This paper presents a current investigation into crash experience along a 15.7-mile rural corridor in southwest Montana with the aim of better understanding crash causal factors along the corridor. The study utilized ten years of crash data, geometric data, and observed freeflow speed data along the corridor. A systematic approach was used where every tenth of a mile was described in term of the crash experience, speed, alignment, and roadside features. Using bivariate and multivariate statistical anal-yses, the study investigated the crash experience along the corridor as well as some of the underlying relationships which could explain some of the crash causal factors. Results show a strong association between crash rates and horizontal curvatures even for flat curves that can be negotiated at speeds above the posted speed limit, per the highway design equations. Higher crash rates were also found to be associated with the difference between the observed free-flow speeds and the speed dictated by the curve radius or sight distance as per the design equations. Further, results strongly support the safety benefits of guardrails as evidenced by the lower crash rates and severities. The presence of fixed objects and the steepness of side slopes were also found to have an effect on crash rates and severities.  相似文献

Abstract

Preliminary management guidelines have been derived for oil and gas activities in coastal Louisiana. Derivation of these guidelines was done in terms of the natural function of the coastal ecosystem; this means that all economic activities should be designed to complement natural function as much as possible. The guidelines range in scope from very specific, almost performance standards, to very general admonitions. For example, we have suggested that spoil banks, produced as a result of dredging, should not be higher than the height of the daily tide or roughly 15 cm in coastal Louisiana, and at the other extreme, we have suggested that all dredging should be done with great care during wildlife migrations, spawning, and nesting times.  相似文献

The phytoplankton of the Ross Sea have been intensively studied, in contrast to that of the Amundsen Sea. This study focused on understanding the environmental variables that influence the spatial patterns of assemblages during late summer, 2007, and late spring-early summer, 2008 in the Amundsen and Ross Seas. Blooms of the prymnesiophyte Phaeocystis antarctica, and the silicoflagellate Dictyocha speculum occurred in the southwestern to eastern parts of the Ross Sea, respectively, whereas diatoms dominated in southeastern Ross and the Amundsen Sea. Shallow mixed layers supported the growth of diatoms, but were not the only factor required for diatom bloom development. Modified Circumpolar Deep Water intruded into the subsurface waters (< 200 m) in the southwestern Ross Sea during February 2007, and possibly favored the formation of P. antarctica blooms. Photosynthetic quantum yield data suggest that blooms from the southwestern Ross Sea were approaching stress during January 2008, likely due to iron limitation, in contrast to blooms close to the ice edge in the Amundsen Sea, where iron may be more available to the phytoplankton. A detailed comparison between the Amundsen and Ross Seas may allow a greater understanding of the environmental-induced impacts on phytoplankton distribution and regional biogeochemical cycles.  相似文献

Urban transit in the United States is going through a crisis of rising costs, increasing fares, falling patronage, and concomitant service reductions; typical of the pattern is San Francisco’s Municipal Railway, the agency in charge of all the City’s transit. From a basic fare of I 5c in 1969, two increases brought the fare to 25c by 1972, and cut sharply into a previously stable patronage. The “Muni”, in an effort to reduce costs and meet its budgeted deficit, attempted to reduce service by ten to fifteen percent. From an analysis of the data which could be obtained, it appears that neither efficiency not equity in the City would have been served by the proposed cutbacks. The analysis draws from a variety of sources and methods in exploring the interactions within the transportation system and within the city budget.  相似文献

Work relevant to the state of the art as regards passenger cars towing trailers is referenced and reviewed. Not only included is the very limited amount of work specifically dealing with passenger cars towing trailers, but also reviewed is the much larger body of work having a bearing on car-trailer systems. Topics included are aerodynamic forces, tire forces, the compliance concept, relevant work on vehicles without trailers, vehicles with trailers, and the role of the driver. The types of stability problems exhibited by car-trailer systems are discussed.

The state of the art as regards ability to predict vehicle response to specific steering inputs is shown to be fairly advanced. Recent significant advances include the appearance of experimental data useful for validating theoretical models. However, the state of the art as regards definition of what constitute desirable handling characteristics is still at a primitive stage, largely because of a lack of understanding of the roles played by drivers as part of the vehicle -driver - environment systems.

Throughout the review an effort was made to point out topic areas where it is likely that significant future contributions to the state of the art can be made. These areas are reviewed in the conclusions.  相似文献

Camionetas are mini-vans privately operated as jitney services, run by immigrants for immigrants throughout cities in the US, Mexico, and Central America. Media accounts have portrayed camionetas as part of an unscrupulous industry that endangers and exploits riders, primarily farm workers and other undocumented laborers. Using interviews and ethnography, we analyze who patronizes camionetas in Southern California, and why. Patrons discussed why they use this service, their attitudes about it, other transportation options, and access to employment. Finally, we conducted empirical tests to determine whether these services are as exploitative of their riders as portrayed. This research suggests that camionetas are primarily used by Mexican immigrants with varied socio-economic characteristics who want to travel inter-regionally and transnationally. Patrons praised camioneta service for timesaving, Spanish-speaking drivers, more flexible and “out-of-the-way” stops, the inclusion of Spanish music and television in the vehicle, and door-to-door service. Our ethnographic evidence suggested that the camionetas operating in Southern California were comfortable and safe. But statistical tests suggest that undocumented patrons in our sample may face price discrimination due to the paucity of travel opportunities that do not require US identification. This research informs policy debates about transnational vehicle travel, safety, privatized transit, and access among marginalized groups.  相似文献

Injuries to natural resources from the release of hazardous substances into aquatic environments have led to hundreds of millions of dollars in compensatory damages awarded under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and other legislation. The institutional mechanisms for negotiating and carrying out the terms of CERCLA natural resource settlements are still in their infancy, and each case has a unique set of injuries, assigned damages, payout schedules, trustee council membership and operating procedures, and environmental conditions and constraints. One of the settlements that has made significant progress toward large‐scale habitat enhancement has occurred in Elliott Bay, a busy, seriously impacted urban harbor in Washington State. The Elliott Bay case is unique among natural resource injury settlements because of the active involvement of two local governments, the City of Seattle, and Metro, who were named as defendants in a lawsuit brought by the National Oceanic and Atmospheric Administration (NOAA) on behalf of the natural resource trustees of Elliott Bay. Both local governments have maintained, and continue to operate, outfalls that discharge into Elliott Bay, and both entities were subject to attempts to recover damages under CERCLA. Following the filing of the lawsuit over injuries to the natural resources of the estuary, alleged to have resulted from the operation of these outfalls, the parties involved negotiated a consent decree settlement. The Elliott Bay/Duwamish Restoration Program has established a process to redress some of the injuries that were attributed to the operation of these outfalls.  相似文献
