advocacy coalitions interacted with congressional committees and the federal coastal office to shape coastal policy and manage coastal development. The coproduction approach proved invaluable during the Reagan assault on the coastal program, when the states and Congress assumed responsibility for keeping the program alive. Acknowledging underlying stakeholder dynamics as the basis for coastal program evaluation could strengthen future coastal management implementation.  相似文献
