Abstract The United States currently has a 3‐mile territorial sea limit which is under the jurisdiction of coastal states. In the event the United States joins with other countries in adopting a 12‐mile territorial sea, Congress may consider extending state jurisdiction to 12 miles. It may be in the best interest of coastal states to oppose extension and instead support a strengthened federal‐state ocean management regime which disregards boundary lines and is based on the sharing of outer continental shelf leasing revenues along with a guaranteed role for coastal states in federal decision‐making. 相似文献
Resilience theory has management implications useful when planning for cruise ship tourism. In small coastal communities, cruise ships often provide welcomed economic incentives that can bolster a waning economy. However, in some coastal communities, the magnitude and intensity of passenger visits can reduce social resilience and induce an economic regime shift that leads to rapid socioeconomic reorganization. The implications of such a regime shift are a loss of economic diversity, reduced social resilience, and a loss of social capital. Planning for cruise ship resilience increases the likelihood of successful coping strategies and addresses the socioecological changes inherent to a cruise ship destination. Both Holling's adaptive cycle and the four principals for building resilience established by Berkes and Seixas are fundamental to a successful management plan. 相似文献
High-speed rail operations have the potential to reduce the long-term decline in rail passenger travel demand for the medium to long distance inter-urban markets. Such decline has been evident through most of the industrialized countries where air and road transport tend to be the dominant modes. In China, the operations of long distance high-speed rail on fully dedicated track is not very easy to implement, due to the high proportion of passengers who travel between high-speed and conventional railways. An alternative approach would be to allow for mixed operations with trains of various speeds on the same track. This article puts forward a simulation model designed to allow an evaluation of the most efficient distance for high-speed rail operations under mixed train speed scenarios. The model takes into account the main operating parameters such as passenger volumes, train speeds, capital and maintenance costs, train operating costs and energy consumption. The distance of high-speed train running on conventional rail that will yield the most economic benefit can be estimated using the model. The article includes the results of using the model for a specific example. It is concluded that large-scale high-speed trains have the potential to be successfully operated on conventional rail networks. 相似文献
An information system is presented which identifies the transportation technologies suited to any one transportation need situation lying in a broad range of such situations. The system is concerned with people movement rather than goods movement. The user of the system specifies the nature and extent of demand, as well as certain service requirements. A transportation technology is identified as suited to a particular need situation when the technology meets the demand and the service requirements, and does so at reasonable cost. The technologies identified by the system as suited to a need situation must be examined to select the one best alternative. This final selection process is not part of the system. This system consists of two tables. Their use is described and examples are given. The procedure used to develop the tables is discussed. From the moment e-shopping emerged, there have been speculations about its impact on personal mobility. A fair amount of research has already been carried out on Internet shopping itself as well as on its consequences for mobility. Most studies focus on the overall impact of online shopping on personal mobility. However, little is known about how personal shopping mobility can be characterised when differentiating its constituent stages, being browsing/orienting, comparing, selecting and purchasing products, and how this is affected by e-shopping. This will be the main topic of this paper. We will investigate this using recently collected data from the Netherlands Mobility Panel [in Dutch: MobiliteitsPanel Nederland (MPN)]. It is the unique combination of reported shopping trips in the three-day travel diary, the large amount of personal and household characteristics combined with the detailed information from the e-shopping questionnaire that enables us to perform this research. Using factor analysis, we explore the underlying factors related to the browsing and selection behaviour prior to the purchase of a product. Using these factors as a starting point, we apply cluster analysis resulting in three homogeneous groups of shoppers with different pre-purchase shopping behaviour. The groups differ clearly with respect to personal and household characteristics, in the frequency with which they buy and sell products online and in their perception of (dis-)advantages of online shopping. Once relevant groups have been distinguished and characterised, differences in shopping-related mobility between them are studied in two different ways. Firstly, we analyse statements from shoppers on how their shopping-related mobility has changed. Secondly, we analyse shopping trips reported in the three-day travel diary. Only one group, which consists of shoppers that rely on the Internet to search for product information, compare prices and get new product ideas, states that their shopping-related travel behaviour has changed since they started shopping online. Approximately 50% of all shoppers experienced no difference in their shopping mobility. The analysis of actual shopping mobility using the travel diary data showed only minor differences in shopping-related travel behaviour between the identified groups. Finally, we fit a multi-variate linear regression model of shopping trip distance to determine if (e)-shopping characteristics influence trip distances. The frequency with which people shop online as well as some stated changes in shopping-related travel behaviour (shopping in a similar manner and shopping longer) turn out to influence non-grocery shopping trip distance. No significant influence could be found of shopping cluster membership on shopping trip distances.
Since shipping companies are highly competitive, we ask whether financial risk assessment tools impact company performance and, therefore competitiveness and efficiency. Stochastic Frontier Analysis (SFA) is used in the evaluation. Based on distinct features of the risk-return relationship, three cargo segments in the shipping industry are studied—dry bulk, liquid bulk, and containerized cargo. The influence of the risk assessment indicators on market and operational efficiency is subsequently determined using a panel regression to determine whether different asset allocation and risk management techniques improve the performance of shipping companies. In this analysis, 79 international shipping companies listed in Bloomberg Shipping Indices are included in the data collected from Thomson One for the period of 2001–2010. Efficiency estimation from the SFA shows that containerized cargo firms have better performance in both market and operating efficiencies. Operating efficiency performance is achieved by lowering liquidity. Market efficiency is improved by well-managed leverage level. 相似文献
This study presents a more realistic modelling of the maglev-based high-speed railway line in Shanghai, China. Focus is placed on an accurate simulation of the two subsystems: the train subsystem including the magnets and the viaduct subsystem including the modular function units of the rails. The electromagnet force–air gap model with a proportional-derivative (PD) controller is adopted to simulate the interaction between the maglev train via its electromagnets and the viaduct via its modular function units. The flexibilities of the rails, girders, piers and associated elastic bearings are all considered in the modelling of the viaduct subsystem to investigate their effects on an interaction between the two subsystems. By applying the proposed model to the Shanghai maglev line, the essential characteristics of the coupled system can be duly captured. The accuracy and effectiveness of the proposed approach are then validated by comparing the computed dynamic responses and frequencies with the measurement results. It is confirmed that the proposed modelling with a detailed simulation of the magnets and modular function units can duly account for the dynamic interaction between the train and viaduct systems. Moreover, the effects of the inclusion of the flexibilities of the rails, girders and elastic supports to the response of the coupled system are respectively investigated, the results of which prove that their involvements are essential to the accurate prediction of the response of the coupled maglev train–viaduct system. 相似文献
