The aim of this paper is to discuss cross-lagged panel analysis in terms of the causal inferences it generates about the relationship of beliefs about modes and mode choice behavior. Frequencies of use of the single-occupant automobile (SOA), bus and carpool, as well as beliefs about each of the modes, were collected from a sample of central business district commuters at two points in time. The belief variables for each mode were summed to form composite measures and were corrected for unreliability due to measurement error.Perceptions of each mode and the frequency of its use were analyzed for influences operating over time. A time interval was assumed to exist during which the variables causally operated on each other. It was assumed that the time necessary for an individual to change modes based on his perception was equivalent to the interval required for a person to alter perceptions based on his experience. The causal structure relating the two variables was also assumed to be stable over time. An additional assumption was required to distinguish between third variable effects, or spuriousness, and dual causation: if a third variable were to be causing the relationship, it would be operating at a relatively constant rate over time.A strong causal relationship was found to be operating between beliefs about SOA and bus and use of those modes over time. The relationship is mutually causative; beliefs determine behavior and behavior reinforces and changes perceptions. Analysis of the carpool data indicated that the causal structure had changed over time and could not be analyzed with this technique. This paper reviews theoretical issues surrounding transport safety modeling and the implications for road safety policy. The behavioral mechanisms that affect transport safety are typically not considered in safety modeling. These issues are discussed in the context of trade-offs between risk-taking, as perceived by travelers, and other mobility objectives and the attributes associated with them. This is an extension of other theoretical frameworks, such as risk compensation, and attempts to integrate some of the previous frameworks developed over the years. Various examples of behavioral adaptation to specific policies are discussed and linked to the framework. These issues are then discussed in the context of improvements to empirical work in this area and the linkage of theoretical frameworks to crash modeling, in particular the estimation and use of Crash Modification Factors. Conclusions suggest that there are many deficiencies in practice, from estimation of models to choice of effective policies. Progress is being made on the former, while the publication of practical guidance seems to have substantial lags in knowledge. 相似文献

Abstract This paper presents the hypothesis that in order to create a safer road environment, there needs to be a change in the approach used by police services. A shift in methodology is required that moves away from punishment, such as issuing traffic tickets, and its attendant measures of success, total number of tickets issued or total amount of fines, to a safety-based methodology with its main emphasis on reducing collisions and their severity. This requires understanding the social context of driving and how dangerous driving is defined. This paper moves from these topics to describing deterrence theory which is the common philosophy underlying the criminal justice system today, including how the police handle traffic violations. This paper quantifies likely changes in greenhouse gas emissions which contribute to anthropogenic climate change, resulting
from the expansion of the Panama Canal and the consequent increase in ship-borne commercial transportation from east Asia
to the US east coast. Ocean transportation offers higher fuel economy and lower pollutant emissions compared with land transport.
Additionally, truck and train transportation of cargo along the US land bridge threatens to overwhelm existing highway and
rail systems and limit economic growth. The alternate transportation route for easterly transit of the Panama Canal will reduce
