Energy facility siting in the urban coastal zone: Compatible or not?

Abstract

Most federal and state coastal laws were framed with a distinct emphasis on preservation of rural/recreational areas. Yet in recent years a rural/urban coastal dichotomy has emerged. This has been especially prominent in the siting of energy facilities since these operations are often water dependent; power plants, for example, need huge amounts of cooling water, and offshore oil and gas extraction requires onshore support facilities. Recently, this issue has gained special prominence on the East Coast with the commencement of offshore oil and gas exploration. A case study was conducted in Hudson County, New Jersey, in New York harbor. In this area five oil‐related facility proposals were rejected from 1972 to 1976, primarily due to citizen opposition. Citizen activists now see the urban waterfront as a special place to which they want access and amenity uses rather than a continuation of past, almost exclusive industrial development. Hudson County citizens share the aspirations of those in several urban coastal areas which have experienced waterfront revitalization, including Baltimore, Boston, Chicago, Detroit, New Haven, Philadelphia, San Francisco, Seattle, and Toronto. Innovative siting which utilizes inland, rather than coastal, locations is suggested as one way to lessen urban/rural siting tensions.     

Urban sports anglers and Lake Michigan fishery policies

Abstract

Over the past few years an unusually intense struggle over the future of the Lake Michigan fishery has occurred in the coastal communities of Racine and Kenosha. This struggle has engaged participants on the local, state, and national levels in the debate over the fishery as it is potentially impacted by the presence of environmental toxins, the rising cost of fish stocking and management, and conflicting user group demands. We describe three cases where urban sports anglers, with the assistance of university based social scientists, participated in state and city public policy decisions. After discussing this research and its policy implications, we propose a general public participation paradigm termed the Reciprocal Development Model.     

A product life cycle approach to urban waterfronts: The revitalization of Galveston

Abstract

Urban waterfronts are increasingly the focus of revitalization efforts designed to enhance tourism and recreation. The evolution of urban waterfronts suggests that these resources experience distinct stages of introduction, growth, maturity, decline, and sometimes revitalization. In this paper the product life cycle is broadened to describe the evolution of the waterfront district of Galveston, Texas. Implications of the product life cycle model of urban waterfront revitalization pertain to public policy formation, “product”; development, and management response to different life cycle stages.

长株潭港口体系空间结构的定量分析

运用吉尼系数法、赫佛因得指数法、港口不平衡指数法三种定量分析技术研究了长株潭港口体系空间结构的演化规律,可为合理建设长株潭港口体系提供依据。     

纤维增强复合材料拉伸破坏过程的Monte-Carlo模拟

基于剪切滞后模型,采用影响函数叠加方法,得到复合材料在多纤维断裂下的应力场,包含了基体和界面塑性变形的影响.考虑纤维强度的统计特性,结合Monte-Carlo方法模拟丫复合材料在拉伸载荷作用下的累计破坏过程.结果表明:复合材料拉伸强度的尺寸效应与纤维强度分布的统计性质以及微观损伤诱发的应力重分配有关.文中的研究为进一步发展基于破坏机理分析的复合材料在热/机械载荷作用下的疲劳寿命预测理论奠定了基础.     

船舶电站自动控制系统通信软件设计

实现船舶电站自动控制的关键是通信技术,文章基于Modbus通信协议,设计了船舶电站自动控制系统通信软件,包括上位机PC和下位机PLC部分,完成对船舶电站实时监控.给出了控制系统的具体实旌方案,详细讨论了通信协议的设定及通信程序的编程要点.实践证明该通信软件具有较高的可靠性.     

Research progress and application of computational method for hydrodynamic noise from air-water interface北大核心CSCD

含水气界面水动力噪声是船海工程结构物经常遇到的一类典型重要噪声,具有机理复杂、声源形式多样、传播影响因素众多等特点。含水气界面水动力噪声与自由面相互作用,受空化、水气泡混合流等影响,对舰船的隐蔽性造成很多负面影响,具有重要的研究意义。分别从自由面噪声、空化噪声和水气泡混合流噪声3个方面进行介绍,并阐述相应噪声的计算方法以及在噪声计算时需要考虑的关键问题和目前所采用的解决方案。最后,展望未来的研究发展方向。     

Influence of initial heeling angle on ship roll motion response北大核心CSCD

[目的]系统地研究初始横倾角对随机横浪下船舶横摇运动响应的影响。[方法]以路径积分法为基础,通过数值求解控制横摇运动微分方程概率属性的Fokker-Planck方程,得到横摇运动响应的概率分布。[结果]结果显示,初始横倾角对船舶横摇运动响应谱的影响有限,但对横摇角概率分布以及横摇运动响应极值分布的影响十分明显,且会造成船舶安全性的显著恶化。[结论]路径积分法可作为研究随机海浪下船舶横摇运动特性的有效数值方法。
