Transitioning ocean governance into an integrated ecosystem-based approach requires improved knowledge of existing governance arrangements. This article presents a software tool, MINOE, to assist policymakers, scientists, and others involved in ecosystem-based management initiatives to navigate through management documents as they relate to a user-defined ecosystem. The tool uses a conceptually modeled ecosystem, defined by the user, and text analysis of a set of management-related documents to determine which ecosystem linkages are potentially acknowledged in the documents. For illustration, the set of documents included with MINOE currently (and used to demonstrate the software in this article) are laws and regulations from four geopolitical jurisdictions for the year 2006; however, users may also import other documents for a more tailored application. Features include an interactive matrix containing results about the set of management documents within the user's scope and scale of interest. In addition, MINOE includes metrics and visualization tools to synthesize information derived from the documents. The article presents the software tool, describes potential uses for the tool, and ends with a discussion of future work to expand the program.  相似文献

The demands for traffic infrastructure are increasing. Yet over the last decade investment in new infrastructure has decreased at all levels. Traffic systems designers are, therefore, being asked to be more accurate in their prediction of the impacts of changes, to analyse ever more complex situations and to extract more from the existing traffic system. This paper reviews developments in techniques for analysing the impacts of changes in the traffic system. It looks at intersection, route, network, parking lot and public transport design models that have been developed in Australia. Particular emphasis is given to the considerable developments in microcomputers and graphics and the impact these are having on the models. Future developments are also discussed.  相似文献

This paper presents a design methodology for the mechanical systems entitled First Design. It is based on a hierarchical organisation of the design, taking into account the notion of robustness at an early phase of the project. The aim is to improve the quality of the system in order to make it robust, less sensitive to the variability of the external parameters and design parameters. We distinguish two main stages of the design cycle: one concerning functional parameters and another concerning physical parameters. The methodology is based on simplified models, on sensitivity analysis and on robust multi-objective optimisation. As an example, the methodology will be applied to the optimisation of vehicle suspension system design parameters. For each stage of the hierarchical design, adapted simplified models, sensitivity analyses and optimisation processes will be studied and applied to our vehicle suspension system.  相似文献

波多黎各于20世纪90年代初才开始发展城市轨道交通,但因为善于利用后发优势,通过产学研的结合,充分考虑了地铁工程的多学科特性,走出一条有波多黎各特色的道路,成为美国和国际公共交通领域技术交流的典范.主要介绍了其产学研的项目,它由负责地铁项目的政府主管部门、波多黎各大学和美国麻省理工学院共同组织实施,历经地铁前期规划、修建、调试、运营和政策分析等全部过程,共13年的时间.这种方式提高了工程的质量和施工效率,推动当地轨道交通辅助产业的发展,加快了新技术的应用及研究,培养了一大批轨道交通的规划运营人才,为拉丁美洲城市轨道交通建设提供了一个新模式.波多黎各的经验对于我国当前的城市轨道交通建设同样具有借鉴意义.  相似文献

论述了三大件库仑减振转向架悬挂装置的设计方法,在不采用轴箱剪切垫、交叉杆和连杆的前提下,实现了转向架横向和垂向的最大稳定性能以及轮轨之间的最小磨耗.该方法证明可通过设计悬挂和减振部件,既提高抗菱刚度,又优化库仑垂向减振性能,从而不需采用辅助的稳定和交叉支撑装置.  相似文献

As a multi‐criteria decision‐making (MCDM) method, the analytic hierarchy process (AHP) has been used considerably to solve hierarchical or network‐based decision problems in socio‐economic fields. Following an in‐depth explanation of the transport function in logistics and an overview of the MCDM methods, the AHP model is employed in the paper for a logistics company in selecting the most suitable way of transportation between two given locations in Turkey. The criteria used in the selection of transportation modes are identified as the cost, speed, safety, accessibility, reliability, environmental friendliness, and flexibility. Several cost parameters (transportation, storage, handling, bosphorus crossover) are incorporated into the decision‐making process. The application is carried out in instructional character. The results of the study indicate that the railway transportation, which is not widely used in Turkey, is also an alternative and suitable means of transportation. Dynamic traffic simulation models are frequently used to support decisions when planning an evacuation. This contribution reviews the different (mathematical) model formulations underlying these traffic simulation models used in evacuation studies and the behavioural assumptions that are made. The appropriateness of these behavioural assumptions is elaborated on in light of the current consensus on evacuation travel behaviour, based on the view from the social sciences as well as empirical studies on evacuation behaviour. The focus lies on how travellers’ decisions are predicted through simulation regarding the choice to evacuate, departure time choice, destination choice, and route choice. For the evacuation participation and departure time choice we argue in favour of the simultaneous approach to dynamic evacuation demand prediction using the repeated binary logit model. For the destination choice we show how further research is needed to generalize the current preliminary findings on the location-type specific destination choice models. For the evacuation route choice we argue in favour of hybrid route choice models that enable both following instructed routes and en-route switches. Within each of these discussions, we point at current limitations and make corresponding suggestions on promising future research directions.  相似文献

This article presents a method of assessing the economic impacts of ports at both regional level and national level, through application of input–output analysis. To this end, a methodology for data collection is proposed, which combines a top-down with a bottom-up approach which should help in surpassing some of the difficulties commonly faced in port economic impact studies. The presented methodology allows port planners and policymakers to assess the economic significance and geographic reach of port investments. This study considers the economic impacts of the port cluster and the socio-economic significance of port user industries. The several layers of the analysis are kept separate to allow a better grasp of direct and indirect impacts. The proposed methodology is demonstrated in a study of the Port of Lisbon, which confirms the significance of this port to the Portuguese economy, and also demonstrates that the influence of the Port of Lisbon is mostly limited to an area in close proximity to the port. Therefore, results suggest that investments for the development of logistic infrastructures associated with the port should concentrate in the immediate hinterland of the port.  相似文献
