Livelihood diversity factors such as flexibility within fisheries, geographical mobility, reallocation of fishing effort into the broader economy, and the non-material benefits that fisheries provide are important areas of research in marine policy. We use two small-scale fisheries related socio-economic surveys of communities in the Tigak Islands of Papua New Guinea. The first conducted 5 years before a ban on the harvesting of sea cucumbers was imposed and the second from the present day, 5 years after the initiation of the ban—with the objectives of exploring changes in household fishing strategies (types and numbers of species targeted) and to identify any important socioeconomic factors that help explain those changes. Fishing's contribution to total household income has increased significantly (p = 0.019) up from 61% in 2004 to 73% in 2014 with the percentage of female residents living in a household now positively and significantly (p = 0.018) associated with fishing income. The average number of species categories targeted per household increased insignificantly while households with more women are significantly (p = 0.018) less likely to target more species than households with more men. Moreover, customary management practices contribute to this difference. Together, these results show that households are not worse off financially 5 years after the ban on sea cucumber harvesting and that gendered seascape use has implications for the role of livelihood diversity as a marine policy tool. 相似文献

Application of new parameterizations of gas transfer velocity and their impact on regional and global marine CO2 budgets 总被引:1,自引:0,他引:1
One of the dominant sources of uncertainty in the calculation of air–sea flux of carbon dioxide on a global scale originates from the various parameterizations of the gas transfer velocity, k, that are in use. Whilst it is undisputed that most of these parameterizations have shortcomings and neglect processes which influence air–sea gas exchange and do not scale with wind speed alone, there is no general agreement about their relative accuracy.The most widely used parameterizations are based on non-linear functions of wind speed and, to a lesser extent, on sea surface temperature and salinity. Processes such as surface film damping and whitecapping are known to have an effect on air–sea exchange. More recently published parameterizations use friction velocity, sea surface roughness, and significant wave height. These new parameters can account to some extent for processes such as film damping and whitecapping and could potentially explain the spread of wind-speed based transfer velocities published in the literature.We combine some of the principles of two recently published k parameterizations [Glover, D.M., Frew, N.M., McCue, S.J. and Bock, E.J., 2002. This separates contributions from direct and bubble-mediated gas transfer as suggested by Woolf [Woolf, D.K., 2005. Parameterization of gas transfer velocities and sea-state dependent wave breaking. Tellus, 57B: 87–94] and allows us to quantify contributions from these two processes independently.We then apply our parameterization to a monthly TOPEX altimeter gridded 1.5° × 1.5° data set and compare our results to transfer velocities calculated using the popular wind-based k parameterizations by Wanninkhof [Wanninkhof, R., 1992. Relationship between wind speed and gas exchange over the ocean. J. Geophys. Res., 97: 7373–7382.] and Wanninkhof and McGillis [Wanninkhof, R. and McGillis, W., 1999. We show that despite good agreement of the globally averaged transfer velocities, global and regional fluxes differ by up to 100%. This paper compares recent experiences in contract negotiation and subsequent commitment in public air services with the bus industry. The heart of the paper is a survey of European and Australian regional airlines, which we mirror with revealed experiences of bus operators. We aim to identify a number of elements in the contracting regimes that have exposed ambiguity and significant gaps in what the principal (e.g., transport department) expected, and what the agent (airline or bus operator) believed they were obliged to deliver. Ultimately airline and bus services are similar in that public authorities procure transport services that are desirable for the society but would be unprofitable without government involvement. In both sectors (theoretically fairly similar) public transport contracts are used, and those usually include obligations and performance measurements. In terms of similarities, one of the surveyed contract details that had a perceived high clarity in both industries was “payment procedures” and amongst those with rather poor clarity was also in both industries “incentives to improve performance and grow patronage”. We also show differences between regional air services and bus operations with regard to performance measurement and pre-specified obligations. Because of the strong safety culture around air services we find that regulation and trusting partnerships are even more important to aviation than to the bus sector. Because of the high level of trust but also because of simpler and more complete contracts in aviation, there is much less (re-)negotiation going on compared to the bus operations. 相似文献

Abstract Corals and coral communities provide substantial societal benefits by virtue of their recreational and esthetic appeal, the habitat provided for commercially harvested fish and shellfish, the structural foundation provided for productive coastal ecosystems, and the market value of harvested coral specimens. Coral resources are subject to adverse effects from pollution, dredging, specimen collecting, anchor damage, commercial fishing, overharvesting, and activities related to offshore petroleum development. Management programs which protect coral resources in the United States comprise a patchwork of separate federal and state programs. They attempt to adapt broad regulatory authorities for parks, fisheries, offshore mineral resources, and other subjects for the purpose of coral conservation. These programs embody species‐specific, area‐specific, and generic approaches to coral management. This paper traces the evolution of U.S. coral management programs and comments on their respective strengths and weaknesses. Alternative approaches for strengthening management systems could include new coordinating committees, legislation, memoranda of agreement between involved agencies, and others. 相似文献

The Public-Private-Partnership (PPP) procedure is a very appealing model, but as it becomes more and more used in practice, problems and failures have been observed in the management of many projects. Many of these unfortunate experiences are consequences of errors in the implementation of the procedure, but in other cases, clear errors of conception were the cause.Indeed, there are many ways to structure a PPP and PPP is not the only way to manage an infrastructure scheme. It is thus an important task to provide guidelines on whether to use PPP or other types of procurement and, in case a PPP is preferred, on how to design it. The aim of this chapter is to contribute to this task, trying to combine theoretical knowledge and practical experience.After a review of the variety of economic characteristics of transport infrastructure and their procurement conditions, we recall the reasons that may justify this association of public and private management which is the characteristic of PPP, outlining the limits of using pure private or pure public procurement. Then an analytic process is proposed, screening the parameters which matter most for choosing the PPP procedure among many possible ones, depending on the specificities of the various transport modes. This process gives also indications on key elements for implementing a PPP.Finally, the analytic process proposed is used for a generic analysis of, respectively, the motorways and port sectors, so as to test its practicability and customizing capability for the use of public authorities. 相似文献

The supply of mass transport has not kept pace with the demand in cities in developing countries due to rapid urbanization and severe resource constraints. Developing countries would benefit from a study of the experience in developed countries regarding organization of mass transport and may adopt a few of the successful techniques. Examples include: unified transport authority; intermodal transfer facilities; subsidy to public transport; light rail transit; and redevelopment of the area around main rail terminals. Developing countries would be able to implement most of these techniques. The possible contribution of developed countries to developing countries lies mainly in the area of rolling stock and advanced signalling for rail based urban transport and in training highly skilled manpower for operation and management. 相似文献

A paradigmatic shift away from traditional quantitative methods towards qualitative dynamic analysis is proposed in order to fully comprehend the future of the metropolis. Over the last millennium the great structural changes of production, location, trade, culture and institutions have most likely been triggered by slow but steady changes to those logistical networks which are responsible for the movement of key factors of production. Nonlinear dynamic methods such as catastrophe theory and synergetics can help to provide the necessary analytical insights. Creativity and accessibility to logistical networks are portrayed as important catalysts of qualitative change.
