Latin America and the Caribbean have evolved as a region of increased interest for the maritime and port industry as well as for academic research. Maritime transport activity in the region has experienced sustained growth rates over the last decades, resulting in ever-increasing demand for maritime services and port infrastructure. At the 2011 Annual Conference of the International Association of Maritime Economists (IAME), Latin America received significant attention. This editorial responds to growing research by giving a brief overview of the current situation and contemporary issues in maritime transport within the region. It also introduces the six selected papers for this Special Issue.  相似文献

International shipping is a significant contributor to Global Greenhouse Gas (GHG) emissions, responsible for approximately 3% of global CO2 emissions. The International Maritime Organization is currently working to establish GHG regulations for international shipping and a cost effectiveness approach has been suggested to determine the required emission reductions from shipping. To achieve emission reductions in a cost effective manner, this study has assessed the cost and reduction potential for present and future abatement measures based on new and unpublished data. The model used captures the world fleet up to 2030, and the analysis includes 25 separate measures. A new integrated modelling approach has been used combining fleet projections with activity-based CO2 emission modelling and projected development of measures for CO2 emission reduction. The world fleet projections up to 2030 are constructed using a fleet growth model that takes into account assumed ship type specific scrapping and new building rates. A baseline trajectory for CO2 emission is then established. The reduction potential from the baseline trajectory and the associated marginal cost levels are calculated for 25 different emission reduction measures. The results are given as marginal abatement cost curves, and as future cost scenarios for reduction of world fleet CO2 emissions. The results show that a scenario in which CO2 emissions are reduced by 33% from baseline in 2030 is achievable at a marginal cost of USD 0 per tonne reduced. At this cost level, emission in 2010 can be reduced by 19% and by 24% in 2020. A scenario with 49% reduction from baseline in 2030 can be achieved at a marginal cost of USD 100 per tonne (27% in 2010 and 35% in 2020). Furthermore, it is evident that further increasing the cost level beyond USD 100 per tonne yield very little in terms of further emission reduction. The results also indicate that stabilising fleet emissions at current levels is obtainable at moderate costs, compensating for fleet growth up to 2030. However, significant reductions beyond current levels seem difficult to achieve. Marginal abatement costs for the major ship types are also calculated, and the results are shown to be relatively homogenous for all major ship types. The presented data and methodology could be very useful for assisting the industry and policymakers in selecting cost effective solutions for reducing GHG emissions from the world fleet.  相似文献

To address the maritime security issue, the IMO Diplomatic Conference adopted in December 2002 the International Ship and Port Facility Security (ISPS) Code. The European Union fully agreed with its contents; Regulation (EC) No. 725/2004 transposes in Community Law the associated rules, which came into force on 1 July 2004. Interesting questions from an EU-policy point of view are then: What are the additional costs associated with the implementation of security regulations by port facilities (here in particular terminals) in EU-member states? Moreover, how are these additional costs being recovered by port facilities? Another inter-related question is: are there any subsidies involved in the cost recovery? The present paper addresses these questions with the presentation of the main results of an explorative empirical study on maritime security-related costs and their financing in EU-member states. Furthermore, a number of topics are recommended for further study on maritime security costs and financing and associated (EU) regulations.  相似文献

This paper reviews the economic literature relating to aviation safety; analyzes the safety record of commercial passenger aviation in the United States and abroad; examines aviation security as a growing dimension of aviation safety; and identifies emerging issues in airline safety and challenges for aviation safety research. Commercial airline safety has improved dramatically since the industry's birth over a century ago. Fatal accident rates for large scheduled jet airlines have fallen to the level where (along many dimensions) aviation is now the safest mode of commercial transportation. However, safety performance has not been evenly distributed across all segments of commercial aviation, nor among all countries and regions of the world. The finding that developing countries have much poorer safety records has been a persistent conclusion in aviation safety research and continues to be the case. Unfortunately, operations data are not available for many of the airlines that experience fatal accidents, so it is not possible to calculate reliable fatality rates for many segments of the worldwide aviation industry. Without more complete information, it will likely be difficult to make substantial improvements in the safety of these operations. Challenges to improving aviation security include: how much to focus on identifying the terrorists as opposed to identifying the tools they might use; determining how to respond to terrorist threats; and determining the public versus private roles in providing aviation security. The next generation of safety challenges now require development and understanding of new forms of data to improve safety in other segments of commercial aviation, and moving from a reactive, incident-based approach toward a more proactive, predictive and systems-based approach.  相似文献

Abstract

In recent years, concern has grown over good practices in the procurement process in public–private partnerships (PPPs). The consensus view is that PPPs are prone to higher transaction costs than traditional public provision. In this paper, we contrast the hypothesis that transaction costs in transport PPPs depend, to a large extent, on the procurement mechanism used in each case, comparing the Negotiated and the Open procedures. Given that PPPs may offer considerable benefits and significant savings over the entire life cycle of the project, it is essential for PPPs to minimize those costs that undermine efficiency gains and that deter private involvement. The quantitative analysis undertaken in this paper highlights that there is room for important savings in the tendering of PPP transport infrastructure projects, using an Open procedure.  相似文献

The feasibility of implementing short sea shipping (SSS) between two specific ports has been typically approached on the operative level, in terms of time and cost for a specific origin–destination pair. This paper focuses on the strategic level. Particularly, its goal is to study the potential of SSS in different industrial sectors by analysing their freight-distribution strategies. To achieve the objective, some standard freight-distribution strategies are defined based on the requirements of the industry, the demand and the product being transported. The information is complemented with a survey of more than 100 Spanish companies distributing internationally. As a result it is concluded that there are economies of scale related to the size of the carrier (the ship) and its capacity to absorb the variability in demand. This potential increases with the cargo value. Additionally, a framework of supply/distribution chains is provided which can help to identify potential customers/sectors and the feasibility of new potential shipping lines. The value of this paper resides in its approach (strategic, instead of operational/tactical), and the solid groundwork point provided for future researchers.  相似文献

The “no net wetland loss” goal has not been met in urban coastal regions where conditions continue to exacerbate wetland losses. Under the Clean Water Act (Section 404) the U.S. Army Corps of Engineers and U. S. Environmental Protection Agency share responsibility for regulating placement of fill material in wetlands. The `no discharge of fill' rules threaten coastal wetlands with continuing losses due to effects of changing climate, including rising sea levels, higher storm surges, and flooding. Where inland migration is limited by development, or where sediment accretion rates are lower than the rate of sea level rise, urban wetlands will be lost unless marsh topography is elevated. We explored regulatory and design approaches in recent Hudson-Raritan Estuary (HRE), San Francisco Bay Estuary and coastal Louisiana restorations, including creation of new marshland using dredge material. Questions related to sea level rise, ecological position within the landscape, or potential effects of extreme storm events were not addressed in the HRE restoration designs; these concerns were taken into account in other regions. We suggest benefits of marsh `replenishment' should be acknowledged in Federal regulatory policy and that consistent policies supportive of low-lying coastal marsh preservation in all regions should be enacted.  相似文献

In this paper,various aspects of the 2D and 3D nonlinear liquid sloshing problems in vertically excited containers have been studied numerically along with the help of a modified-transformation.Based on this new numerical algorithm,a numerical study on a regularly and randomly excited container in vertical direction was conducted utilizing four different cases: The first case was performed utilizing a 2D container with regular excitations.The next case examined a regularly excited 3D container with two different initial conditions for the liquid free surface,and finally,3D container with random excitation in the vertical direction.A grid independence study was performed along with a series of validation tests.An iteration error estimation method was used to stop the iterative solver(used for solving the discretized governing equations in the computational domain) upon reaching steady state of results at each time step.In the present case,this method was found to produce quite accurate results and to be more time efficient as compared to other conventional stopping procedures for iterative solvers.The results were validated with benchmark results.The wave elevation time history,phase plane diagram and surface plots represent the wave nonlinearity during its motion.  相似文献

A simplified model of a low speed large two-stroke marine diesel engine cylinder is developed. The effect of piston position on the in-cylinder swirling flow during the scavenging process is studied using the stereoscopic particle image velocimetry technique. The measurements are conducted at different cross-sectional planes along the cylinder length and at piston positions covering the air intake port by 0, 25, 50 and 75 %. When the intake port is fully open, the tangential velocity profile is similar to a Burgers vortex, whereas the axial velocity has a wake-like profile. Due to internal wall friction, the swirl decays downstream, and the size of the vortex core increases. For increasing port closures, the tangential velocity profile changes from a Burgers vortex to a forced vortex, and the axial velocity changes correspondingly from a wake-like profile to a jet-like profile. For piston position with 75 % intake port closure, the jet-like axial velocity profile at a cross-sectional plane close to the intake port changes back to a wake-like profile at the adjacent downstream cross-sectional plane. This is characteristic of a vortex breakdown. The non-dimensional velocity profiles show no significant variation with the variation in Reynolds number.  相似文献

The railway multi-body software developed for more than 20 years by INRETS (now IFSTTAR), under the name VOCO®, has been dedicated from the origin to highly nonlinear elements, such as the dry friction dampers of freight bogies and the wheel–rail contact based on measured profiles. A second important step has been the discovery of a particular method in order to simulate on sinuous tracks. In the aim of industrial applications, the specification has always been to reach the goal of real time. Although it is not possible in all the cases, the recent non-Hertzian contact development is allowing real-time simulation to be achieved.  相似文献
