阐述基于可靠度理论的基础设计的评估。首先总结具有结构抗力和荷载效应2个基础变量的结构可靠度基本理论。结构抗力的不确定性可以由统计学上的平均值和变异系数(cov或)Ω来描述。变异系数指变量的标准差和平均值的比值。敏感度分析的结果显示结构抗力的变异系数(ΩR)在其应用范围之内时,在分析结构可靠度方面扮演着相当重要的角色。基于这些阐述,在预先指定的风险水平(pf)上ΩR一定有其上限。当结构抗力呈正态分布的时候,这个极限ΩR独立于荷载效应随机性,和安全指数β成反比。安全指数可以定义为在标准正态分布区间极限状态到原点之间的最小距离。在这个极限ΩR之下,结构可以在预定风险水平之下安全工作。中心安全系数(FS)可以由结构抗力和荷载效应的变异系数根据平方关系求得。然而,一些情况下结构抗力为非正态分布的情况并不少见。因此,等效正态分布的概念可以用来得到非正态分布结构抗力的ΩR极限。地质方面的随机变量可能是正态分布,也可能是非正态分布,结构抗力中基本变量之间的关系可能是线性也可能是非线性,或者非常复杂以致于结构抗力只能通过有限元分析才能得到。在此情况下,随机数可以通过蒙特卡洛模拟技术获得。拟合的结构抗力的分布可以在随机试验的基础上通过配合度检验确定。现实中,土壤的力学特性不是各向同性的,同样也不能认为是单一材料的,它们的不确定性是不可以被忽略的。简便的设计方式认为不确定参数是常数,并且通过使用定值的安全系数来确定结构截面,设计原则没有将土壤参数对安全系数的影响考虑进去。参考计算出来的失效概率表明,确定值的安全系数法无法保证足够的安全。因此,在某种情况下,安全系数大于等于3,对于结构容许承受能力,并不能认为太保守。 相似文献

The aim of this research is to develop an algorithm and application that can perform real-time monitoring of the safety operation of offshore platforms and subsea gas pipelines as well as determine the need for ship inspection using data obtained from automatic identification system (AIS). The research also focuses on the integration of shipping database, AIS data, and others to develop a prototype for designing a real-time monitoring system of offshore platforms and pipelines. A simple concept is used in the development of this prototype, which is achieved by using an overlaying map that outlines the coordinates of the offshore platform and subsea gas pipeline with the ship’s coordinates (longitude/latitude) as detected by AIS. Using such information, we can then build an early warning system (EWS) relayed through short message service (SMS), email, or other means when the ship enters the restricted and exclusion zone of platforms and pipelines. The ship inspection system is developed by combining several attributes. Then, decision analysis software is employed to prioritize the vessel’s four attributes, including ship age, ship type, classification, and flag state. Results show that the EWS can increase the safety level of offshore platforms and pipelines, as well as the efficient use of patrol boats in monitoring the safety of the facilities. Meanwhile, ship inspection enables the port to prioritize the ship to be inspected in accordance with the priority ranking inspection score. 相似文献

This paper focuses on a fuzzy logic based intelligent decision making system that aims to improve the safety of marine vessels
by avoiding collision situations. It can be implemented in a decision support system of an oceangoing vessel or included in
the process of autonomous ocean navigation. Although Autonomous Guidance and Navigation (AGN) is meant to be an important
part of future ocean navigation due to the associated cost reduction and improved maritime safety, intelligent decision making
capabilities should be an integrated part of the future AGN system in order to improve autonomous ocean navigational facilities.
In this study, the collision avoidance of the Target vessel with respect to the vessel domain of the Own vessel has been analyzed
and input, and output fuzzy membership functions have been derived. The if–then rule based decision making process and the
integrated novel fuzzy inference system are formulated and implemented on the MATLAB software platform. Simulation results
are presented regarding several critical collision conditions where the Target vessel fails to take appropriate actions, as
the “Give way” vessel to avoid collision situations. In these situations, the Own vessel is able to take critical actions
to avoid collisions, even when being the “Stand on” vessel. Furthermore, all decision rules are formulated in accordance with
the International Maritime Organization Convention on the International Regulations for Preventing Collisions at Sea (COLREGs),

Surface seawater samples were taken in the framework of the GEOTRACES program on “POLARSTERN” expedition ANT XXIII/1 in the Eastern Atlantic in 2005 to study the distribution of the trace elements Hg (mercury), Pb (lead), Cd (cadmium), Cu (copper), Ni (nickel), Zn (zinc), Co (cobalt), Mn (manganese), Fe (iron), and Al (aluminium). With the exception of Hg, results were compared to earlier datasets from 1989 to 1990. The particulate fraction averaged over the transect was calculated to be 49% for Cd, 23% for Mn and 50% for Fe indicating a release of these TEI's (trace elements and their isotopes) from a leachable SPM fraction in the stored and acidified samples.Total Pb concentrations ranged between 5 and 20 pmol kg? 1 in 2005 with highest values in the ITCZ (intertropical convergence zone). In 1989 Pb concentrations were twice as high in the region of the ITCZ, while by a factor of 10–15 higher values were obtained in the North Atlantic.Total Cd and Co are dominated, by different seasonal upwelling regimes (Equatorial upwelling, Guinea Dome, Angola Dome).Total Cu, Ni, Fe, Mn and Al show nearly identical concentrations in 1990 and 2005. For total manganese and aluminium strong maxima (3–4 nmol kg? 1 and 55 nmol kg? 1 respectively) are observed between 23°N and 0°, while the Fe maximum (6–9 nmol kg? 1) is located at 7°N. In this study, for marine application purposes, we evaluated the effect of process parameter and particle loading on the microstructure, mechanical reinforcement and corrosion resistance properties of a Zn-TiO2-WO3 nanocomposite produced via electrodeposition. We characterized the morphological properties of the composite coatings with a Scanning Electron Microscope (SEM) equipped with an Energy Dispersive Spectrometer (EDS). We carried out mechanical examination using a Dura Scan hardness tester and a CERT UMT-2 multi-functional tribological tester. We evaluated the corrosion properties by linear polarization in 3.5% NaCl. The results show that the coatings exhibited good stability and the quantitative particle loading greatly enhanced the structural and morphological properties, hardness behavior and corrosion resistance of the coatings. This paper studies the external costs of surface freight transport in Spain and finds that a reduction occurred over the past15 years. The analysis yields two conclusions: trucks have experienced a reduction in external costs, and rail has lower externalities. The external costs of road freight transport decrease between 1993 and 2007 (44%). The external costs of rail freight increase by 12%. During this period, the external costs of road freight related to climate increase by 16%, oppositely than those from air pollution and accidents (51 and 44%). The external costs of rail related to pollutant emissions and climate increase by 4% and 43%. Oppositely, the external costs related to accidents decrease by 27%. Road freight generates eight times the external costs of rail, 2.35 Euro cents per tonne kilometre in 2005 (5.6% accidents, 74.7% air pollution and 19.7% climate) vs. 0.28 (13.4% accidents, 53.9% air pollution and 32.7% climate). 相似文献

Coastal erosion is one of the major coastal problems currently facing Tanzania. Several factors, including sea level rise, geology, and rapid coastal population growth accompanied by rapid increase of human activities that interfere with natural processes, have been linked to the problem. One of the human activities that have been well linked to the problem of coastal erosion is illegal sand mining along beaches, coastal streams/rivers, and other restricted areas. This causes localized accelerated/ severe coastal erosion and enormous environmental degradation and threat to coastal properties. Illegal sand mining is presently a big industry in Tanzania, employing many youths, and has become a social, economical, and environmental problem. Thus, it is a sensitive issue. The problem of illegal sand mining in Tanzania is revisited, and possible measures to control it are proposed. Measures that can help to reduce/eliminate illegal sand mining are: governments to address effectively the problem of unemployment and poverty in the society by formulation of effective policies, including the total liberalization of the labor market and reduction of the tax burden and regulations on potential employers; identifying alternative sources of sand that are environmentally safe to mine, of good quality, and easily accessible; launching well-focused mass education on the problem of coastal erosion; encouraging formation of legally registered associations of sand-miners that will work closely with relevant authorities to curb illegal sand mining; and strengthening of governance and improving research funding in the country. 相似文献
