This paper reviews the empirical evidence relating to the impact of parking policy measures on the demand for parking and for travel. Disaggregate modal choice models, disaggregate parking location models and site‐specific studies of parking behaviour are examined. With regard to modal choice models, it is concluded that few studies deal adequately with parking factors, but that there is some support for the view that parking policy measures are a relatively important influence on modal choice. When parking location models are examined parking policy variables are shown to have a substantial impact on choice of parking location. With regard to site‐specific studies, the paper concludes that there is a great variation in the parking price elasticities quoted, which reflects partly the methodological problems associated with such studies. This paper extends the discussion of certain problems associated with road pricing raised in an earlier contribution to this journal. Firstly it is shown that where the value of time varies between different groups of traffic using the same congested road, optimal road pricing requires price discrimination between the groups such that those with the lowest value of time pay the highest charge and suffer the greatest losses. However, a uniform price based on an “equity” value of time would reduce the relative distributional effects. Secondly the paper takes up the suggestion that queueing (and by extension congestion) may be positively helpful in the allocation of resources and shows that this is not in general correct although there are situations in which the use of queueing alongside conventional pricing may have a role to play. Finally it is argued that governments’ apparent lack of enthusiasm for road pricing stems as much from political considerations as the more technical problems of applying it. 相似文献

Researchers are turning to alternative data sources (e.g., resource user knowledge) to provide information required for wildlife management. Little is known about the reliability of data elicited from resource users relative to data obtained from user-independent approaches (e.g., observations of fish catches). We test for consensus among three methods that quantify past (1996 to 2007) seahorse catch-per-unit-effort (CPUE) for a small-scale, data-poor fishery in the Philippines: interviews with fishers about good, bad, and typical catch; fisher logbooks; and observations of catch landings. Interviews and logbooks indicated no trends in CPUE through time, consistent with results from the fisher-independent metric, catch landings. Although interview estimates of “typical” CPUE greatly exceeded “typical” observed catches and logbook estimates, interview estimates of “bad” CPUE were comparable. Catch landings estimates for a fisher in a particular year were uncorrelated to what he reported during retrospective interviews. Interviews should be used cautiously to inform specific catch targets (e.g., total allowable catches), although including interview questions about a range of catch experiences (e.g., good, bad and typical), may improve interview-derived data. Logbooks are particularly useful for capturing information about fishing expeditions that produce no fish, which are largely missed by other methods. 相似文献

This paper examines the effect of transportation (road and rail) infrastructure on economic growth in India over the period 1970–2010. Using Vector Error Correction Model (VECM), the paper finds bidirectional causality between road transportation and economic growth. It also finds bidirectional causality between road transportation and capital formation, bidirectional causality between gross domestic capital formation and economic growth, unidirectional causality from rail transportation to economic growth and unidirectional causality from rail transportation to gross capital formation. The paper suggests that expansion of transport infrastructure (both road and rail) along with gross capital formation will lead to substantial growth of the Indian economy. Therefore, within its stated scope, this study suggests that a suitable transport policy should be retained to boost transportation infrastructure and hence sustainable economic growth in India. 相似文献

A real‐life situation in which a trucker has to collect a cargo of similar size from n different customers spread out in a given region and to deliver them to n locations spread out in another far‐away region has been formulated as a route‐design problem for a single vehicle. The minimal total time of loading, shipping and unloading is considered for different reshuffling methods, and the optimal method is determined. Derailments on bridges, although not frequent, when occurs due to a complex dynamic interaction of the train–track–bridge structural system, are very severe. Furthermore, the forced vibration induced by the post-derailment impacts can toss out the derailed wagons from the bridge deck with severe consequences to the traffic underneath and the safety of the occupants of the wagons. This paper presents a study of the train–track–bridge interaction during a heavy freight train crossing a concrete box girder bridge from a normal operation to a derailed state. A numerical model that considers the bridge vibration, train–track interaction and the train post-derailment behaviour is formulated based on a coupled finite-element – multi-body dynamics (FE-MBD) theory. The model is applied to predict the post-derailment behaviour of a freight train composed of one locomotive and several wagons, as well as the dynamic response of a straight single-span simply supported bridge containing ballast track subjected to derailment impacts. For this purpose, a typical derailment scenario of a heavy freight train passing over a severe track geometry defect is introduced. The dynamic derailment behaviour of the heavy freight train and the dynamic responses of the rail bridge are illustrated through numerical examples. The results exhibit the potential for tossing out of the derailed trains from the unstable increase in the yaw angle signature and a lower rate of increase of the bridge deck bending moment compared to the increase in the static axle load of the derailed wheelset. 相似文献

Friction within the wheel–rail contact highly influences all aspects of vehicle–track interaction. Models describing this frictional behaviour are of high relevance, for example, for reliable predictions on drive train dynamics. It has been shown by experiments, that the friction at a certain position on rail is not describable by only one number for the coefficient of friction. Beside the contact conditions (existence of liquids, solid third bodies, etc.) the vehicle speed, normal loading and contact geometry are further influencing factors. State-of-the-art models are not able to account for this sufficiently. Thus, an Extended-Creep-Force-Model was developed taking into account effects from third body layers. This model is able to describe all considered effects. In this way, a significant improvement of the prediction quality with respect to all aspects of vehicle–track interaction is expected. 相似文献

An idle speed engine model has been proposed and applied for the development of an idle speed controller for a 125 cc two
wheeler spark ignition engine. The procedure uses the measured Indicated Mean Effective Pressure (IMEP) at different speeds
at a constant fuel rate and throttle position obtained by varying the spark timing. At idling conditions, IMEP corresponds
to the friction mean effective pressure. A retardation test was conducted to determine the moment of inertia of the engine.
Using these data, a model for simulating the idle speed fluctuations, when there are unknown torque disturbances, was developed.
This model was successfully applied to the development of a closed loop idle speed controller based on spark timing. The controller
was then implemented on a dSPACE Micro Autobox on the actual engine. The Proportional Derivative Integral (PID) controller
parameters obtained from the model were found to match fairly well with the experimental values, indicating the usefulness
of the developed idle speed model. Finally, the optimized idle speed control algorithm was embedded in and successfully demonstrated
with an in-house built, low cost engine management system (EMS) specifically designed for two-wheeler applications. 相似文献

In this paper we develop and explore an approach to estimate dynamic models of activity generation on one-day travel-diary data. Dynamic models predict multi-day activity patterns of individuals taking into account dynamic needs as well as day-varying preferences and time-budgets. We formulate an ordered-logit model of dynamic activity-agenda-formation decisions and show how one-day observation probabilities can be derived from the model as a function of the model’s parameters and, with that, how parameters can be estimated using standard loglikelihood estimation. A scale parameter cannot be identified because information on within-person variability is lacking in one-day data. An application of the method to data from a national travel survey illustrates the method. A test on simulated data indicates that, given a pre-set scale, the parameters can be identified and that estimates are robust for a source of heterogeneity not captured in the model. This result indicates that dynamic activity-based models of the kind considered here can be estimated from data that are less costly to collect and that support the large sample sizes typically required for travel-demand modeling. We conclude therefore that the proposed approach opens up a way to develop large-scale dynamic activity-based models of travel demand. 相似文献

It is well known that in-cylinder flow is very important factor for the performance of SI engine. An appropriate in-cylinder flow pattern can enhance the turbulence intensity at spark time, therefore increasing the stability of combustion, reducing emission and improving fuel economy. In this paper, the effect of intake port design on in-cylinder flow is studied. It is found a vortex existed at the upper side of intake port of a production SI engine used in the study, during the intake stroke, which will reduce both tumble ratio and volumetric efficiency. A minor modification on intake port is made to eliminate the vortex and increase tumble ratio while keeping volumetric efficiency at the same level. It is demonstrated that the increase in tumble in the new design results in a 20 per cent increase in the fuel vaporization. In this study, both KIVA and STAR-CD are used to simulate the engine cold flow, as well as ICEM CFD and es-ice used as pre-processor respectively due to the complexity of engine geometry. Simulation results from KIVA and STAR-CD are compared and analyzed. 相似文献
