Dynamic programming of port position and scale in the hierarchized container ports network 总被引:1,自引:0,他引:1
A hierarchized container ports network, with several super hubs and many multilevel hub ports, will be established, mainly serving transshipment and carrying out most of its business in the hub-spoke mode. This paper sums up a programming model, in which the elementary statistic units, cost and expense of every phase of any shipment are the straight objects, and the minimum cost of the whole network is taken as the objective. This is established based on a dynamic system to make out the hierarchical structure of the container ports network, i.e. the trunk hub and feeder hubs can be planned in a economic zone, then the optimal scale vector can also be obtained for all container ports concerned with the network. Variable speed limit (VSL) and ramp metering (RM) affect freeway traffic operations in different ways and, accordingly, result in different effects on system travel time. The primary objective of this study is to propose an analytical procedure to help determine which control measure should be selected given different freeway bottlenecks and traffic conditions. The bottlenecks considered included an isolated merge bottleneck, a merge bottleneck with a closely spaced upstream off-ramp, and a diverge bottleneck with a closely spaced upstream on-ramp. Two RM and a VSL control strategies were considered, including the ALINEA, ALINEA/Q and feedback based VSL. The maximum achievable improvements in system efficiency by various control measures were calculated and the results were tested using modified cell transmission models. A coordinated control strategy that combined ALINEA/Q and VSL control was also proposed. The effects of VSL and RM control on system travel time at different freeway bottleneck areas were compared to identify the applicable conditions of different control measures. The analytical procedure was proposed for the selection of control measures at different bottlenecks and the ex-ante estimation of control effects were also discussed. 相似文献

Rural areas generally have lower and more dispersed demands for travel which cannot sustain conventional public transport services and consequently have a greater number of flexible and demand responsive transport services operating. These services usually operate on a stand-alone basis, are often subsidized and are typically only accessible by certain passenger types or for specific trip purposes. This generally results in uncoordinated and inefficient transport provision overall. The Flexible integrated transport services (FITS) system featured in this paper has been designed to address this problem. FITS can be used as a planning tool to assess potential benefits from relaxing operating constraints (e.g., a service's operating boundaries), which can potentially suggest service redesign. It also includes the capacity to assign subsidy payments on a trip by trip basis to increase cost efficiency whilst meeting a greater proportion of transport needs. The case study in the paper focusses on transport to health in the Aberdeenshire and Morayshire areas of Scotland in the UK. Despite flexible transport operators receiving public funds to meet passenger needs, this is currently being supplemented by public bodies paying large amounts in taxi fares in instances where there is a statutory obligation to provide travel but where no other suitable transport service exists. The results demonstrate the potential substantial savings which could be realized by allowing transport operators to redesign their services by relaxing constraints and by the reassignment of subsidies: resulting in more passenger demands being met and a reduction in public spending on taxi fares. 相似文献
