Abstract

This paper reviews issues raised by the use of private firms to finance, build, and/or operate highways—issues including cost of capital, level and structure of tolls, and adaptability to unforeseen changes. The public sector’s apparent advantage in cost of capital is at least partly illusory due to differences in tax liability and constraints on the supply of public capital. The evidence for lower costs of construction or operation by private firms is slim. Private firms are likely to promote more efficient pricing. Effective private road provision depends on well‐structured franchise agreements that allow pricing flexibility, restrain market power, enforce a sound debt structure, promote transparency, and foster other social goals.  相似文献

Valuation of travel time savings is a critical measure in transport infrastructure appraisal, traffic modelling and network performance. It has been recognised for some time that the travel times associated with repeated trips are subject to variation, and hence there is risk embedded in the treatment of expected travel time. In the context of the expected utility framework, we use a nonlinear probability weighting function to accommodate choice made under risk. Although the empirical findings suggest small differences between the value of expected travel time savings (VETTS) in the presence and absence of risk, the mean estimate does make a noticeable difference to time benefits when applied to real projects. By incorporating nonlinear probability weighting, our model reveals that the probabilities associated with specific travel times that are shown to respondents in the choice experiment are transformed, resulting in overweighting of outcomes with low probabilities and underweighting of outcomes with high probabilities. In response to increasing demand, airlines may increase capacity by increasing the frequency of flights or they may choose to increase aircraft size. This may yield operating cost economies. If the airports they operate from are capacity constrained, they will be limited in the extent that they can change frequency which will limit their ability to compete with the number of frequencies offered. This article focuses on this trade-off and pays particular attention to the practices of a specific airline. Conclusions are offered on the impact of inter alia competition, changes in aircraft technology, 9/11 and the impact of slot constraints. It appears that changes in size are more important than frequency, which is consistent with the presence of slot constraints and there is a significant impact of competition. As the concentration of carriers increases, so aircraft size falls. 9/11 also has a significant impact on traffic whereas the introduction of the Boeing 777, as an illustration of a change in technology, does not.  相似文献

Abstract

Providing efficient public transportation has been recognized as a potential way of alleviating congestion, improving mobility, mitigating air pollution, and reducing energy consumption. Many people use public transportation systems for their daily commute, while others use different transportation modes (e.g. cars, taxis, carpools, etc.). Inexpensive fares with good transit service encourages ridership, and the resulting revenue may be used to provide better service. Optimization of transit service frequency and its associated fare structure is desirable in order to increase revenue at reasonable transit operating expenditure. The objective of the study reported here is to maximize profit subject to service capacity constraint, while elastic demand is considered. The solution methodology is developed and applied to solve the profit maximization problem in a case study based on Newark, NJ, USA. Numerical results, including optimal solutions and sensitivity analyses, are presented. It is found that an optimal temporal headway and differential fare structure that maximizes total profit for the studied subway system can be efficiently solved.  相似文献

Valuation of externalities is a condition for correct investment and pricing decisions in transport. This paper provides a brief survey of the main studies achieved in OECD countries in order to get these valuations. Numerical values for the average social cost of transport are presented. The procedures according to which environment is taken into account in France and Italy are analyzed, and the importance of valuation in these procedures is assessed. This paper suggests a fatigue life calculation method (A fatigue life calculation method is suggested) for rubber components based on the dynamic crack growth considering shear effect. Dynamic tearing tests were carried out, and the crack length was measured using an optical microscope to calculate the dynamic crack growth rate which characterizes and determines the fatigue life. The algorithm was numerically implemented in finite element code, ABAQUS standard, by using the user subroutine and applied to several rubber components. In the finite element analysis, deformation mode of an element was classified into tension and shear, and a weighting factor was multiplied to a strain energy density according to the degree of shear strain. Tension and compression of an elliptic dumbbell specimen was simulated in order to verify the material parameters of the suggested fatigue life prediction equation and to enhance the reliability of the algorithm. Finally, the fatigue life of a vehicle suspension bushing was calculated and compared with test. There were good agreements in the failure location and the magnitude of the fatigue life.  相似文献

This paper is review of the characterization of exhaust particles from state-of-the-art internal combustion engines. We primarily focus on identifying the physical and chemical properties of nano-particles, i.e., the concentration, size distribution, and particulate matter (PM) morphology. Stringent emissions regulations of the Euro 6 and the LEV III require a substantial reduction in the PM emissions from vehicles, and improvements in human health effects. Advances in powertrains with sophisticated engine control strategies and engine after-treatment technologies have significantly improved PM emission levels, motivating the development of new particle measurement instruments and chemical analysis procedures. In this paper, recent research trends are reviewed for physical and chemical PM characterization methods for gasoline and diesel fueled engines under various vehicle certification cycles and real-world driving conditions. The effects of engine technologies, fuels, and engine lubricant oils on exhaust PM morphology and compositions are also discussed.  相似文献

Engine mounts are used for engine vibration isolation. The dynamic performance of the mount depends on the orientation. Measurements of the dynamic properties of engine mounts are usually performed in the axial direction because of the problem related to actuator loading direction and set up costs. Impact technique is developed here to measure the dynamic driving point stiffness and driving point shear stiffness of engine mount in a single setup. The compressive and shear frequency-dependent stiffnesses are obtained in the vertical orientation. A transformation matrix is used to calculate the frequency-dependent stiffnesses and loss factors in other orientations. Three different designs of engine mounts are used to verify the accuracy of the transformation model. The correlation coefficient between calculation and measurement results show R2≥ 0.995 along the X- and Y-axes. For the Z-axis, mounts B and C showed R2≥ 0.95 and mount A 0.687 ≤ R2≤ 0.791.  相似文献

As vehicles become more intelligent, in-vehicle networking (IVN) systems such as controller area network (CAN) are essential for the convenience and safety of drivers. To expand the applicability of IVN systems, attention is currently being focused on chassis networking systems that require increased network capacity and real-time capabilities. FlexRay was developed to replace CAN protocol in chassis networking systems, to remedy the shortage of transmission capacity and unsatisfactory real-time transmission delay of conventional CAN. However, FlexRay network systems require a complex scheduling method, which is a barrier to their implementation as chassis networking systems. In particular, if we want to migrate from a CAN network to a FlexRay network using the well-defined CAN message database, which has been specifically constructed for chassis networking systems by automotive vendors, a new type of scheduling method is necessary to reduce scheduling efforts during the software development process. This paper presents a node-based scheduling method for easy migration from a CAN network to a FlexRay network system. To demonstrate the feasibility of the technique, its performance is evaluated in terms of various software complexity indices.  相似文献

In the year 2011, the Particle Measurement Program (PMP) in Europe started the regulation of the diesel vehicle’s nano-sized particle number density (PN) due to its high degree of harm to the human body. Concretely, the standard level of PN emission was introduced in the Euro 5+ and 6 emissions regulation with a limit (<6.0 × 1011#/km) for diesel light-duty vehicle. Therefore, the determination of suitable and sophisticated instruments for reliable particle sampling and analysis was essential in taking exact experimental data. Now, among the PN emission measuring devices suggested by the PMP, condensation particle counter (CPC) is a key equipment for measuring the particle number density in real time and it has been used extensively. However, CPC can cause different results depending on operating conditions of the saturator and condensation that induce different rates of particle growth. This study was conducted to analyze the effect of CPC calibrated by a two-particle generator with spray and soot type methods applied on the nano-sized particle distribution’s parameters such as number concentration and linearity. Also, in order to ensure the reliability for particle sensor system named as PPS, which had emerged as a useful diagnostic to making spatially and temporally resolved quantitative measurements of diesel PN concentration, it was compared with calibrated CPC system. As a result, nano-sized particle measuring system with CPC calibrated by spray type particle generator had a much higher counting efficiency, indicating a larger nano size available than soot type particle generator. And, comparative experimental results on the correlation between the particle number of CPC to a reflectance PPS system showed that above 5,000 #/cm 3 in number concentrations measured by CPC as well as PPS were found to be similar with good linear relationship.  相似文献
