The analysis of complex networks has been carried out in different fields using an ample variety of method and concepts. Recently, in the general literature of regional economics, the concepts of resilience, connectivity, vulnerability and criticality have been gaining their momentum. The aim of this paper is to provide an analytical framework, using well-known accessibility indicators, in order to calculate the critical links or road sections of the Spanish high-capacity road network. Our analysis will be based on approximately four hundred sections that will be classified in five different groups according to their criticality degree in the whole network. Our analysis will be complemented with the comparison of the results obtained in five different scenarios, namely the average criticality using the effects on the whole country, Madrid, Barcelona, Valencia and Pontevedra. Furthermore, the paper will also analyze what kind of intrinsic characteristics of the sections favor or not the links’ criticality using a method based on a classification and regression tree. This analysis is crucial to understand other important concepts that are recently being studied in network and spatial economics, like, for example, resilience and vulnerability. It is concluded that the number of relations or routes, being a trunk or not, the road density and the time to Madrid capital play an important role in the criticality of the roads section in the high capacity road network. 相似文献

This paper develops a comprehensive approach to the definition of transportation analysis zones (TAZ), and therein, presents
a new methodology and algorithm for the definition of TAZ embedded in geographic information systems software, improves the
base algorithm with several local algorithms, and comprehensively analyses the obtained results. The results obtained are
then compared to these presently used in the transportation analysis process of the Lisbon Metropolitan Area. The proposed
algorithm presents a new methodology for TAZ design based on a smoothed density surface of geocoded travel demand data. The
algorithm aims to minimise the loss of information when moving from a continuous representation of the origin and destination
of each trip to their discrete representations through zones, and focuses on the trade-off between the statistical precision,
geographical error, and the percentage of intra-zonal trips of the resulting OD matrix. The results for the Lisbon Metropolitan
Area case study suggest a significant improvement in OD matrix estimates compared to current transportation analysis practises
based on administrative units.

José Manuel Viegas is Full Professor of Transportation at the Civil Engineering & Architecture Department of the Instituto Superior Técnico, Technical University of Lisbon. He has worked extensively in Modeling, Innovation and Policy in several types of Transport Systems. He was founder and first Director General of Transportnet, a group of eight leading European Universities with Advanced Studies in Transportation, and currently leads the Portuguese side of the Transportation Systems area in the MIT—Portugal program. Elisabete A. Silva is at the University of Cambridge (University Lecturer in Planning at the Department of Land Economy and a Fellow of Robinson College). The optimization model proposed in this paper is aimed to assist city councils (or other transport authorities) in the planning of integrated transit-parking policies. The objective is to minimize the joint operating deficit of the transit and parking operators while ensuring given minimum levels of (motorized) mobility in a city. The key decision variables are transit fares and parking fees. The impact of price changes on transit and car modal shares are described by logit functions of the generalized travel costs. The practical utility of the model is illustrated with a case study involving a midsize city in Portugal.

The purpose of this paper is to analyse the evolution of productivity in the European railways in the period 1970–95. We use
a non-parametric approach that enables changes in productivity to be broken down into variations in efficiency and technical
change. The results indicate that the productivity growth is concentrated in the last period (1985–95), when the majority
of the companies undertook processes of reforms. This increase in productivity is mainly due to technical progress. We also
analyse the determinants of efficiency and, unlike other papers, the technical change, finding that the greater the degree
of autonomy and financial independence, the higher the efficiency levels and technical change.

We analyse the choice of mode in suburban corridors using nested logit specifications with revealed and stated preference data. The latter were obtained from a choice experiment between car and bus, which allowed for interactions among the main policy variables: travel cost, travel time and frequency. The experiment also included parking cost and comfort attributes. The attribute levels in the experiment were adapted to travellers’ experience using their revealed preference information. Different model specifications were tested accounting for the presence of income effect, systematic taste variation, and incorporating the effect of latent variables. We also derived willingness-to-pay measures, such as the subjective value of time, that vary among individuals as well as elasticity values. Finally, we analysed the demand response to various policy scenarios that favour public transport use by considering improvements in level-of-service, fare reductions and/or increases in parking costs. In general, demand was shown to be more sensitive to policies that penalise the private car than those improving public transport. 相似文献

The City of Madrid is putting into operation Intermodal Exchange Stations (IESs) to make connections between urban and suburban transportation modes easier for users of public transportation. The purpose of this article is to evaluate the actual effects that the implementation of IESs in the City of Madrid has on the affected stakeholders: users, public transportation operators, infrastructure managers, the government, the abutters and other citizens. We develop a methodology intended to help assess the welfare gains and losses for each stakeholder. Then we apply this methodology to the case study of the Avenida de América IES in the city of Madrid. We found that it is indeed possible to arrive at win?Cwin solutions for the funding of urban transportation infrastructure, as long as the cost-benefit ratio of the project is high enough. Commuters save travel time. Bus companies diminish their costs of operation. The abutters gain in quality of life. The private operator of the infrastructure makes a fair profit. And the government is able to promote these infrastructure facilities without spending more of its scarce budgetary resources. 相似文献

This paper discusses the key findings from a research project that assessed the impacts of the Port Authority of New York and New Jersey??s Time of Day Pricing Initiative on the behavior of passenger car users. The survey data, comprised of 505 observations, show that 7.4% of passenger trips changed behavior because of the time of day pricing initiative, and that demand is inelastic to tolls with elasticities in the range of ?0.11 to ?0.24. Passenger car users who changed behavior responded to time of day pricing by implementing multidimensional strategies (3.23 different behavioral changes per user on average), involving behavioral responses such as changes in facility usage, changes in time of travel, changes in the payment type, and changes in mode/occupancy. The most frequently cited behavioral response was to shift mode, either to transit or carpool, and maintain the original time of travel (done in 2.55% of trips), instead of changing time of travel and maintaining the use of the passenger car (0.69% of trips). This reluctance to change travel schedules is undoubtedly a reflection of the limited time of travel flexibility that, on average, was estimated to be 20.4 and 12.3 min for early and late arrival for work-related trips. This, in turn, suggests the need for comprehensive policies, possibly involving incentives or regulations to foster employers?? participation in staggered/flexible work hour programs. Such approaches, combined with time of day pricing, are likely to be more effective in balancing car traffic during the day. Other behavioral responses of significance were reduce the number of trips made during the weekday peak-hours (1.65%), and switching to EZ-Pass to take advantage of the toll discounts (0.81%). 相似文献

Abstract In recent years, different initiatives have been carried out to develop Safety Management System guides or standards for coach and bus companies. They all consist of a set of safety and management requirements to be followed by organizations. However, none of them offers a complete set of tools to evaluate the safety level of the company and find the main weak points in order to improve them. The INSIA (Automotive Research Institute of Madrid, Spain) has developed a complete model that includes not only a set of elements that determine the safety level of the company but also a set of indicators and criteria to evaluate these elements by a team of auditors.
