A dominant theme in the debate on road pricing (RP) reform is securing buy in from all key stakeholders as a pre-condition for gaining support from politicians. This paper explores the key influences and the extent to which particular RP schemes are acceptable to the community at large, and how this translates into support if a scheme were subject to a vote in a referendum. Using data collected in Sydney in 2012 from a sample of car users, we estimate a recursive simultaneous bivariate probit model that recognises the endogeneity effect of scheme acceptability on voting plans. We find that there is a very strong link between voting intentions and scheme acceptability, and provide a series of direct elasticity estimates of the influence that the cost elements of RP reform schemes have on the joint probability of accepting and voting for a scheme.  相似文献

The coastal zone is attractive for human settlement because it tends to be resource rich, providing a good location to generate incomes and livelihoods. Equally, however, it is a complex and powerful natural environment, which means that the coastal zone often becomes a focus of conflict with multiple users competing for limited space and resources. Understanding the causes of, and determining solutions to, the ensuing problems requires inputs from a range of analyses across sectors and disciplines. However, different disciplinary and sectoral approaches frequently use different investigative methods, language, and means of presenting results. This article presents a framework that has been developed in collaboration with Indian institutions over the past three years in an effort to address some of these fundamental problems of analysis and translation into policy action. Key components addressed by the framework are strengthening the capacity to practice, knowing how to proceed and how to find out what needs to be known using experience-based problem solving.  相似文献

This paper proposes the adoption of an integrated inventory and transportation system (IITS) to minimize the total costs of inventory and transportation. A non-linear programing is developed by analyzing transportation and inventory costs with one supplier and many retailers in the distribution environment. The paper compares the proposed model with the traditional approach in computing total costs with numerical data. The results indicate that the total costs can be optimized by adopting integrated programing rather than the traditional approach, along with achieving improved customer service levels. In particular, sensitivity analysis is applied to determine the performance of the IITS under various transportation costs, holding costs and shortage costs. It shows that the transportation cost per unit is most sensitive in the proposed model. In this situation, the IITS is more effective for cost saving when set-up cost, holding and shortage costs are high, but is less effective for situations involving high per-unit transportation costs.  相似文献

Abstract

Over the past few years an unusually intense struggle over the future of the Lake Michigan fishery has occurred in the coastal communities of Racine and Kenosha. This struggle has engaged participants on the local, state, and national levels in the debate over the fishery as it is potentially impacted by the presence of environmental toxins, the rising cost of fish stocking and management, and conflicting user group demands. We describe three cases where urban sports anglers, with the assistance of university based social scientists, participated in state and city public policy decisions. After discussing this research and its policy implications, we propose a general public participation paradigm termed the Reciprocal Development Model.  相似文献

This paper first presents arguments for having public sector port authorities. They can deal, flexibly and permanently, with property rights within their own areas. They can plan and regulate port areas comprehensively. They can provide ‘public goods’. They can deal, in various ways, with externalities. They can promote efficiency, whether their own (if they operate as a comprehensive port) or that of the private sector (if they are largely landlords). For example, if their policy is to rely on the private sector to produce efficiency through competition then they can see to it that there actually is competition and not any kind of cartel or monopoly. Examples are cited where this last function has not been performed. The exception for single-user ports is noted.

Against them are the general disadvantages of public authorities (or bureaucracies)—though examples are cited where port authorities had very small staffs. The common instances of ‘market failure’ may thus be contrasted with those of ‘government failure’. Finally, a pragmatic approach is advocated, tailored to the needs and resources of the country in question. The increasing effect of the economies of scale in port technology, and its limitation on competition, is, however, noted and to be discussed in the next paper.  相似文献

Traveller information provision has become a key government priority in the UK following the publication of its Transport White Paper in July 1998. Developments are already underway for the integration of information systems across different public transport modes and between public transport information systems covering different regions. The Highways Agency (which is responsible for managing the strategic road network in the UK) is also advancing in its development of information databases and systems for the motorist. This paper considers the prospect of providing travellers with multimodal information with integration of driver information with public transport information. If such integration can be achieved then travellers, and in particular drivers, have the prospect of being presented with comparable information on travel options across modes. An integrated information service has a great potential to inform and influence travel choices. The paper considers the issue of travel choices and the role that information can play particularly in the context of mode choice. The political (UK) and technological climate for information provision is outlined. The paper identifies issues that will need to be addressed to identify the requirements from, and potential benefits of, integrated information, and the obstacles and challenges likely to be faced in moving towards it. Driver reactions, in particular, to the prospect of integrated information provision are fundamental to the assessment of its potential importance and value.  相似文献

The ocean and Great Lakes coasts of the United States are experiencing widespread economic and environmental damage from coastal flooding and erosion. During this century, public response to such coastal hazards has evolved haphazardly in response to particular disasters. Over time, however, the range of response has broadened as research has helped to refine public understanding of physical coastal processes, and specific disasters have been studied before longer term forms of institutional response have been formulated. Earlier reliance on engineered shoreline protection has been supplemented by beach nourishment, flood insurance, building and land use regulations, coastal zone planning, and other approaches. This article interprets the evolution of such public policy innovations in terms of a model that depicts the interaction of spatially differentiated systems of physical, legal, and cultural phenomena in the coastal context.  相似文献

A method for modeling air carrier departure delays at commercial‐service airports as autoregressive random processes is presented. This method employs the correlation of a priori demand data to significantly reduce prediction error in the optimal least‐squares estimator for additive white noise. The Sydney Olympics held in September 2000 provided an opportunity to monitor the planning of transport provision for the world's greatest sporting spectacular. As the single largest major event, the pressures on a city's transport system are enormous, as witnessed by the previous Games in Atlanta and Barcelona. This paper takes a value-chain approach to assess transport performance as a crucial element in the delivery of the Sydney Olympic Games. We begin with a brief overview of strategic value, highlighting some generic aspects of value chains followed by the transport delivery system that came to the fore as significant 'drivers' in the value chain. This is followed by a summary of the effectiveness of the buses, trains, taxis, roads and the airport. A more detailed look is provided of the private bus sector where the problems leading up the opening of the Games received a great deal of media attention. The paper concludes with two stories, one good, one not so good, about transport and the Olympic Games.  相似文献
