The stocks of principal groundfish species off New England have collapsed, creating economic hardship and dislocation in fishing communities from Rhode Island to Maine. In this article we analyze the causes of this collapse using the ?ratchet effect? described by Ludwig, Hilborn, and Walters (1993) as a framework. According to Ludwig, Hilborn, and Walters, powerful economic and political interests drive fisheries to overcapitalize and overexploit despite scientific evidence that stocks are declining. When the fishery is no longer economically viable, governments provide financial assistance to minimize economic hardship. When stocks increase there is another rush to invest, and the cycle repeats itself. The history of groundfish management in New England conforms well to this model. Optimism among fishers and government over U.S. control of this fishery in 1977 stimulated successive rounds of investment that built up excessive fishing capacity despite warnings from scientists that stocks were becoming weaker. Management regimes designed by the New England Fishery Management Council were ineffective in constraining fishing effort. Collapse of the stocks has led to severe restrictions on fishing and to government assistance. We suggest that the integration of science, management, and harvesting sectors through ecosystem-based management offers the best means of avoiding similar situations in the future. 相似文献

Since the economic reforms in the late 1970s, the shipbuilding industry in China has enjoyed rapid growth. Over the past two decades, many new building contracts have been won and successfully completed. However, some shipyards have also suffered great losses. Basing on their experience in Southern China, the authors examine some of the major challenges that Chinese shipbuilders faced during this transitional period, when the industry ventured into the international market. These challenges are broadly categorized into two areas: (i) external factors, such as inflation and infrastructural support that the shipbuilder had no control over, and (ii) shipbuilding management, which the shipbuilder had to master in order to gain competitive advantage. Atmospheric and water pollution are two main sources of negative environmental externalities generated by shipping. This study recognizes the negative externalities in the production of port services in East Asia by explicitly incorporating environmental impacts of shipping. Programming techniques are used to analyze 156 Origin–Destination pairs between 13 major East Asian ports, to derive the externality-augmented measures of port productivity and efficiency at the waterside. Data from multi-day travel or activity diaries might be biased if recording inaccuracies and tendencies for respondents to skip certain types of trips or activities increases (or decreases) from day-to-day over the diary period. One objective of the research reported here is to test for such temporal biases in a seven-day travel diary. A second objective is to calculate correction factors which can be applied to the data in the case that biases are found. The analyses were conducted using regression and analysis-of-variance techniques. The variables investigated included total trips per day, total travel time per day, and trips per day by various modes (such as walking, car driver and car passenger). Results showed that most biases per capita statistics are due to increases over time in the percentage of respondents reporting no travel at all for an entire day. However, even after accounting for this bias by measuring statistics in terms of per mobile person, there remains a decrease over time of about 3.5 percent per day in the reporting of walking trips. This appears to be the main factor in the overall bias of about one percent per day in total trips per mobile person per day.
