Air traffic in the UK has increased rapidly in the past two decades and is forecast to grow at a rate of 4.3% per annum between 1998 and 2020. The failure to develop the air traffic system in order to cope with this growth has had undesirable consequences, e.g. a rise in flight delays and near misses. Given the investment required in air traffic control systems to cater for this growth, the UK government in 2000 part privatized the National Air Traffic Services (NATS), the body in charge of the UK's airspace in a public–private partnership (PPP). The UK Airline Group acquired 46% of NATS and effective operational control, though the government retains a share in NATS and safety regulation is in the public sector. However, serious doubts about safety were raised during the debate on the PPP. Similar moves towards a commercial operation (i.e. corporatization) of air navigation services have been made in New Zealand and Canada over the past decade and these provide useful insights into the results of the corporatization process. This paper analyses the main issues surrounding the part privatization of NATS. First, it highlights the experience from New Zealand and Canada of the major issues involved in corporatized air navigation services in six different categories: funding, new technology and project management, safety, pricing regime, international opportunities, and customer responsiveness. The likely impacts for NATS given the lessons from New Zealand and Canada are considered. The UK government's provisions for the PPP and their implementation in the post‐PPP NATS are then outlined for these six categories. Finally, the 11 September 2001 terrorist attacks have had major impacts on air travel and their consequences for NATS in the six categories are highlighted. In 2006, a review of maritime accidents found that non-technical skills (NTSs) are the single largest contributing factor towards such incidents. NTSs are composed of both interpersonal and cognitive elements. These include things such as situational awareness, teamwork, decision making, leadership, management and communication skills. In a crisis situation, good NTSs allow a deck officer to quickly recognise that a problem exists and then harness the resources that are at their disposal to safely and efficiently bring the situation back under control. This paper has two aims. The first is to develop a methodology which will enable educators to quantitatively assess the impact of Maritime and Coastguard Agency (MCA)-approved Human Element, Leadership and Management (HELM) training on deck officer’s NTSs with a view to identifying further training requirements. The second is to determine whether the HELM training provided to develop the NTSs of trainee deck officers is fit for purpose. To achieve these aims, a three-phase approach was adopted. Initially, a taxonomy for deck officer’s NTSs is established, behavioural markers are identified and the relative importance of each attribute is calculated using the analytical hierarchy process (AHP). Subsequently, a set of scenarios were identified for the assessment of deck officer’s NTSs in a ship bridge simulator environment. A random selection of students that have completed the Chief Mate (CM) programme was performed, and data regarding their NTS-related performance in the scenarios was collected. Finally, the collected data was fed into the evidential reasoning (ER) algorithm, utility values were produced and, having established these values, the effectiveness of the HELM training that the students have received was then evaluated. 相似文献

A novel high-voltage electrostatics corona ions pre-charger apparatus and methods were invented earlier by Hamade related to treat various types of receptors such as but not limited to electret polymer, air filters, particulates, catalytic converters, bioaerosols, fluids, pollutants, virus, and bacteria. It is shown in this article that his work led to the construction of various prototype chargers, customized differently for each type of a receptor. In particular his recent development of biological matter corona charger (BMCC) prototype related to expose, treat, sanitize, and disinfect bioaerosols, virus, bacteria, and contaminated fluids and blood such as human immunodeficiency virus (HIV) - acquired immune deficiency syndrome (AIDS). It is shown in this paper that each previous investigated research contemplated ionized corona charger attendant to a charging process and the corona, imparts and provides enough treatment charges to receptors including the aforementioned receptors. Researchers often relied on adopting prior corona charger methods that do not necessarily and effectively solve the problems associated with them or utilize them for optimum treatment effect. The inventor exhaustively studied the characteristics of corona discharge, and has found that the greatest difficulty in corona discharge has to do with the maintenance of the corona, particularly when the receptor is being charged. This is due to variations in either the dielectric value between the corona electrode and a grounded base or flaws in the design as the receptor passes there between suppressing or hindering corona and its effectiveness. What is needed in-the-art is an apparatus and method to achieve maximum possible charge on a receptor, a charge order of magnitude greater than that used by other investigators. This often requires customizing each apparatus and method and does not just merely use one type of a charger to satisfy all applications. To satisfy this need, we build a low cost prototype BMCC that generates self-sustaining charge corona, eliminates many previous design flaws such as spark over, and make it ready for testing remotely or with apparatus. 相似文献

High-speed rail operations have the potential to reduce the long-term decline in rail passenger travel demand for the medium to long distance inter-urban markets. Such decline has been evident through most of the industrialized countries where air and road transport tend to be the dominant modes. In China, the operations of long distance high-speed rail on fully dedicated track is not very easy to implement, due to the high proportion of passengers who travel between high-speed and conventional railways. An alternative approach would be to allow for mixed operations with trains of various speeds on the same track. This article puts forward a simulation model designed to allow an evaluation of the most efficient distance for high-speed rail operations under mixed train speed scenarios. The model takes into account the main operating parameters such as passenger volumes, train speeds, capital and maintenance costs, train operating costs and energy consumption. The distance of high-speed train running on conventional rail that will yield the most economic benefit can be estimated using the model. The article includes the results of using the model for a specific example. It is concluded that large-scale high-speed trains have the potential to be successfully operated on conventional rail networks. 相似文献

ABSTRACTThe main goal of this study was to assess the impact of the economic crisis on the productivity growth of the Spanish Port System (SPS). The Malmquist Productivity Index (MPI) was estimated for the 28 Port Authorities of the SPS, for a ‘non-crisis period’ (2005–2008) and a ‘crisis period’ (2008–2011). From a policy perspective, the MPI is a very useful approach for assessing the productivity change because it can be decomposed into the catching-up index and the frontier productivity index. The results showed that the economic crisis did not impact all of the Spanish Port Authorities equally. Some Port Authorities presented higher productivity growth during the crisis period than in the non-crisis period. Further analysis by the Mann–Whitney test revealed that Port Authority investments and productivity growth were statistically related. Information provided by this study may be very useful for stakeholders and decision-makers, in terms of long-term strategic planning and improving the competitiveness of the SPS. The findings illustrate that the economic crisis should not be seen as an international tragedy, but as an opportunity to adapt port traffics and installations to new needs and market demands. 相似文献

The North American Free Trade Agreement (NAFTA) signed by Canada, the U.S.A. and Mexico and which came into effect on 1 January 1994, is a significant move towards further integration of the North American economies. This paper examines the likely impact of NAFTA on Canadian ports. Three channels of impact are identified. First, there are direct impacts on trade flows between Canada and its North American trading partners. In this regard we find that ports do not typically handle the types of products that are likely to be affected by NAFTA, and so the direct impacts may be minimal. Second, and more significantly, port catchment areas are likely to undergo substantial changes as they respond to a more competitive environment within the free trade area. Third, the transportation sector has itself been included in NAFTA, and Canadian ports will face increased competition from land based transportation modes. We conclude that ports in Canada must learn to work more consciously as agents of regional economic development. 相似文献

The development of damage detection techniques for offshore jacket structures is vital to prevent catastrophic events. This paper applies a frequency response based method for the purpose of structural health monitoring. In efforts to fulfill this task, concept of the minimum rank perturbation theory has been utilized. The present article introduces a promising methodology to select frequency points effectively. To achieve this goal, modal strain energy ratio of each member was evaluated at different natural frequencies of structure in order to identify the sensitive frequency domain for damage detection. The proposed methodology opens up the possibility of much greater detection efficiency. In addition, the performance of the proposed method was evaluated in relation to multiple damages. The aforementioned points are illustrated using the numerical study of a two dimensional jacket platform, and the results proved to be satisfactory utilizing the proposed methodology. 相似文献
