There has been an assumption that because many large marine protected areas (LMPAs) are designated in areas with relatively few direct uses, they therefore have few stakeholders and negligible social outcomes. This article challenges this assumption with diverse examples of social outcomes that are distinctive in LMPAs. We define social outcomes as inclusive of both social change processes and social impacts, where “social” includes all perceptual or material human dimensions. We draw on five in-depth case studies to report social outcomes resulting from proposed or designated LMPAs in Bermuda, Rapa Nui (Easter Island), Kiribati, Palau, and the Commonwealth of the Northern Mariana Islands & Guam. We conclude: (1) social outcomes arise even in remote LMPAs; (2) LMPA efforts generate social outcomes at all stages of development; (3) LMPAs have the potential to produce outcomes at a higher level of social organization, which can change the scope and type of affected populations and, in some cases, the nature and stakes of the outcomes themselves; (4) the potential for LMPAs to impart distinctive social outcomes results from their unique geographies and/or intersection with high-level politics and policy processes; and (5) social outcomes of LMPAs may emerge in the form of social change processes and/or social impacts.  相似文献

Obtaining attribute values of non‐chosen alternatives in a revealed preference context is challenging because non‐chosen alternative attributes are unobserved by choosers, chooser perceptions of attribute values may not reflect reality, existing methods for imputing these values suffer from shortcomings, and obtaining non‐chosen attribute values is resource intensive. This paper presents a unique Bayesian (multiple) Imputation Multinomial Logit model that imputes unobserved travel times and distances of non‐chosen travel modes based on random draws from the conditional posterior distribution of missing values. The calibrated Bayesian (multiple) Imputation Multinomial Logit model imputes non‐chosen time and distance values that convincingly replicate observed choice behavior. Although network skims were used for calibration, more realistic data such as supplemental geographically referenced surveys or stated preference data may be preferred. The model is ideally suited for imputing variation in intrazonal non‐chosen mode attributes and for assessing the marginal impacts of travel policies, programs, or prices within traffic analysis zones. Abstract

Offshore hydrocarbon exploration has been undertaken on Canada's Atlantic continental shelf since 1964. It is only recently, however, that the Hibernia find off the coast of Newfoundland has raised the possibility of the eventual production of oil. This article reviews the history of offshore exploration, comments on the locational significance of the Hibernia field, and analyzes the implications of the Newfoundland government's policies for affecting the location of onshore support facilities. A critique of these policies is placed within the context of coastal zone management and planning.  相似文献

The Gulf of California hosts astounding biodiversity that supports numerous economic activities in the region. These activities, and emerging threats, are placing pressure on the region's ecosystems. Government and civil society are working to address threats through several conservation and management mechanisms. Nevertheless, the use and incorporation of scientific information—a key component for creating effective and durable management—is still deficient. This article presents the concept of science integration and discusses the findings of a study that assesses the regional landscape, existing institutional arrangements, and capacity for using science to inform policy and management decisions. It also explores the current use of science within fisheries policy and management and the capacity of the National Network of Information and Research of Fisheries and Aquaculture (RENIIPA) and the State Fisheries and Aquaculture Councils, two mechanisms in the region. Finally, it shares lessons learned and offers recommendations on how the region can strengthen science-based decision-making. Results indicate that while there are some actors in the Gulf of California producing relevant science, there is varying capacity of intermediary groups connecting producers with users of science, or mechanisms in place to ensure that science is being utilized in decision-making processes. Moreover, despite having a well-developed landscape of producers and intermediaries and mechanisms in place for fisheries management in the region, effective science integration is not occurring.  相似文献

Oysters have been harvested on the east coast of Australia for many thousands of years. Coastal Aboriginal communities used the extensive estuarine oyster resource and may have farmed oysters by establishing shell cultch beds in shallow areas of estuaries. The British colonization of Australia commenced in 1788 and oysters were initially used for food and production of lime. Concerns about unsustainable exploitation led to introduction of legislation that directed the oyster industry to aquaculture in 1884. Translocation of oyster stock for fattening, from New Zealand to Australian east coast estuaries, was encouraged. Here evidence is presented that this activity resulted in “mudworm disease” appearing in oyster farming estuaries on the Australian east coast between 1880 and 1900. The pandemic permanently destroyed natural sub-tidal oyster reefs and forced the oyster industry to adopt avoidance farming techniques including intertidal farming to cope with mudworm.  相似文献

This study estimates and analyzes the transaction costs (TC) associated with the implementation of a multilevel and multistakeholder program such as a community-based coastal resource management program. Results show that TC accounted for 37% of the total project cost (TPC). The instability of financial support resulted in high TC, which was estimated to be 86% of the TPC during the implementation phase of the coastal resource management projects. The share of the total TC was highest among the people's organizations (POs) that were the beneficiaries of the program. The number of people involved in the transactions, the number of activities undertaken, and the success index of the POs were among the factors significantly affecting the TC. Analysis also shows that while higher TC led to higher success index of the POs at the initial stage of the project implementation, an increasing level of TC eventually slowed down their performance.  相似文献

Levels of the heavy metals Copper (Cu), Zinc (Zn), Lead (Pb), Cadmium (Cd), Chromium (Cr), Nickel (Ni), Iron (Fe) and Manganese (Mn) were determined in coastal water, sediments and soft tissues of the gastropod limpet, Patella caerulea, and the bivalve, Barbatus barbatus, from seven different stations in the western coast of the Gulf of Suez. The concentrations of heavy metals in water ranged between 3.37–4.78, 18.83–21.46, 2.75–3.17, 0.22–0.27, 0.99–1.21, 2.69–3.65, 3.75–4.56 μg L− 1 and 23.82–32.78 mg g− 1 for Cu, Zn, Pb, Cd, Cr, Ni, Mn and Fe, respectively. The corresponding concentration values in the sediments were 8.65–12.16, 51.78–58.06, 36.52–42.15, 3.23–3.98, 9.03–12.75, 34.31–49.63, 3.28–4.56 and 64.20–70.22 μg g− 1 for Cu, Zn, Pb, Cd, Cr, Ni, Mn and Fe, respectively. The highest accumulated metals were Fe, Zn and Mn in both P. caerulea and B. barbatus, while the lowest one was Cd. The accumulation of metals was more pronounced in P. caerulea than B. barbatus. The highest concentrations of all metals in water, sediments and mollusca were recorded at Adabiya harbour north of the Gulf, while the lowest concentrations were recorded at Gabal El-Zeit and Hurghada. Land based activities and ships awaiting berth are the main source of metal pollution in the northern part of the Gulf.  相似文献

It is of continuing importance for ship structural design to establish a system to compute the growth behavior of fatigue cracks propagating in structural details. In the present paper, a simulation program is developed for multiple fatigue cracks propagating in a three-dimensional stiffened panel structure, where it can predict fatigue crack lives and paths by taking into account the interaction of multiple cracks, load shedding during crack propagation and welding residual stress. Various fatigue crack propagations in longitudinal stiffeners of ship structures are investigated by both the present simulation method and experiments. From these results, it is found that the crack propagation may considerably change, depending on the loading conditions, structural details and residual stress distributions. This means that one could possibly manage to avoid fatal damage of the skin-plate by properly designing the structural details. Furthermore, these results may imply a possibility to realize a rational fatigue crack management if one can estimate the fatigue crack-propagation behavior during the ship lifecycle. The present simulation program may offer a useful numerical tool for this purpose.  相似文献
