Abstract

Traditional transport infrastructure assessment methodologies rarely include the full range of strategic benefits for the transportation system. One of these benefits is the contribution to cross‐border integration, critical for the European integration process. However, this is a key issue in strategic planning and decision‐making processes, as its inclusion may increase the probability of large‐scale transport infrastructure projects being funded. This paper presents a methodology for the measurement of the contribution of transport infrastructure plans to European integration. The methodology is based on the measurement of the improvement in network efficiency in cross‐border regions of neighbouring countries, via accessibility calculations in a Geographical Information System support. The methodology was tested by applying it to the ambitious road and rail network extensions included in the Spanish Strategic Transport and Infrastructure Plan (PEIT) 2005–2020. The results show significant and important network efficiency improvements of the PEIT outside the Spanish border. For the road mode, while the Spanish average accessibility improvement accounts for 2.6%, average improvements in cross‐border regions of France and Portugal are of 1.8%. And for the rail mode, the corresponding Spanish value is 34.5%, whereas in neighbouring regions it accounts for 20.2%. These results stress the significant importance of this strategic benefit and the consequent need for its inclusion in strategic planning processes. Finally, the paper identifies the potential of the methodology when applied at different administrative levels, such as the local or state levels.  相似文献

Advanced traffic management systems rely heavily on technology to perform accurate estimations of the current state of the traffic as well as its short-term evolution. The objectives are improving traffic flow and enhancing road safety. Their success is based on accurate monitoring of two key variables, specifically speed and occupancy. The latter of the two has, to date, received significantly less attention from the scientific community. In this work we present a lightweight method to perform “on-line” occupancy estimation. We first propose three occupancy measurements calculated from data collected by a floating car: vehicle count, percentage of stop time, and headway. We then extend these discrete values to a continuous estimation of occupancy in space and time. The proposed estimators are based on a pairwise linear regression of each of the previously calculated measurements over certain references obtained from other floating cars or magnetic loop detectors. The method has been calibrated and validated under real traffic conditions and data. Despite the ease of implementation, the method is able to reproduce the occupancy values generated by the actual loop detectors, achieving promising results, with estimation errors down to 6.52%, even before multivehicle systems are considered.  相似文献

Origin-Destination surveys, which are regularly conducted in many cities (to calibrate transport models), contain indirect information on individual time use that can be recovered through the declared trip purpose. Although this data source is very rich, it has two limitations for the calibration of time use models: the level of disaggregation regarding time use is constrained by the definition of trip purposes, and the information gathered on different time periods is usually obtained from different individuals. In this paper we propose a new method to overcome the second limitation, transforming the original daily observations into individual-weeks. For every working day observation we build Saturday and Sunday “twins” as a convex combination of observed weekend individuals such that the distance between the attributes of the working day individual and the synthetic twin is minimized. We applied this procedure to the Santiago OD survey, and generated a database of weekly observations particularly rich for model calibration and segmentation.  相似文献

Because ports are conceived and designed mainly to be the transfer point of various types of freight, passengers tend to be forgotten in the analysis of port costs. In this paper first we investigate the importance of passengers in port infrastructure costs by means of a multi-output cost function estimated from 20 annual observations (1986-2005) for 26 Spanish Port Authorities. Results show that, although a passenger weights on average less than one tenth of a ton, he or she represents as much as two tons of solid bulk and about three tons of containerized general cargo in terms of marginal costs. Secondly, we compare the marginal costs of different cargoes with their price caps established by law. Results suggest that some type of second best pricing is induced by present regulation.  相似文献

Urban transit demand exhibits peaks in time and space, which can be efficiently served by means of different fleets, increasing frequencies in those groups of stops with larger passenger inflow. In this paper we develop a model that combines short turning and deadheading in an integrated strategy for a single transit line, where the optimization variables are both of a continuous and discrete nature: frequencies within and outside the high demand zone, vehicle capacities, and those stations where the strategy begins and ends. We show that closed solutions can be obtained for frequencies in some cases, which resembles the classical “square root rule”. Unlike the existing literature that compares different strategies with a given normal operation (no strategy - single frequency), we use an optimized base case, in order to assess the potential benefits of the integrated strategy on a fair basis. We found that the integrated strategy can be justified in many cases with mixed load patterns, where unbalances within and between directions are observed. In general, the short turning strategy may yield large benefits in terms of total cost reductions, while low benefits are associated with deadheading, due to the extra cost of running empty vehicles in some sections.  相似文献

This paper presents a comprehensive review of the literature on off-peak hour deliveries (OPHD). The review identifies different approaches and policy levers used in the past, such as the laissez-faire approach, a road pricing approach, an incentives approach, and a regulatory approach. The paper also identifies different delivery reception schemes discussed in the literature. The authors complement the theory with a synthesis of pilot tests and the analysis of a set of interviews with practitioners (from the public sector and other organisations) in charge of OPHD programmes. The results from this review show the potential benefits that these programmes could bring about, the challenges faced in the early stages – along with potential solutions – and the significant progress that has been made in this domain in the last decade. According to the review, the results from the pilot tests tend to be positive, suggesting the importance of these programmes to reach more efficient and sustainable transportation systems.  相似文献

闸机检票效率影响地铁车站的整体通行能力,且作用于乘客等待时间来影响社会效益。为此,从系统优化的角度出发,以稳态条件下单位时间总费用为目标函数,通过研究北京西直门地铁枢纽A口客流出入站的过程,分析影响闸机设置的因素,以客流需求、空间限制、成本投入、疏散要求等为约束条件,采用线性规划的方法,对闸机设置进行优化研究,分别确定普通闸机与加宽闸机的个数。根据优化结果,为科学组织高峰小时客流出入车站提供基础数据和重要参考,检验实设闸机的合理程度。  相似文献

The paper analyzes the airlines’ hub location problem through a spatial competition game played in two stages. First, airlines sequentially choose the location of their hub and second, they compete offering direct or connecting services between each city-pair. Different outcomes in the first stage will affect competition in the second, and as a consequence, the market share that airlines can obtain.Given actual demand patterns, results of the model are applied to the South-Atlantic airline market. We study the subgame perfect equilibriums obtained as a result of competition in each city-pair to anticipate where airlines will probably locate their hubs once an “open skies” policy is adopted in this market.  相似文献

The airport taxi planning (TP) module is a decision tool intended to guide airport surface management operations. TP is defined by a flow network optimization model that represents flight ground movements and improves aircraft taxiing routes and schedules during periods of aircraft congestion. TP is not intended to operate as a stand‐alone tool for airport operations management: on the contrary, it must be used in conjunction with existing departing and arriving traffic tools and overseen by the taxi planner of the airport, also known as the aircraft ground controller. TP must be flexible in order to accommodate changing inputs while maintaining consistent routes and schedules already delivered from past executions. Within this dynamic environment, the execution time of TP may not exceed a few minutes. Classic methods for solving binary multi‐commodity flow networks with side constraints are not efficient enough; therefore, a Lagrangian decomposition methodology has been adapted to solve it.
