Resilience theory has management implications useful when planning for cruise ship tourism. In small coastal communities, cruise ships often provide welcomed economic incentives that can bolster a waning economy. However, in some coastal communities, the magnitude and intensity of passenger visits can reduce social resilience and induce an economic regime shift that leads to rapid socioeconomic reorganization. The implications of such a regime shift are a loss of economic diversity, reduced social resilience, and a loss of social capital. Planning for cruise ship resilience increases the likelihood of successful coping strategies and addresses the socioecological changes inherent to a cruise ship destination. Both Holling's adaptive cycle and the four principals for building resilience established by Berkes and Seixas are fundamental to a successful management plan. 相似文献
Coastal areas are experiencing high levels of development, largely driven by a number of aesthetic and recreational factors, increased mobility, availability of disposable income for middle and upper income groups and the promise of job opportunities and improved economic well-being for lower income groups. As existing coastal urban nodes expand development “shifts” to less developed areas and places increasing pressure on the surrounding natural environment. This article considers the coastal zone of two municipalities in the Eastern Cape, South Africa, with similar environmental characteristics but disparate socioeconomic and governance histories. It identifies and integrates the drivers of development and land use change in the coastal zone of these municipalities by means of an adapted Driver-Pressure-State-Impact-Response (DPSIR) Framework. Development and land use change are driven by a combination of social, economic, and legislative factors that need to be considered for future management and planning in this unique dynamic system. 相似文献
Fisheries management has been used to address declining fisheries and threats to livelihood and food security. Past research suggests that public support for fishery policies is a necessary component for sustaining the long-term success of fisheries management. This study predicted public support by examining fishers’ perspectives on co-management and fish catch since the establishment of marine protected areas (MPAs), a commonly employed fisheries management tool. Data were obtained from onsite surveys (n = 505) with fishers from three municipalities in Cebu, Philippines: Oslob, Santander, and Samboan. Structural path analyses revealed that beliefs about co-management and fish catch predicted support for fishery policies (R2 = 59%). Separate path analyses for each municipality showed that co-management had greater influence in predicting public support for fishery policies in Oslob and Santander. Fish catch was a better predictor for public support for fishery policies in Samboan. Results can help local governments, non-governmental organizations, and fishery managers to prioritize, plan, and improve fisheries management in municipal waters. 相似文献
Abstract In a public opinion survey conducted in Santa Barbara county, California, respondents were interviewed regarding their feelings on coastal zone development, within a context of broader environmental and political issues. A high degree of expressed concern for the environment was found, but the data also indicate a widespread reluctance to allocate a greater share of personal income to improve environmental quality. Among the issues dealt with are citizen views on environmental problems, the effectiveness of government in the environmental field, offshore oil drilling, and coastal zone development. The results show that on each of the issues analyzed, a person's education, age, and the extent of his political participation are the major factors which determine his concern for the environment. Additional variables appear to have some significance in determining attitudes toward local environmental projects and perceptions of government. Offered are implications of the findings for the future of organized action on environmental problems. 相似文献
Abstract It was pointed out in a recent article on shorelines management in France that no overall coastal management legislation in that country exists.1 Nevertheless, certain existing legislation has been adapted to take account of the peculiarities of the shoreline and coastal zone, and new institutions such as the “Shorelines Trust”; have been created.2 As is the case with most countries in the Western world, the processes of urbanization, industrialization, and recreational development place tremendous pressure on shoreline use. Abstract The first comprehensive attempt at development control along the Canadian Great Lakes shoreline was the 1976 lakeshore regulation policy adopted by the Regional Municipality of Haldimand‐Norfolk on the north Lake Erie shore. This innovative strategy was initiated at the municipal level as a component of the regional land‐use planning process. Determination of efficiency and effectiveness of the policy implementation process is based on analysis of permit approval files. All development applications submitted between 1976 and 1980 in the Turkey Point and Long Point Peninsulas are evaluated. Those areas, the most popular cottaging areas in the region, are most susceptible to flood and erosion hazards. Of the total applications submitted during the four‐year study period, 37 percent were in these areas. The policy was ineffective and inefficient in controlling development in the two peninsulas. Applications were approved in the majority of cases, despite regulatory prohibition of developments in hazard‐susceptible areas. There were lengthy decision‐making delays, often exceeding one year, and frequent violations of regulatory procedures. Recommendations are suggested to improve policy implementation. 相似文献
Abstract The location as well as pace of marina development is a major issue in current coastal zone management. The supply and demand for marinas providing certain services in specific locations are growing and must be met. At the same time the environmental integrity of the coastal zone must be maintained against the many possible impacts of marina development. Compounding these problems from the view of both the developer and coastal zone manager is the absence of necessary data and accepted methodologies for estimating future supply needs for marine berthing. This paper describes a multi‐focii approach to the establishment of an information base and marina supply projections for the Mississippi Gulf Coast. Data on existing marina types, services, and facilities are obtained via fieldwork; future marina slip supply needs are estimated using a combination of several techniques and data sources. The study serves two purposes. First, it initiates the basis for improved management of marina development on Mississippi's Gulf Coast. Second, on a more theoretical level, it stimulates research toward developing and validating supply and demand projection techniques for marinas. 相似文献
A mail survey of coastal user groups, academics, and state coastal zone management program managers was conducted to determine the perceptions of the performance of state coastal zone management programs relative to the protection of coastal resources, the management of coastal development, the improvement of public access, and the management of coastal hazards. Information on the perceived importance of the selected issues to each of the 24 states being studied was also solicited. Findings on the perceptions of various categories of interest groups, academics, and program managers with respect to the overall performance of state coastal zone management programs in the four issue areas were presented in an earlier article, “Perceptions of the Performance of State Coastal Zone Management Programs in the United States”; (Knecht et al., 1996). The present article draws on a subset of these data—the responses from the coastal user groups and the academics—and presents the findings at the regional and individual state level. In terms of perceived performance of state coastal zone management programs on a regional basis relative to the selected issue areas, the highest rating went to the Great Lakes region for its management of public access. However, the North Atlantic region received the highest performance rating for the three other issue areas: protection of coastal resources, management of coastal development, and management of coastal hazards. Looking at state performance with regard to the coastal issues judged to be of most importance to the states—the protection of coastal resources and the management of coastal development—respondents indicated that states should improve their performance in both areas, with the greatest need related to the management of coastal development. Overall, the states of the North Atlantic, Great Lakes, and South Atlantic regions were perceived to be performing somewhat better relative to the four issue areas than the states in the Pacific and Gulf of Mexico regions. While the data do not shed light on the reasons for these regional differences, we suggest that, in the case of the Pacific region at least, the differences could be associated with higher expectations among the resident population with regard to environmental quality in general and coastal management in particular. 相似文献
The relatively high rates of bulk carrier casualties in recent years, as well as structural features such as large deck openings, make this vessel type a suitable example for investigating the influence of hydroelastic modelling on predicting wave-induced loads and responses. Two- and three-dimensional fluid–flexible structure interaction models, due to their different degree of complexity and associated data requirements, can be used at different stages of the design process when estimating wave-induced loads, namely preliminary and detailed design stages, respectively.
In this paper, therefore, two- and three-dimensional hydroelasticity theories are applied to predict and compare the dynamic behaviour of a bulk carrier hull, based on OBO MV Derbyshire, in waves. Both symmetric and antisymmetric motions and distortions are incorporated in these investigations. The three-dimensional structural model consists entirely of shell finite elements, representing all major external and internal structural components, whilst the two-dimensional model is generated using Timoshenko beam finite element and finite difference discretisations. Issues relevant to the structural modelling stage, for both idealisations, are discussed. The in vacuo dynamic characteristics are compared for all models, with particular emphasis on the influence of hatch openings, shear centre and warping on the antisymmetric dynamics of the structure. For the wet analysis the fluid–flexible structure interaction is carried out using two-dimensional (Timoshenko beam and strip theory) and three-dimensional (beam and shell finite element idealisations combined with potential flow analysis based on pulsating source distribution over the mean wetted surface) analyses. Comparisons are made between steady-state responses predicted by two- and three-dimensional models in bow quartering regular waves.
It is shown that whereas the predicted symmetric dynamic responses obtained from two- and three-dimensional models are in good agreement, differences are observed for the antisymmetric dynamic characteristics. It is thought that this may be due to inadequacies in the beam models employed when simulating the global dynamic behaviour of this highly non-prismatic hull girder whilst allowing for the effects of warping. 相似文献
