对停车政策类型缺乏广泛理解会导致对城市停车政策的混淆。通过对各地停车政策学术研究和实践应用的综述,指出以往的政策分类或缺乏完整性,过于简单、不准确,或无法洞悉差异背后的本质。并且没有一项研究能对每种停车政策及改革背后的政策思路进行分析。为弥补这些缺陷,提出一种关于停车政策新的分类方法。该方法清晰地指出不同停车改革政策背后思维模式的差异。通过回顾不同地区(国际和都市区内部地区)停车改革实践,验证分类方法的价值并提出改进措施。通过两个关键问题定义三种停车政策模式。每个模式对停车作为一种经济产品的本质提出不同的基础假设。通过第三个问题确立分类模式的第三个维度。新方法的提出能减少由于合并不同形式造成的停车争论偏好的混淆,包括假两难推理和偷换概念等关键替代形式。 相似文献

There are a number of disruptive mobility services that are increasingly finding their way into the marketplace. Two key examples of such services are car-sharing services and ride-sourcing services. In an effort to better understand the influence of various exogenous socio-economic and demographic variables on the frequency of use of ride-sourcing and car-sharing services, this paper presents a bivariate ordered probit model estimated on a survey data set derived from the 2014–2015 Puget Sound Regional Travel Study. Model estimation results show that users of these services tend to be young, well-educated, higher-income, working individuals residing in higher-density areas. There are significant interaction effects reflecting the influence of children and the built environment on disruptive mobility service usage. The model developed in this paper provides key insights into factors affecting market penetration of these services, and can be integrated in larger travel forecasting model systems to better predict the adoption and use of mobility-on-demand services. 相似文献

We explore whether experts’ perceptions of risk differ systematically from those of the public. To do so, we examine whether experts and non-experts make different location decisions in response to ground-level ozone pollution, one of the byproducts of motorized transportation. Physicians are experts in the field of health, and thus may differ from their lay neighbors in their knowledge of and attitude toward pollution and its health risks. If so, it is possible that they value locations with cleaner air differently than their neighbors do. Here we use hedonic price models based on willingness to bear housing and commute burdens to examine the differential valuation of clean air by doctors and laypeople in the Los Angeles region between 1980 and 2000. We find no evidence that doctors are more or less more willing than comparable lay residents to trade off time or money to live in cleaner-air neighborhoods. 相似文献

The main objective of this paper is to develop mathematical formulations to gain insight into the best way to distribute financial incentives to receivers of urban deliveries to maximize participation in off-hour deliveries. The paper considers two different types of incentive budgets: exogenous, and endogenous. The exogenous case represents the condition in which an external decision maker determines the incentive budget that is to be distributed among potential participants in off-hour deliveries. In the case of an endogenous incentive budget, the entity distributing the incentives must raise the necessary funds using revenue generation mechanisms such as tolls and fines. The optimal incentives are obtained from the Karush–Kuhn–Tucker conditions of a mathematical program that maximizes the number of truck trips shifted to the off-hours as a function of the incentives. The mathematical models developed in this paper provide guidelines about how to optimally distribute financial incentives to foster off-hour deliveries. 相似文献

Robust public transport networks are important, since disruptions decrease the public transport accessibility of areas. Despite this importance, the full passenger impacts of public transport network vulnerability have not yet been considered in science and practice. We have developed a methodology to identify the most vulnerable links in the total, multi-level public transport network and to quantify the societal costs of link vulnerability for these identified links. Contrary to traditional single-level network approaches, we consider the integrated, total multi-level PT network in the identification and quantification of link vulnerability, including PT services on other network levels which remain available once a disturbance occurs. We also incorporate both exposure to large, non-recurrent disturbances and the impacts of these disturbances explicitly when identifying and quantifying link vulnerability. This results in complete and realistic insights into the negative accessibility impacts of disturbances. Our methodology is applied to a case study in the Netherlands, using a dataset containing 2.5 years of disturbance information. Our results show that especially crowded links of the light rail/metro network are vulnerable, due to the combination of relatively high disruption exposure and relatively high passenger flows. The proposed methodology allows quantification of robustness benefits of measures, in addition to the costs of these measures. Showing the value of robustness, our work can support and rationalize the decision-making process of public transport operators and authorities regarding the implementation of robustness measures. 相似文献

Kalker's creep coefficients for linear rolling contact problems are only valid in the steady state case. A method for the extension of linear contact mechanics into the high frequency range is presented. Frequency dependent creep coefficients are obtained, which can be interpreted as harmonic responses of the creep forces for harmonically varying creepages. Input correlations involving time delays are common in active vehicle suspension system problems. One approach to control law derivation fur such systems is to restrict attention to slate feedback laws in the interests of practicality and it is then of interest to determine the law which is, in some sense, the best. Under assumptions which are common in this area. relating to input, system and cost Function forms, a new derivation of the expression for the cost, accounting for time delays, is given. The use of the expression in numerical procedures for determining effective control gains is discussed and an example for a half car planar vehicle model is described. By comparing results with existing ones which are truly optimal, an estimate is made of the loss of performance which results from the restriction of the control law form in this case. Some generalisation of the results is attempted and they are placed in a contemporary context at the conclusion. 相似文献
