A set of models and procedures is described for finding the optimal distribution of empty freight cars owned by the railroads participating in a pooling agreement. A distinction is drawn between a system focus, in which the emphasis is on minimizing total cost, and a company focus, in which the benefits of the agreement to the individual railroads are emphasized. Limited car substitution is accounted for by combining interchange costs with distribution costs, and incorporating interchange possibilities and prohibitions into the network structure. Temporal variations in car supply and demand levels are also taken into account. A large-scale network algorithm is used in conjunction with decomposition to obtain solutions which show for a given time horizon how much equity can be achieved in the balance of savings among the railroads involved and at what cost. Results using actual operating data are reported.

Steady-State Curving Performance of Railway Freight Truck with Damper-Coupled Wheelsets

The focus of this paper is on the steady-state curving behaviour of a freight car system with Damper Coupled Wheelset (DCW), where the wheels of conventional shape within an axle are coupled through a damper element. A freight truck model with two DCW and pseudo-car body on curved track is developed to study the influence of wheelset coupler parameter on the curving response and performance. The response is primarily evaluated in terms of wheelset tracking error and yaw misalignment in response to track curvature and cant deficiency. The curving performance is evaluated in terms of slip and flange boundaries. The results in general, indicate that when the value of coupler parameter is reduced, the wheelset response to track curvature increases, and results in flanging and wheel slip on a less tighter curve than those corresponding to conventional rigid axled wheelsets.

In this paper, a mathematical model is developed for the maneuvering motion of a naval ship and bifurcations of its equilibrium are identified in roll-coupled motion. The subject ship is a high-speed surface combatant with twin-propeller twin-rudder system. Captive model tests are conducted for the ship using planar motion mechanism. Maneuvering coefficients are calculated by polynomial curve fitting of the test data. Uncertainty distribution in the coefficients is assumed same as that of the curve fitting errors. Uncertainty in the model coefficients is propagated to full-scale simulation results by the stochastic response surface method (SRSM). This method is computationally efficient as compared to standard Monte Carlo simulation technique. The SRSM uses polynomial chaos expansion of orthogonal to fit any probability distribution. Bifurcation analysis of the mathematical model is performed by varying the vertical center of gravity as the bifurcation parameter. Hopf bifurcation is identified. It is found that the bifurcations occur due to the coupling of roll motion with sway, yaw motion and rudder angle. In the presence of wind, roll angle response in bifurcation diagram is discussed.

A probabilistic framework for weather-based rerouting and delay estimations within an Airspace Planning model

In this paper, we develop a novel severe weather-modeling paradigm to be applied within the context of a large-scale Airspace Planning and collaborative decision-making model in order to reroute flights with respect to a specified probability threshold of encountering severe weather, subject to collision safety, airline equity, and sector workload considerations. This approach serves as an alternative to the current practice adopted by the Federal Aviation Administration (FAA) of adjusting flight routes in accordance with the guidelines specified in the National Playbook. Our innovative contributions in this paper include (a) the concept of “Probability-Nets” and the development of discretized representations of various weather phenomena that affect aviation operations; (b) the integration of readily accessible severe weather probabilities from existing weather forecast data provided by the National Weather Service; (c) the generation of flight plans that circumvent severe weather phenomena with specified probability threshold levels, and (d) a probabilistic delay assessment methodology for evaluating planned flight routes that might encounter potentially disruptive weather along its trajectory. Additionally, we conduct an economic benefit analysis using a k-means clustering mechanism in concert with our delay assessment methodology in order to evaluate delay costs and system disruptions associated with variations in probability-net refinement-based information. Computational results and insights are presented based on flight test cases derived from the Enhanced Traffic Management System data provided by the FAA and using weather scenarios derived from the Model Output Statistics forecast data provided by the National Weather Service.

Classification, using the decision tree algorithm, is a widely studied problem in data streams. The challenge is when to split
a decision node into multiple leaves. Concentration inequalities, that exploit variance information such as Bernstein’s and
Bennett’s inequalities, are often substantially strict as compared with Hoeffding’s bound which disregards variance. Many
machine learning algorithms for stream classification such as very fast decision tree (VFDT) learner, AdaBoost and support
vector machines (SVMs), use the Hoeffding’s bound as a performance guarantee. In this paper, we propose a new algorithm based
on the recently proposed empirical Bernstein’s bound to achieve a better probabilistic bound on the accuracy of the decision
tree. Experimental results on four synthetic and two real world data sets demonstrate the performance gain of our proposed
technique.

Transportation specialists, urban planners, and public health officials have been steadfast in encouraging active modes of
transportation over the past decades. Conventional thinking, however, suggests that providing infrastructure for cycling and
walking in the form of off-street trails is critically important. An outstanding question in the literature is how one’s travel
is affected by the use of such facilities and specifically, the role of distance to the trail in using such facilities. This
research describes a highly detailed analysis of use along an off-street facility in Minneapolis, Minnesota, USA. The core
questions addressed in this investigation aim to understand relationships between: (1) the propensity of using the trail based
on distance from the trip origin and destination, and (2) how far out of their way trail users travel for the benefit of using
the trail and explanatory factors for doing so. The data used in the analysis for this research was collected as a human intercept
survey along a section of an off-street facility. The analysis demonstrates that a cogent distance decay pattern exists and
that the decay function varies by trip purpose. Furthermore, we find that bicyclists travel, on average, 67% longer in order
to include the trail facility on their route. The paper concludes by explaining how the distance decay and shortest path versus
taken path analysis can aid in the planning and analysis of new trail systems.

This paper utilizes socio-psychometric survey data to investigate the influence of attitudes, affective appraisal and habit formation on commuting mode choice. The data-set was collected in 2009–2010 in Edmonton, Alberta. In addition to conventional socio-economic, demographic and modal attributes, the survey gathered psychological information regarding habitual behaviour, affective appraisal and personal attitudes. Different psychometric tools were used to capture psychological factors affecting mode choice. Habitual behaviour was measured using Verplanken's response-frequency questionnaire. Affective appraisal was indirectly estimated using the Osgood's semantic differential. Five-point Likert scales were used to measure attitude. The structural equation modelling (SEM) approach was used to investigate the effects of psychological factors on mode choice behaviour. SEM captures the latent nature of psychological factors and uses path diagrams to identify the directionality as well as intensity of the relationships. The investigation reveals that passengers have positive emotions towards their chosen mode. Further, evidence of the superiority of the car as a travel alternative was established in terms of strong habit towards it, such that passengers would use the car for almost every single trip.
