This paper reviews the present levels of operating support to, and public investment in, public transport systems in Western Europe. All internal bus, tram and rail services are included, and estimates made for total support in Britain, Sweden, West Germany, the Netherlands and France. To make comparison meaningful, these are shown in relation to GDP and traffic carried. Support levels in Britain are below average, but by no means the lowest as sometimes assumed. Reasons for providing support are considered, including existence of financial burdens arising historically, assistance to particular groups of users, problems in price discrimination and inability of other modes' charges to reflect costs. The extent to which support payments may merely subsidise inefficiency is outlined. A distinction is drawn between productive efficiency, i.e. the resources used to provide a specified level of service and fare, and allocative efficiency, i.e. the extent to which resources are allocated so as to maximise traffic, etc. The extent for reducing support yet retaining the present general level of service and fare is considered.Means of raising finance for support are outlined, including relative roles of central and local government. The scope of local taxes being raised to meet local objectives is considered, notably in the French versement transport: In conclusion, it is suggested that trunk inter-city services should cover all costs from fares, by a discriminatory pricing policy, but central government provide a basic support level for rural areas. In urban areas, practical limits exist to price discrimination, and the best policy may be collective purchase of facilities through a local tax. 相似文献

This paper describes an investigation into active roll control of articulated vehicles. The objective is to minimise lateral load transfer using anti-roll bars incorporating low bandwidth hydraulic actuators. Results from handling tests performed on an articulated vehicle are used to validate a nonlinear yaw/roll model of the vehicle. The methodology used to design lateral acceleration controllers for vehicles equipped with active anti-roll bars is developed using a simplified linear articulated vehicle model. The hardware limitations and power consumption requirements of the active elements are studied. The controller is then implemented in the validated articulated vehicle model to evaluate the performance of an articulated lorry with active anti-roll bars. The simulation results demonstrate the possibility of a significant improvement in transient roll performance of the vehicle, using a relatively low power system (10 kW), with low bandwidth actuators (5 Hz). 相似文献

An optimal control law for a vehicle suspension is developed using a discrete linear quadratic regulator framework. The time delay between the disturbance due to the road at the front and rear wheels is incorporated into the model, and it is shown that the optimal control law requires information gathered at the front wheels. With a simplified approach for creating road surface elevation information for simulation of vehicle vertical response to roadway unevenness, roadways for single and parallel track simulations and averaged roads for variable velocity simulation are developed. Sets of correctly chosen random roadway slopes are averaged appropriately for the variable velocity simulation. The procedure generates approximately “white” slope spectral density roadways in the frequency ranges of interest, and the elevation profiles are representative of average road profiles. The New York State Department of Transportation was required to certify as to the economy and efficiency of transit operators participating in the State's public transportation operating assistance program. This paper describes the efforts undertaken to meet this mandate.Discussed are past efforts to link performance measures to funding programs; reasons for modifying measures which had been used in previous efforts; and some of the problems and issues raised by the use of such criteria. The paper identifies 15 performance measures being used by New York State in its evaluations, the actual ranges encountered in the transit operations being funded through the state program, and tentative acceptable and desirable levels of those measures which the Transportation Department is using in its evaluation. ABSTRACTThis paper presents results of an I-95 Corridor Coalition sponsored project to assess the ability of outsourced vehicle probe data to provide accurate travel time on signalized roadways for the purposes of real-time operations as well as performance measures. The quality of outsourced probe data on freeways has led many departments of transportation to consider such data for arterial performance monitoring. From April 2013 through June of 2014, the University of Maryland Center for Advanced Transportation Technology gathered travel times from several arterial corridors within the mid-Atlantic region using Bluetooth traffic monitoring (BTM) equipment, and compared these travel times with the data reported to the I95 Vehicle Probe Project (VPP) from an outsourced probe data vendor. The analysis consisted of several methodologies: (1) a traditional analysis that used precision and bias speed metrics; (2) a slowdown analysis that quantified the percentage of significant traffic disruptions accurately captured in the VPP data; (3) a sampled distribution method that uses overlay methods to enhance and analyze recurring congestion patterns. (4) Last, the BTM and VPP data from each 24-hour period of data collection were reviewed by the research team to assess the extent to which VPP captured the nature of the traffic flow. Based on the analysis, probe data is recommended only on arterial roadways with signal densities (measured in signals per mile) up to one, and it should be tested and used with caution for signal densities between one and two, and is not recommended when signal density exceeds two. 相似文献

The recent increase in demand for performance‐driven and outcome‐based transportation planning makes accurate and reliable performance measures essential. Vehicle miles traveled (VMT), the total miles traveled by all vehicles on roadways, has been utilized widely as a proxy for traffic impact assessment, vehicle emissions, gasoline consumption, and crashes. Accordingly, a number of studies estimate VMT using diverse data sources. This study estimates VMT in the urban area of Bucheon, South Korea, by predicting the annual average daily traffic for unmeasured locations using spatial interpolation techniques (i.e., regression kriging and linear regression). The predictive performance of this method is compared with that of the existing Highway Performance Monitoring System (HPMS) method. The results show that regression kriging could provide more accurate VMT estimates than the HPMS method and linear regression, especially with a small sample size.
