The paper is to explore the relation between national economic development and the formulation of maritime policy. It collects and examines data from 30 maritime nations, and shows that maritime policy is determined by economic circumstance rather than the result of rational decision of policy makers. A general solution is produced for an optimum maritime policy under a given economic condition. The general solution can serve as a benchmark for future maritime policy making and research in general.  相似文献

In this paper, a tramp ship routing model of fleet deployment in a hub-and-spoke network is presented. This model simultaneously determines the selection of hubs, the assignment of spokes to hubs, the deployment of feeder-containerships as well as containership routing between spokes and spokes, hubs and spokes, and hubs and hubs. Even though some parts have been studied, this complex combination of shipping problems has never been addressed. Because the problem is NP-hard, a genetic algorithm (GA) with local search is proposed. In the algorithm, a cut-off procedure is applied to fleet deployment in a sub-route strategy. A number of randomly generated problem instances are solved by both a mathematical program and the GA with local search. A simple but realistic heuristic algorithm is also developed. Both the GA with local search and the heuristic algorithm are used to solve a number of real case instances. A comparison of the results shows the efficiency of the GA with local search. The developed model can be used as a route-decision support tool for shipping companies that provide long-haul shipping services in a hub-and-spoke network.  相似文献

This paper presents a design of boundary controllers implemented at the top end for global stabilization of a marine riser in a three dimensional space under environmental loadings. Based on the energy approach, nonlinear partial differential equations of motion, including bending-bending and longitudinal-bending couplings for the risers are derived. The couplings cause mutual effects between the three independent directions in the riser’s motions, and make it difficult to minimize its vibrations. The Lyapunov direct method is employed to design the boundary controller. It is shown that the proposed boundary controllers can effectively reduce the riser’s vibration. Stability analysis of the closed-loop system is performed using the Lyapunov direct method. Numerical simulations illustrate the results.  相似文献

Abstract

This paper proposes a nine‐component analytical framework for developing, comparing, and evaluating road safety strategies. The nine components are: (1) vision; (2) objectives; (3) targets; (4) action plan; (5) evaluation and monitoring; (6) research and development; (7) quantitative modelling; (8) institutional framework; and (9) funding. While the first four components are essential for the formulation of a road safety strategy, the remaining components are key to its successful implementation. To demonstrate the usefulness of this comparative framework, we examine the road safety strategies of six selected administrations: Australia, California, Great Britain, Japan, New Zealand, and Sweden. In these case studies, we extract and highlight good practices in the formulation and implementation of their road safety strategies. The proposed framework also provides a systematic approach for assessing road safety strategies in other administrations. The evaluation of the six case studies forms a benchmarking platform for the planning, formulation, and implementation of good practices for road safety strategies.  相似文献

Abstract

In recent years, there has been growing recognition of the effects of weather on the surface transportation system. Although considerable work has been done in quantifying the effects of weather on the highway system, there is still much that remains unknown about the relationship between weather and highway system performance. This paper synthesizes the findings from some of the major efforts in this area. The review of existing studies found consistent patterns that adverse weather reduces traffic speed and increases crash frequencies, while fatal crashes are decreased. A table is then presented which estimates the change in crash frequency and vehicle travel speed resulting from various winter weather conditions, based on a synthesis of earlier work. To estimate the safety and speed adjustment factors of compacted snow, a severity index is also developed. Recognizing the lack of comparability between the results of the studies, the paper concludes with a detailed discussion of avenues for future research which could help to address some of the gaps which currently exist. These challenges include, but are no limited to: quantification of the dynamic layer, development of the relationship between pavement friction and the composition of the dynamic layer, evaluation of the effects of pavement friction on vehicle speed, and evaluation of safety effects of weather conditions above the pavement.  相似文献

This paper applies a novel adaptive approach consisting of Artificial Neural Network (ANN) and Fuzzy Linear Regression (FLR) to improve car ownership forecasting in complex, ambiguous, and uncertain environments. This integrated approach is applied to forecast car ownership in Iran from 1930 to 2007. In this study, the level of car ownership is viewed as the result of demographic, politico-social, and urban structure factors including average family size, total population density, urban population density, urbanization rate, gross national product per capita, gasoline price, and total road length. To capture the potential complexity, uncertainty, and linearity relation between the car ownership function and its determinants, ANN and FLR (including eight well-known FLR) approaches are applied to the collected data. Next, the preferred ANN is selected based on sensitivity analysis results for the test data while the preferred FLR is identified with regard to ANOVA and MAPE results. The results obtained from the performance comparison demonstrate the considerable superiority of the preferred ANN over the preferred FLR regarding the nonlinear and complex nature of the car ownership function in Iran. This is the first study that presents an ANN-FLR approach for car ownership forecasting capable of handling complexity and non-linearity, uncertainty, pre-processing, and post-processing.  相似文献

在拥堵的高速公路上,合乘车辆(HOV)车道是一种高效环保的交通方式. 虽然HOV车道广受采纳,但该系统的利用效率受到质疑. 加州在全州范围内 采取了一项允许混合动力车辆使用HOV车 道的政策,以期通过鼓励驾驶员使用省油汽车来减少尾气排放,同时通过更有效地利用HOV车道的剩余通行能缓解交通拥挤. 加州橘县高速公路的路网用于研究 该政策的影响及有效性. 研究方法结合使用传统的规划模型来估计交通需求及校准的微观仿真模型来评价系统性能. 通过对系统整体性能、车道服务水平和空气质量 三方面的分析,结论表明此政策对在高峰时段没有剩余通行能力的HOV车道带来严重的负面影响. 为保证HOV车道服务质量不明显下降还能减少排放,该政策最多允许50 000辆在加州注册的混合动力车辆使用HOV车道.  相似文献

Driving demands significant psychomotor attention and requires even more when drivers are engaged in secondary tasks that increase cognitive workload and divert attention. It is well established that age influences driving risk. Less is known about how culture impacts changes in attention. We conducted parallel driving simulations in the US and Korea to measure the extent to which age and culture influence dual-task performance. There were 135 participants divided into two groups: a younger group aged 20∼29, and an older group aged 60∼69. Whereas some differences by culture appeared in absolute control measures, the younger participants showed similar mean velocity and compensatory patterns associated with increased cognitive load in the urban setting; however, the results from the older samples were less similar.  相似文献

This paper presents a design technique to optimize the shape of a vehicle bumper beam that satisfies both the safety requirements for a front rigid-wall impact and the regulations protecting pedestrians from lower leg injuries caused by bumper impacts. An intermediate response surface modeling (IRSM) technique was introduced to approximate the non-linear force-displacement curves obtained from the front impact analysis of a vehicle bumper. The accuracy of the IRSM model was tested by comparing its results with those of the non-linear finite element analysis. The maximum displacement error between the two models did not exceed 3%. Using pedestrian impact analyses based on the experimental arrangement of the Plackett-Burman design, the approximate functions describing the response values acting on the lower legs were calculated. The shape of the bumper beam was optimized by integrating the IRSM with the force-displacement model and the approximate functions on lower leg impact. The optimization results satisfied safety regulations on the maximum allowable displacement of the vehicle bumper, and also the regulations protecting pedestrians from lower leg injuries caused by bumper impacts.  相似文献

The particle size distribution and particle number (PN) concentration emitted by internal combustion engine are a subject of significant environmental concern because of their adverse health effects and environmental impact. This subject has recently attracted the attention of the Particle Measurement Programme (PMP). In 2007, the UN-ECE GRPE PMP proposed a new method to measure particle emissions in the diluted exhaust of automotive engines and a regulation limit (<6.0×1011 #/km, number of particles). The specific PN regulation of spark-ignited combustion engine will be regulated starting on September 1, 2014 (EURO 6). In this study, three types of LPG supply systems (a mixer system and a multi-point injection system with gas-phase or liquid-phase LPG fuel) were used for a comparison of the particulate emission characteristics, including the nano-sized particle number density. Each of the three LPG vehicles with various LPG injection systems contained a multi-cylinder engine with same displacement volumes of 2,000 cm3 and a three-way catalytic converter. The test fuel that was used in this study for the spark-ignited combustion engine was n-butane basis LPG fuel, which is primarily used for taxi vehicles in Korea. The characteristics of nano-particle size distribution and number concentration of particle sizes ranging from 20 to 1,000 nm (aerodynamic diameter) that were emitted from the three LPG vehicles with various LPG supply systems were investigated by using a condensation particle counter (CPC), which is recommended by the PMP under both the NEDC and FTP-75 test modes on a chassis dynamometer. The experimental results indicate that the PN emission characteristics that were obtained by the CPC system using the PMP procedure are sufficiently reliable compared to other regulated emissions. Additionally, the sources of PN emissions in ascending order of magnitude are as follows: mixer type, gas-phase LPG injection (LPGi) and liquid-phase LPG injection (LPLi) passenger vehicles. The liquid-phase LPG injection system produced relatively large particle sizes and number concentrations compared to the gaseous system, regardless of the vehicle driving cycle. This phenomenon can be explained by unburned micro-fuel droplets that were generated due to a relatively short homogeneous fuel-air mixture duration in the engine intake manifold. Also the particle number emissions from the LPG vehicle were influenced by the vehicle driving cycle.  相似文献
