Improved criteria are necessary to aid in determining awards of federal funds for metropolitan transit projects. Commuting is the main use for public transit. Thus a primary objective of an urban transit system should be to provide a flexible and balanced set of options to the workers in the metropolitan area for their journey to work. This paper discusses various facets of an appropriate balance among the three modes: rapid rail, bus, and automobile. Three cities are selected for further analysis: Baltimore, Kansas City, and Phoenix. These cities represent different stages in economic-transportation development, and also present different spatial patterns of residence and employment. The applicability of rapid rail transit to each city is examined in view of central city worker concentration and recent trends.  相似文献

The paper reviews the current situation on-board microprocessor applications. It first describes the aspects of vehicle technology and performance that are the focus for on-board computing equipment, from engine management systems through to fully intergrated driver decision support. In the second section a wider perspective is taken by examining the interaction of the vehicle and its environment. The third and final section of the paper considers elements of communication which permit extensive transmission of vehicle and journey data for public and private use. This paper proposes a new activity-based transit assignment model for investigating the scheduling (or timetabling) problem of transit services in multi-modal transit networks. The proposed model can be used to generate the short-term and long-term timetables of multimodal transit lines for transit operations and service planning purposes. The interaction between transit timetables and passenger activity-travel scheduling behaviors is captured by the proposed model, as the activity and travel choices of transit passengers are considered explicitly in terms of departure time choice, activity/trip chain choices, activity duration choice, transit line and mode choices. A heuristic solution algorithm which combines the Hooke–Jeeves method and an iterative supply–demand equilibrium approach is developed to solve the proposed model. Two numerical examples are presented to illustrate the differences between the activity-based approach and the traditional trip-based method, together with comparison on the effects of optimal timetables with even and uneven headways. It is shown that the passenger travel scheduling pattern derived from the activity-based approach is significantly different from that obtained by the trip-based method, and that a demand-sensitive (with uneven headway) timetable is more efficient than an even-headway timetable.  相似文献

This paper describes an integrated methodology for identifying potential ‘quick wins’ for mode shift from road to passenger rail transport. Firstly, a procedure for analysing rail’s relative competitiveness in the market for passenger transport between large urban areas is developed and then applied to a UK case study. The purpose of such analysis is to allow the identification of flows where rail is currently relatively uncompetitive (in terms of journey time in particular) and to assess the reasons for this poor performance, so that the issues which suppress rail use may be addressed. In parallel, a framework, methodology and tool for the assessment of existing and potential capacity (trains, seats, TEUs, etc.) is developed for both passenger and freight traffic, to identify and address network constraints. An illustrative example of the use of these demand and capacity assessment tools is then presented, with the tools used to identify and evaluate flows where rail demand is suppressed by poor service quality and where spare capacity exists which would allow the passenger rail service to be improved without requiring significant investments in infrastructure. The effects of such improvements on demand are predicted, and the cost implications of operating such additional services are discussed. The analysis suggests that there may be significant potential for increasing rail’s mode share by providing additional inter-urban services where rail currently offers an inferior service.  相似文献

One of the biggest unresolved problems regarding the completion of the free internal transport market within the European community is the problem of harmonization of taxation on the road haulage industry. As the highest tax country, Britain might be expected to have to reduce its level of taxes as part of any harmonization.

This paper considers the current methodology of the British Department of Transport regarding the allocation of the track and external costs of road transport, in the light of developments in methodology and experience elsewhere in Western Europe and North America. We find a number of reasons for believing that, far from overstating the marginal social cost of use of roads by the road haulage industry, the current British approach actually understates it. Thus any move towards harmonizing tax levels may reduce taxes in Britain at a time when they should be increasing.  相似文献

This study analyzes data of traffic crossing San Francisco Bay and passing through the Berkeley Hills via Caldecott Tunnel to determine the effect of the opening in 1974 of the Bay Area Rapid Transit System (BART) transbay line. There was a sudden shift in trend lines in 1974; vehicle volumes dropped, transit patronage jumped, but total person trips in the short run followed roughly the trends of the previous eight years. Since 1974, the growth rate in person trips through the Berkeley Hills appears to have remained about the same, while transbay vehicle and transit traffic have increased at a more rapid rate. The increase in transit patronage is particularly noticeable between the morning and afternoon peaks and probably represents new trips by shoppers and sightseers. Whereas other factors, such as the increase in the price of gasoline between October 1973 and July 1974 may have contributed a little to the sudden change in the long‐range trends in 1974, it is believed that the major cause was the opening of the BART network to transbay travel.

This paper focuses on the effects of deregulation of motor carriers in Australia. It is particularly concerned with the implications of regulatory reform beyond the transport sector and uses a general equilibrium approach to examine the economy wide effects of deregulation. Among other things the paper shows that the effects of deregulation are not evenly distributed across all types of industries. Furthermore it concludes that the magnitude of the effects from deregulation in any given industry is not necessarily correlated with the share of total costs devoted to the purchase of transportation services.

Vehicle routing problems (VRPs) whose typical objective is to minimise total travel costs over a tour have evolved over the years with objectives ranging from minimising travel times and distances to minimising pollution and fuel consumption. However, driver behaviour continues to be neglected while planning for vehicle routes. Factors such as traffic congestion levels, monotonous drives and fatigue have an impact on the behaviour of drivers, which in turn might affect their speed-choice and route-choice behaviours. The behaviour of drivers and their subsequent decision-making owing to these factors impact the revenue of transport companies and could lead to huge losses in extreme cases. There have been studies on the behaviour of drivers in isolation, without inclusion of the objectives and constraints of the traditional routing problem. This paper presents a review of existing models of VRP, planner behaviour models in the VRP context and driver behaviour models and provides a motivation to integrate these models in a stochastic traffic environment to produce practical, economic and driver-friendly logistics solutions. The paper provides valuable insights on the relevance of behavioural issues in logistics and highlights the modelling implications of incorporating planner and driver behaviour in the framework of routing problems.  相似文献
