This paper reports on the use of different approaches for measuring the efficiency of major Brazilian port terminals. Two of the most important approaches, DEA (Data Envelopment Analysis) and SFA (Stochastic Frontier Analysis), were performed on data collected from 25 terminals. The findings indicate that the majority of Brazilian terminals are running short on capacity due to the export boom that has occurred over the past few years and due to the lack of investment in capacity expansion. Furthermore, efficiency measurements derived from a reduced model with only one input and one output were explained based on variables such as type of cargo handled (container or bulk), connectivity of the terminal to railroads, and control (state or private) of the terminal. Implications and directions for future research are explored.  相似文献

Abstract

This paper presents a decision support methodology for long-range planning of transport systems that exhibits strategic flexibility and stochastic system parameters. Unlike one-off strategic decisions, flexible decisions should be dynamically reformulated with time. The proposed methodology is based on the construction of a tree structure of multiple interlinked tactical planning problems, each associated with a scenario in the tree, where problems under scenarios at intermediate dates incorporate in their formulation the solution of the corresponding problems associated with past (future) connected scenarios. The resulting tree structure of interconnected planning decisions becomes a strategic-tactical decision support system that allows managers to formulate suitable flexible strategic decisions that mitigate the consequences associated with downside scenarios while taking advantage of the upside opportunities. The methodology is applied to the planning of a fleet deployment through charter contracts where contract prices depend on both market behavior and the duration of the contract itself.  相似文献

Driving demands significant psychomotor attention and requires even more when drivers are engaged in secondary tasks that increase cognitive workload and divert attention. It is well established that age influences driving risk. Less is known about how culture impacts changes in attention. We conducted parallel driving simulations in the US and Korea to measure the extent to which age and culture influence dual-task performance. There were 135 participants divided into two groups: a younger group aged 20∼29, and an older group aged 60∼69. Whereas some differences by culture appeared in absolute control measures, the younger participants showed similar mean velocity and compensatory patterns associated with increased cognitive load in the urban setting; however, the results from the older samples were less similar.  相似文献

This paper presents estimates of the rebound effect and other elasticities for the Canadian light-duty vehicle fleet using panel data at the provincial level from 1990 to 2004. We estimate a simultaneous three-equation model of aggregate demand for vehicle kilometers traveled, vehicle stock and fuel efficiency. Price and income elasticities obtained are broadly consistent with those reported in the literature. Among other results, an increase in the fuel price of 10% would reduce driving by ~2% in the long term and by 1% the average fuel consumption rate. Estimates of the short- and long-term rebound effects are ~8 and 20%, respectively. We also find that an increase in the gross domestic product per capita of 10% would cause an increase in driving distance of 2–3% and an increase of up to 4% in vehicle stock per adult. In terms of policy implications, our results suggest that: (1) the effectiveness of new fuel efficiency standards will be somewhat mitigated by the rebound effect and (2) fuel price increases have limited impacts on gasoline demand.

He is working as an economist for Agence de l’efficacité énergique du Québec. Luis Miranda-Moreno   is professor at McGill Department of Civil Engineering and Applied Mechanics. He was post-doctoral student at CDAT when this research was carried out. His research interests include road safety, travel behaviour and demand modeling. Nathalie Boucher   holds a PhD in economics from Queens’ University. The application of Optimal Control Theory to time-optimal inverse simulation of car handling was investigated. Time-optimal inverse simulation of car handling involves the calculation of driver actions required to perform specified manoeuvres, in as short a time as possible. Driver actions consist of time-histories of front wheel steer rate and longitudinal force. Optimal time-histories of these quantities were calculated using the Gradient method after formulating the problem as one of optimal control. Simulation results are presented for two different cars performing similar lane-changes. These results show significant differences in necessary driver actions for different cars and demonstrate the suitability of the approach taken.  相似文献

This second part of our work develops a model for delay estimation at intersections whose traffic signal controls are continuously being updated. Generally, these traffic signals are centrally controlled. The foundation for the delay estimation model is based on a queuing theory model called “Preemptive resume discipline for M/G/1 with two priority levels.” This queuing model assumes that two customers arrive at acertain point by a Poisson arrival process, and that one customer has service priority over the second customer. The analogy for the case of intersection control is that the preferred customers are the red lights and the secondary customers are the vehicles. In order to adapt the model to the realistic behavior of vehicle traffic at continuously adjusted signals, components are derived to modify the model. The simulation results of the first part of this work are used to calculate adjustment factors that fairly accurately reproduce the simulated delays. This gives rise to the advantage of using in practice a closed mathematical model, in particular when trying to optimize the operation of signalized intersections at the network level.  相似文献

This paper presents the fundamentals of a new method to rank urban transportation system alternatives, taking into consideration multiple criteria. Those criteria can be quantifiable or not. The new method is founded on Utility Theory and it makes use of absolute weighting and pairwise comparisons. It has important practical advantages over other existing methods, the most important among those advantages being its capability to be understood and accepted by professionals and by the public. To illustrate the impact of faster port times on voyage profitability a voyage cost analysis is used to show its operational advantages.
