Abstract

In June 1987, the U.S. Supreme Court in Nollan v. California Coastal Commission held against the California Coastal Commission. Did this legal landmark signal the rise of a new, conservative jurisprudence of takings? And if yes, did that imply the demise of what had been accomplished by the so‐called quiet revolution in land use control that swept the country in the late 1960s and early 1970s? The complexities of this case cannot be understood apart from the historical evolution of the Coastal Commission's policies through the 1970s and 1980s, particularly its coastal access policies. Because of these policies the Coastal Commission, since its inception in 1972, has been subjected to all kinds of criticism, but at the same time has been widely praised for its balanced approach. These varying assessments of the role and record of the Commission also underly the conflicting viewpoints and arguments of Justices Scalia, who wrote for the majority in Nollan, and Brennan, who filed an extremely strong dissent. The resulting legal uncertainties, added to the political setbacks suffered from a lukewarm legislature and a hostile governor, forced the Commission to temper its assertive mission of maximizing coastal access, at least for the time being.  相似文献

Phu Yen is a small province located in the central part of Vietnam and is suffering from a tremendous number of traffic casualties, compared with other cities in Vietnam and developed countries. Young riders take a large proportion, accounting for 47.6% in total traffic crashes. To resolve this issue, the present study aims to (i) analyze young riders' behavior and their attitudes towards traffic safety and to (ii) propose a procedure to develop a book of safe riding guidelines to reduce their involvement in dangerous situations. A set of 73 questions in the questionnaire survey have been conducted to determine the risk-taking behavior and attitude towards traffic safety of 300 individuals, who are using bicycles, e-bikes, mopeds, scooters, and motorcycles less than 150 cc. The statistical results indicate that there are significant differences among riding behavior and attitudes of respondents towards traffic safety regarding the regional factor (rural, suburb, and urban), the demographic factor (gender and age), and the travel distance factor. The guidelines designed based on the questionnaire survey are used to alter adolescents' riding behavior and attitudes and so help them recognize, avoid, and handle risks in demanding traffic situations. An analysis of the before and after the traffic safety training workshop to evaluate the effectiveness of the proposed guidelines indicated that there was a significant increment in the perceived risks of young riders after training them by using this book.  相似文献

This paper describes the historical development of Dutch motorization after the Second World War and the policy of the Dutch Government towards the car. Developments are presented in a context of population growth and changes in population structure, in the economic situation, and in land use. Trends in the use of public transport and the bicycle are also highlighted. Special attention is given to the economic recession and the rise of unemployment since 1980.  相似文献

This paper is concerned with the braking performance and the handling behavior of the tractor-semitrailer truck under optimal braking. Optimal control theory is used in order to deal with the problem and a combination of the steepest descent method and the Davidon Fletcher Powell method is used to solve it numerically. Results for some chosen braking maneuvers are obtained for a nonlinear truck model which has 14 degrees of freedom. These results show that, for the chosen maneuvers an idealized anti-skid braking is close to being optimal in the sense defined in this paper. Implementation of an idealized anti-skid braking on the tractor-semitrailer truck, however, may be not desirable.  相似文献

This paper discusses the question about how to write a literature review paper (LRP). It stresses the primary importance of adding value, rather than only providing an overview, and it then discusses some of the reasons for (or not) actually writing an LRP, including issues relating to the nature and scope of the paper. It also presents different types of LRPs, advises on reporting the methodology used for the selection of papers for review, and the structure of an LRP. An important conclusion is that the heterogeneity in LRPs is very large. This paper also presents some of the aspects that the authors feel are important structural and contextual considerations that help produce high-quality review papers.  相似文献

In this paper, a rule-based controller is developed for the control of a semi-active suspension to achieve minimal vertical acceleration. The rules are derived from the results obtained with a model predictive controller. It is shown that a rule-based controller can be derived that mimics the results of the model predictive controller and minimises vertical acceleration. Besides this, measurements on a test vehicle show that the developed rule-based controller achieves a real-world reduction of the vertical acceleration, which is in agreement with the simulations.  相似文献

For steer-by-wire systems, the steering feedback must be generated artificially due to the system characteristics. Classical control concepts require operating-point driven optimisations as well as increased calibration efforts in order to adequately simulate the steering torque in all driving states. Artificial neural networks (ANNs) are an innovative control concept; they are capable of learning arbitrary non-linear correlations without complex knowledge of physical dependencies. The present study investigates the suitability of neural networks for approximating unknown steering torques. To ensure robust processing of arbitrary data, network training with a sufficient volume of training data is required, that represents the relation between the input and target values in a wide range. The data were recorded in the course of various test drives. In this research, a variety of network topologies were trained, analysed and evaluated. Though the fundamental suitability of ANNs for the present control task was demonstrated.  相似文献
