This paper examines the vehicle type regulation that was introduced under the Automobile Nitrogen Oxides–Particulate Matter Law to mitigate air pollution in Japanese metropolitan areas. The vehicle type regulation effectively sets the timing for vehicle retirement by initial registration year and type. However, there was no consideration of cost or efficiency in choosing the timing of retirement. We solve an optimal problem to maximize the social net benefit under the current framework of the vehicle type regulation. The analysis finds that the net benefit can more than double if the optimal retirement timing is chosen. Further, we find that even a simple alteration of the retirement timing can increase the social net benefit by 13%.  相似文献

With the recent increase in the deployment of ITS technologies in urban areas throughout the world, traffic management centers have the ability to obtain and archive large amounts of data on the traffic system. These data can be used to estimate current conditions and predict future conditions on the roadway network. A general solution methodology for identifying the optimal aggregation interval sizes for four scenarios is proposed in this article: (1) link travel time estimation, (2) corridor/route travel time estimation, (3) link travel time forecasting, and (4) corridor/route travel time forecasting. The methodology explicitly considers traffic dynamics and frequency of observations. A formulation based on mean square error (MSE) is developed for each of the scenarios and interpreted from a traffic flow perspective. The methodology for estimating the optimal aggregation size is based on (1) the tradeoff between the estimated mean square error of prediction and the variance of the predictor, (2) the differences between estimation and forecasting, and (3) the direct consideration of the correlation between link travel time for corridor/route estimation and forecasting. The proposed methods are demonstrated using travel time data from Houston, Texas, that were collected as part of the automatic vehicle identification (AVI) system of the Houston Transtar system. It was found that the optimal aggregation size is a function of the application and traffic condition.

In-use micro-scale fuel use and emission rates were measured for eight cement mixer trucks using a portable emission measurement system. Each vehicle was tested on petroleum diesel and B20 biodiesel. Average fuel use and emission rates increase monotonically versus engine manifold absolute pressure. A typical duty cycle includes loading at a cement plant, transit while loaded from the cement plant to work site, creeping in a queue of vehicles at the worksite, unloading, and transit without load from the site to the plant. For B20 versus petroleum diesel, there is no significant change in the rate of fuel use, CO2 emissions, and NO emissions, and significant decreases in emissions for CO, hydrocarbons, and particulate matter. For loaded versus unloaded onroad travel, fuel use and CO2 emissions rates are approximately 60% higher and the rates for other pollutants are approximately 30–50% higher. A substantial portion of cycle emissions occurred at the work site. Inter-vehicle and intra-cycle variability are also quantified using the micro-scale methodology.  相似文献

A number of estimation procedures have been suggested for the situation where a prior estimate of an origin-destination matrix is to be updated on the basis of recently-acquired traffic counts. These procedures assume that both the link flows and the proportionate usage of each link made by each origin-destination flow (referred to collectively as the link choice proportions) are known. This paper examines the possibility and methods for estimating the link choice proportions. Three methods are presented: (1) using ad hoc iteration between trip distribution and traffic assignment; (2) combining trip distribution and assignment in one step; (3) solving a new optimization problem in which the path flows are directly considered as variables and its optimal solution is governed by a logit type formula. The algorithms, covergencies and computational efficiencies of these methods are investigated. Results of testing the three methods on example networks are discussed.  相似文献

This paper compares intrametropolitan industrial location models to the process of intrametropolitan industrial location as described in the real estate and urban economic literature. It identifies seven areas where industrial location models are at odds with reality, and suggests ways to make them realistic. Specifically, it makes a case for microanalytic/stochastic/recursive/dynamic/economic industrial location models. This note investigates the important attributes relating to the crowding effects at the Mass Transit Railway (MTR) stations in Hong Kong. Data was collected at two sets of three MTR stations to study the responses of the passengers due to the discomfort at crowded vehicles and platforms. The application of Q-analysis to road transport systems is introduced in this paper, but no prior knowledge of the methodology is assumed. It is argued that the route-link relation of transport systems has a connectivity structure overlooked by conventional transportation theory, and that this structure constrains traffic flow. This is illustrated at the micro-level by a complicated road intersection, and at the macro-level with a simple analysis of a town. The representation of road systems is discussed in this context, and it leads to a new result called the Link Face Theorem. It is suggested that the conventional theory can be usefully extended by studying the latent structure of road systems which is presently overlooked.  相似文献

The amount of time required to pick up and discharge passengers is an important issue in the planning and modeling of urban bus systems. Several past studies have employed models of this component of bus travel time which are based, in part, on a model of the number of stoppings the bus makes to pick up or discharge passengers. Most past versions of this model have assumed that expected demand does not vary from stop to stop or from trip to trip, but that the number of passengers demanding service at any given stop during any given trip follows a Poisson distribution. An alternative model is derived, based on the assumption that expected demand varies among stops and times of day but is fixed from day to day at any given stop and time of day. Boarding and alighting survey data are used to verify that the “average-demand” Poisson model consistently overestimates the number of stoppings and to calibrate an approximate version of the alternative model. A stop-spacing optimization model previously developed by Kikuchi and Vuchic is reevaluated using the alternative stopping model in place of the average demand model used in the original version. The results are found to be considerably different, thus indicating that transit route optimization models are sensitive to the way in which stopping processes are modeled.  相似文献

This article deals with highly motorized large West German cities of about 200,000 inhabitants and more, which usually provide reasonable public transport systems. Illegal parking with shares of about 40 to 50% of the total parking is widespread in the parking problem areas of those cities, especially in the inner-city residential and mixed-use areas. Parking spaces are demanded by residents, employees, customers and visitors, and by delivery and service traffic. The different characteristics of parking demands by different user groups are discussed. The total parking supply consists of public and private spaces. The share of private spaces is about 40 to 50% of the total parking spaces in German cities. The amount of car traffic generated by a parking space depends on parking duration and parking turnover, as well as on search traffic. So the change of a space from long-duration use of an employee to short-duration of customers — as often discussed in parking concepts — generates at least five-fold car traffic. The measurements and effects of parking control of public spaces as well as the parking regulations in zoning ordinances, restrictions on the construction of new private parking spaces and park-and-ride are discussed. Finally, a parking concept methodology — using the example of Frankfurt am Main — is discussed.  相似文献

Reform of trucking Vehicle Weights and Dimensions (VWD) regulations in Canada is now underway. The effect these reforms will have on the freight transportation industry are only recently the subject of research. This paper is part of this new research effort, aimed at understanding how regulatory reform in the trucking sector will affect the existing competitive relationship between trucks and the railways. The paper presents the results of study and research into modelling the relationship between mode choice and the service characteristics that are affected by VWD reform.Using several periods of data, a series of econometric models are developed which help to elucidate the relative relationships between the mode service characteristics for both of the principal interprovincial freight modes. A technique is developed and presented to model railway user costs in order to overcome the complex and often unrepresentable pricing activities of Canadian railways.The strength of the developed econometric models is presented, including their significance and statistical reliability. This is further reinforced by the similarities exhibited by all the models in the series. The selected model is applied to predict market service responses required of the railway industry in order to compete with the trucking sector now adapting to the new regulations.The impact of the newly implemented vehicle weight and dimension reform on the rail transportation industry is analyzed and railway industry improvements aimed at maintaining its market share are presented.
