This paper focuses on the effects of deregulation of motor carriers in Australia. It is particularly concerned with the implications of regulatory reform beyond the transport sector and uses a general equilibrium approach to examine the economy wide effects of deregulation. Among other things the paper shows that the effects of deregulation are not evenly distributed across all types of industries. Furthermore it concludes that the magnitude of the effects from deregulation in any given industry is not necessarily correlated with the share of total costs devoted to the purchase of transportation services. 相似文献

A public sector comparator (PSC) represents the hypothetical, risk-adjusted cost of a project—such as a road scheme—when that project is financed, owned and implemented by government. A PSC is commonly used in public procurement decision-making as a yardstick against which private investment proposals are evaluated. Using original material released by the UK Highways Agency for the first time, the author recreated the PSCs used for the evaluation of the first eight road projects to be promoted under the UK’s private finance initiative (PFI). Alternative assumptions regarding project risks were modelled using different levels of optimism-bias uplift, and the impact on value-for-money of using different discount rates was evaluated. Public sector comparators have attracted considerable attention in the literature as they retain a pivotal role in the policy decision to use—or not use—private finance. However the fact that their detail is usually kept confidential by public sector procuring agencies—because of commercial sensitivities—has restricted informed discussion and open debate. Now the architecture of these comparators is laid bare for critical examination. It has generally been assumed that any reduction in the discount rate used in PSC calculations will favour conventional procurement over PFI-type contracting arrangements. The research reported in this paper demonstrates that the relationship between the discount rate and the attractiveness of using private finance is not as simple as has been assumed, and the outcome in terms of value-for-money is not as predictable as has previously been reported. 相似文献

Though driving to and from work has become a prevalent experience in the lives of individuals in every metropolitan region in the US, much remains to be learned about the activity from the perspective of the drivers. To increase our understanding of the motivation for certain travel behaviors, we must first know something about what those drivers experience. The existing literature explains much, but the application of new methodologies could improve our ability to explain the willingness of individuals to choose to drive through increasingly congested road networks. The results of this study of oral histories of 12 women commuters underscore the idea that commute should be seen as a set of subjective behaviors that contradict some existing assumptions about why individuals commute. 相似文献

While much of the scholarly literature on immigrants’ travel focuses on transit use, the newest arrivals to the United States make over twelve times as many trips by carpool as by transit. Using the 2001 National Household Travel Survey and multinomial logit mode choice models, we examine the determinants of carpooling. In particular, we focus on the likelihood of carpooling among immigrants—carpooling both within and across households. After controlling for relevant determinants of carpooling, we find that immigrants are far more likely to form household carpools than native-born adults and also are more likely than the native-born to form external carpools (outside the household). Moreover, when faced with the options of carpooling and public transit, immigrants—even recent arrivals—appear to prefer carpools over transit more strongly than the native born. 相似文献

A method for determining optimal risk-based maintenance and rehabilitation (M&R) policies for transportation infrastructure is presented. The proposed policies guarantee a certain performance level across the network under a predefined level of risk. The long-term model is formulated in the Markov Decision Process framework with risk-averse actions and transitional probabilities describing the uncertainty in the deterioration process. The well known Conditional Value at Risk (CVaR) is used as the measure of risk. The steady-state risk-averse M&R policies are modeled assuming no budget restriction. To address the short-term resource allocation problem, two linear programming models are presented to generate network-level polices with different objectives. While the proposed methodology is general and can be used with any performance indicator, pavement roughness is used for numerical studies and an analytical expression for computing CVaR is derived. 相似文献

The freshwater plume in the western Gulf of Maine is being studied as part of an interdisciplinary investigation of the physical transport of a toxic alga. A field program was conducted in the springs of 1993 and 1994 to map the spatial and temporal patterns of salinity, currents and algal toxicity. The observations suggest that the plume's cross-shore structure varies markedly as a function of fluctuations in alongshore wind forcing. Consistent with Ekman drift dynamics, upwelling favorable winds spread the plume offshore, at times widening it to over 50 km in offshore extent, while downwelling favorable winds narrow the plume width to as little as 10 km.Using a simple slab model, we find qualitative agreement between the observed variations of plume width and those predicted by Ekman theory for short time scales of integration. Near surface current meters show significant correlations between cross-shore currents and alongshore wind stress, consistent with Ekman theory. Estimates of the terms in the alongshore momentum equation calculated from moored current meter arrays also indicate a dominant Ekman balance within the plume. A significant correlation between alongshore currents and winds suggests that interfacial drag may be important, although inclusion of a Raleigh drag term does not significantly improve the alongshore momentum balance. 相似文献

As for the tire analysis, lateral tire force is a fundamental factor that describes the stability of vehicle handling. Attempts to analyze the vehicle stability have been made based on various objective test methods and some specific factors such as yaw, lateral acceleration and roll angle. However, the problem to identify which axle is lack of the tire grip at a certain situation still remains. Since indoor tire force measurement system cannot represent a real road and vehicle conditions, tire force measurement through a real vehicle test is inevitable. Due to the high price of the tire force measurement device, tire force estimator can be an alternative toward cost reduction and device failure. In this paper, nonlinear planar full car model combined with tire model is proposed. Over the last decade, insights from the strategic management discipline have increasingly been applied to ports. A review of literature shows that in the analysis of port authority strategy, mainly outside-in approaches are applied. This paper adds to the emerging understanding of the port authority’s strategy by applying a cognitive perspective. Specifically, the strategic cognition of firms’ executives is one of the explanatory variables behind firms’ strategic decisions. Furthermore, cognitions are influenced by the organisational contexts in which port authority executives have worked. As a result, managerial “mental maps’ may vary across industry contexts and over time. This research investigates the strategic cognition of a global set of port authority executives through a survey-based instrument. The results show that, to a large extent, PAs resemble “regular” for-profit companies, but that they possess some specific beliefs that distinguish them from “regular” companies. 相似文献

This paper investigates the bi-directional flow characteristics at signalized crosswalk facilities in Hong Kong. Pedestrian flow measurements were conducted at selected signalized crosswalks in Hong Kong urban area with and without the Light Rail Transit (LRT) railway tracks in the median of the carriageway. The pedestrian speed-flow functions for these crosswalk facilities were calibrated. The relationships between the walking speed at capacity and directional distribution of pedestrian flow (or flow ratio) are determined. The effects of different flow ratio on the effective capacity are also investigated. The bi-directional pedestrian flow effects on signalized crosswalk facilities with LRT tracks are found more significant than those without LRT tracks. The result could be used as a basis to improve the assessment of the crosswalk's capacity and to determine the design walking speeds under different flow ratios at signalized crosswalks in Hong Kong and in other Asian cities with similar environments. 相似文献
