Transit system evaluation: Guideway bus vs. light rail transit

This paper describes a set of specialized spreadsheets that model the cost and performance of transit system options including light rail transit, guideway bus, express bus, and ride sharing. These spreadsheets are demonstrated by comparing a guideway bus (GWB) transit system and a light rail transit (LRT) system proposed for construction in an active rail corridor. The comparisons for assumed levels of transit ridership include guideway geometry, travel time, headways, vehicle requirements, grade crossing protection, and capital and operating costs. The planned GWB system runs on an exclusive dual guideway in the rail right-of-way, and the alternative LRT system operates on the existing rails with new bridges and track as needed for a dual guideway system. The analysis compares the two options for mode splits between 0.5% and 50%. Results show that while both options have approximately the same travel time, the GWB system costs approximately 30% less than the LRT system. The cost difference results primarily from lower GWB vehicle purchase and operating costs. The spreadsheets are available through the McTrans Center at the University of Florida, Gainesville, Florida.

Guidelines for urban development in Louisiana's coastal wetlands

Abstract

Coastal Louisiana is currently experiencing extensive urban growth as its natural resources are exploited. Such growth is projected to continue for the foreseeable future. This article examines problems encountered in developing wetland areas for community use. The urban development process in the coastal zone is examined using a problem‐identification methodology. This methodology consists of examining each of the stages of wetlands development sequentially, determining potential problems and their results, and specifying how the regulatory system for urban development needs strengthening in order to mitigate these problems. For those development practices determined not to be regulated at all or inadequately regulated, local ordinance amendments and other restrictive measures applicable to specific development stages are proposed. The study concludes with a brief discussion of a goals‐oriented process for deriving future urban development regulations for the enhancement of regional planning efforts.     

Evaluation of manatee habitat systems on the northwestern Florida coast

Abstract

Threats to the survival of West Indian manatees (Trichechus manatus) vary throughout their range so that protection of this endangered species requires careful planning on a regional and local basis. The importance and vulnerability of various components of manatee habitats in the Crystal River area of northwestern Florida were assessed, using an ordinal‐combination mapping technique similar to procedures practiced in urban and regional planning. Habitat components were mapped and evaluated in juxtaposition with relevant characteristics of human use of the area, to identify areas of existing and potential manatee/human conflicts in need of reconciliation. Areas evaluated as the most important manatee habitats within this region include Crystal Bay and River, Homosassa River, and the Suwannee River estuary. Existing overlap of human activities with important manatee habitats is most critical near the urban communities of Crystal River and, to a lesser degree, Homosassa Springs. The need for integration of this ecological information into coastal land‐use planning is discussed.     

Assessing the economic significance of port activity: evidence from ABP Operations in industrial South Wales

The paper seeks to improve the evidence base surrounding regional ports and their economic impact. The paper reveals that industries dependent on the port infrastructure are actually key regional players, often operating in relatively fast growth sectors, and contributing to the economic and social needs of the local economy. The focus in the case element of the paper is the operations of Associated British Ports (ABP) plc in industrial South Wales. In examining the direct and indirect consequences of the port activity the paper adopts an input–output framework of analysis. A better contextualization of the economic impact of ports is shown to be necessary in the devolved policy-making environment in the region.
