The shipping industry operates in a regulatory framework, where the International Maritime Organization (IMO) is the leading regulatory body. The role of the IMO is to propose maritime regulations to its member states. The successful worldwide implementation of a maritime regulation depends on how many member states adopt it. However, many maritime regulations are not adequately implemented worldwide. As a result, ship operators have found themselves in an uncomfortable position in developing their business in an unstable regulatory regime. This paper proposes an extendable and applicable methodology involving a System of Hierarchical Scorecards (SHS) to measure the implementation costs and benefits of a newly introduced or existing maritime regulation by ship operators. The regulators may use the results in evaluating newly introduced and/or existing regulations through taking into account the economic burden that will be generated to ship operators. In this paper, SHS is extended to demonstrate its applicability on evaluating a ship operator’s organization with regard to his regulatory implementation performance by the means of a case study. 相似文献

The terrorist attacks of 11 September 2001 heightened awareness about the vulnerability of all modes of transportation to terrorist attack. The issue of maritime security has therefore become a major concern in the international maritime sector over the past several years. Globalization has led to a strong growth in seaborne trade; however, it simultaneously increases vulnerability to not only terrorism but also international criminal activities that threaten the world's supply chain. For example, in 2008, the rise in piracy activities in the Gulf of Aden brought the issue of maritime security to the forefront of international debate. In addition to the direct impact on ships, crews and cargoes, and on the maritime industry and governments, piracy also threatens global seaborne trade, and has an impact on energy security and the environment [UNCTAD, 2009, Review of Maritime Transport 2009 (New York: United Nations)]. Maritime piracy can pose substantial risks to seaborne trades, with considerable commodities, ranging between raw materials and energy to high-value manufactured products, being shipped between global economic powerhouses [FU, X. The United States has a new national ocean policy that adopts ecosystem-based management (EBM) as its first principle for managing U.S. ocean spaces and marine resources. However, U.S. laws that govern the uses of ocean spaces present a challenging tangle of authorities and mandates that do not easily facilitate ecosystem-based policies. For over 30 years, U.S. marine fisheries management has been guided by eight Regional Fishery Management Councils. Working under the many laws that guide setting stewardship priorities for ocean ecosystems, councils provide the Federal Government with advice on fisheries harvest levels, fish habitat protections, and fishing community needs. Implementing EBM for any ocean ecosystem requires a careful examination of the laws and policy processes that affect human interaction with that ecosystem. This article explores the U.S. perspective on federal ecosystem-based fisheries management, its part in U.S. national ocean policy, and how fishery management councils might position themselves as both EBM policymakers and policy takers for ocean resource management. 相似文献

Site selection is a key factor in any aquaculture operation, affecting both success and sustainability. Moreover, it can solve conflicts between different coastal activities, making a rational use of the coastal space. Geographical information systems (GIS) have become of increased significance for environmental planning and assessment mainly because of the need to compare a great number of spatially related data, and because it can be used to couple these spatial data with their attributes and overlay them. This study used GIS and related technology to build a spatial database using those criteria which were considered to have any influence in integrating marine fish-cage culture within the tourism industry in Tenerife. Criteria were grouped in three submodels (distance to beaches, nautical sports, and viewshed), which were combined to generate a final output showing the most suitable areas for cage culture development in coexistence with tourism. Most areas of the coastline of Tenerife were identified as being suitable (56%) or very suitable (46%), suggesting that marine cage aquaculture could be developed on the island in coexistence with the well-established tourism industry. 相似文献
