Some New Results in Rolling Contact   总被引:1,自引:0,他引:1  
In the present paper three problems in the simplified theory of rolling contact are investigated. As to the first problem, three benchmark loadings, derived by Kalker in 1973 for Hertzian rollingcontact, are in existence. Each of these loadings gives rise to a value of the flexibility parameter of the simplified theory. These values are combined to a single, creepage dependent value of the flexibility, which appears to have an error of at most 10 to 15%. Secondly, the law of Coulomb is generalised by introducing two values of the coefficient of friction. The FASTSIM algorithm is adapted to that, and it is found that the traction, and hence the displacement, show a discontinuity inside the contact area. The discontinuity in the displacement is removed by introducing damping in the constitutive relations of the simplified theory. The damping constant is determined experimentally. When the damping coefficient decreases, the damped solution tends to the solution obtained directly without damping. This establishes the correctness of the latter, but it does not compare well with the complete theory as implemented by the program CONTACT. Thirdly and finally, it is shown that inertial effects may be neglected at speeds of around 100 km/h and also for much higher rolling velocities.  相似文献

In 1963 the Beeching Report on Britain's railways proposed the closure of a substantial part of the railway network (British Railways Board, 1963). Although many services were withdrawn, disquiet at the Report's failure to analyse the social benefits of rail passenger services eventually led to the application of the technique of cost-benefit analysis to the problem of unremunerative rail services. However, although such studies revealed that the retention of many rural rail services could not be justified on social grounds, these services were not withdrawn. This paper outlines briefly the history of attempts to deal with the question of the optimal size of the rail passenger network. Secondly, it considers the social cost-benefit case for reducing the present size of the network in Britain and the quantifiable benefits from such a reduction. The problem of joint costs is discussed. Finally, it attempts to explain the failure of successive Governments to apply the results of cost-benefit studies in practice, and suggests how the decision-making process might be altered to facilitate a more rational approach towards public transport problems in Britain.  相似文献

This paper questions some aspects of the technical soundness and public acceptability of environmental traffic management scheme of the kind advocated in the Buchanan report, Traffic in Towns. Practical studies have shown that in inner city areas in particular, and perhaps older built-up areas in general, the concept cannot be adequately defended against a wealth of variety of criticism from those whom it most directly affects, i.e. the public. Participation exercises have revealed public fears that the road closures associated with schemes will ruin the viability of local shops, worsen the environmental conditions along local roads chosen as distributors, cause even greater congestion on the main road network due to displaced traffic, and impede the accessibility of local people to their homes. In the light of these, it is suggested a flexible policy be adopted incorporating changes to the forms of vehicles and the manner in which they are used as well as changes to the physical form of the road network.The opinions expressed in this paper do not necessarily reflect those of the organisations to which the authors are attached.  相似文献

In the United States, the 1980 Staggers Rail Act created a positive regulatory environment for the creation of new short-line railroads. At present there are about 450 of these railroads that have less than 250 miles of trackage. This study asked managers/owners of these railroads two basic questions. First, what do you believe is the single most important trend that is currently taking place in your industry. The most frequently noted trend was the frustration of working with the larger Class 1 railroads. Five additional trends were also identified by the respondents. The second question asked the respondents if they thought the short-line sector of the rail industry will become more or less important in the next ten years and why. About 70% of the owner/managers believed their industry would become more important in the next decade. The most commonly expressed reason for this position is that the Class 1 railroads will increasingly specialize in mainline service only. Three other rationales were also enumerated. For the managers that thought their industry would become less important, the most noted reason was their trackage would not safely transport the newer very heavy bulk commodity freight cars.  相似文献

PPP contracts most often have durations of between 20 and 35 years, but in some cases even longer. The main reason for this is the wish of the Public side to minimize its financial contribution, by including in the contract many years of revenue generation by the project to help cover the investment contribution of the private partner. Implicit however is the need to fully amortize the initial investment, which in many countries is even included in the relevant legislation.PPP contracts are normally framed around the delivery of a range of services during the lifetime of the contract, those services requiring the initial construction or recovery of an expensive infrastructure. The specification of the financial clauses of the contract requires the estimation of demand for those services over the period of the contract and this is usually taken as the major incidence of uncertainty in the contract. Indeed, experience shows that demand forecasts often fail substantially, in many cases by more than 20%, mostly by excess, as State side project promoters (and the bidding private partners) tend to be excessively optimistic about the development of such demand.But when we consider the nature of these contracts we should recognize the existence of at least two other very important types of uncertainty: first, the socially desirable scope and specification of the services to be offered as technology and social preferences evolve; and second, the policy guidelines relative to the total quantity and the social distribution of those services, as that quantity may be causing congestion in other parts of the system, or it may become important to (positively or negatively) discriminate some user segments.In both cases, it is almost impossible to foresee at the time of writing the initial contract if, when and in what direction such types of socially beneficial changes in the provision of the services would intervene, but this rigidness may bear a great loss of social welfare in relation to a more adjustable framework. This criticism affects not only PPPs but all kinds of concession contracts with long duration, so it is not the “partnership” element that must be questioned but rather the duration of the contract.An alternative way is relatively straightforward: abandon the assumption that these contracts must provide full amortization of the infrastructure, which allows adoption of contracts with a shorter life, and the use of multiple such contracts over the lifecycle of the infrastructure.The first generation contract would still have to face the full cost of the construction, but the private partner would receive the unamortized part at the end of that contract, to be paid by the State, directly from the public budget if no more private participation is wanted, or indirectly through the acquisition fee for the contract to be paid by the partner to the second life segment. But, crucially, the State recovers the right to re-specify the terms of the service to be provided without the need for any indemnity, and also the uncertainty associated with the evolution of demand in that period will be much smaller, as this will be my then a mature system in operation.This may seem to increase the transaction costs for the State as more contracts (although of a similar type, especially from the second onwards) may have to be negotiated and signed. But if we take into consideration the difficulties of the frequently needed renegotiations of long duration contracts and the conditions of asymmetry of information in which the State normally finds itself in such cases, we will conclude that, besides avoiding the loss of welfare due to the poor fit of the contract after 20 years or so, this solution after all may also reduce the transaction costs associated with negotiations over the duration of the traditional contracts.  相似文献

This paper presents a number of reasons that are responsible for the disappointment of authorities in their operators’ efforts to develop public transport (PT) to the advantage of their travellers. The lessons drawn in this paper are based upon the competitive tendering experience of the authors and upon the results of meetings organised with parties involved in competitive tendering and aimed at exchanging lessons. There appears to be three main causes: (1) there is freedom for the operator, but the contract is bad; (2) there is freedom for the operator, there is a good contract, but there is no market; and (3) there is freedom for the operator, but the operator is not able to use it. This article examines noncavitating and cavitating flow fields around a semi-spade rudder in the ship wake and propeller slipstream based on a computational method. The article seeks to explain the erosion that can occur around the gap due to cavitation; such erosion has been reported to occur while a ship is at sea. Another area of research is the effect of the gap size and shape. The effects of erosion-evading devices such as elongated gap edges, an increased edge radius, flow control projections, and vertical and horizontal guide plates were also studied.  相似文献

In this study, we explored the potential of using electronic toll collection (ETC)-derived data that are a part of intelligent transport systems (ITS). Dynamic origin–destination (OD) traffic volumes were estimated using ETC data on the Hanshin Expressway. A dynamic OD estimation model that was suggested in a previous study was used, and abundant ETC data were input to improve the estimation accuracy. The results of OD estimation were analyzed to understand traffic demand and its variation. External factors were clarified that have an influence on variances in the OD flows, and statistical analysis methods for the variations were proposed depending on the factors. Moreover, the improvements in traffic simulation accuracy and performance as a result of using ETC data as input variables in the simulation models were discussed. According to the results of this study, ETC data have potential to assist in understaningd traffic demand and its variation, and the results can be applied to network management.  相似文献

Mass transit projects are often a top contender of many cities to meet their increasing demand for travel. Despite the global trend of privatization, mass transit services, as public goods, remain largely being provided and operated by the public sector. Hong Kong is one of the few exceptions that all mass transit services are commercially operated. Both rail and bus services in Hong Kong are reputable for their quality and profitability, often serving as benchmarks for new projects. In this study, we investigate the factors contributing to this success. In particular, we ascertain the quality of transit service provision by the private sector over the past two decades. Then, we conduct an in-depth analysis of the account books of leading railway and bus operators in Hong Kong so as to shed light on their financial viability. Through this study, we hope to present crucial factors for providing financially viable private transit services.  相似文献
