Northern Adriatic Sea surface circulation and temperature/pigment fields in September and October 1997

Satellite images of surface chlorophyll-a concentration measured by the sea-viewing wide field-of-view sensor (SeaWiFS) and of sea surface temperature derived from advanced very high resolution radiometer (AVHRR) measurements, combined with in-situ drifter measurements of surface currents, and ancillary wind, Po River discharge and surface salinity data, are used to describe the surface dynamics in the northern Adriatic during the period September–October 1997.The satellite observations revealed very complex mesoscale dynamics, with time scales of a day or two and length scales of about 10 km, including the meandering and instability of basin-scale currents (e.g., the western coastal layer), jets/filaments and eddies. In addition, the two typical patterns of the Po River plume are observed and qualitatively explained in terms of wind forcing. A basin-wide double gyre pattern spreads the rich runoff water across most of the northern Adriatic from mid-September to early October, following Bora wind events and under stratified sea conditions. In contrast, in late October the Po plume is confined to the coast due to weaker winds and de-stratified conditions. This variability in the Po River plume extension is also confirmed by in-situ salinity measurements.

Assessment of Cross‐Border Spillover Effects of National Transport Infrastructure Plans: An Accessibility Approach

Abstract

Traditional transport infrastructure assessment methodologies rarely include the full range of strategic benefits for the transportation system. One of these benefits is the contribution to cross‐border integration, critical for the European integration process. However, this is a key issue in strategic planning and decision‐making processes, as its inclusion may increase the probability of large‐scale transport infrastructure projects being funded. This paper presents a methodology for the measurement of the contribution of transport infrastructure plans to European integration. The methodology is based on the measurement of the improvement in network efficiency in cross‐border regions of neighbouring countries, via accessibility calculations in a Geographical Information System support. The methodology was tested by applying it to the ambitious road and rail network extensions included in the Spanish Strategic Transport and Infrastructure Plan (PEIT) 2005–2020. The results show significant and important network efficiency improvements of the PEIT outside the Spanish border. For the road mode, while the Spanish average accessibility improvement accounts for 2.6%, average improvements in cross‐border regions of France and Portugal are of 1.8%. And for the rail mode, the corresponding Spanish value is 34.5%, whereas in neighbouring regions it accounts for 20.2%. These results stress the significant importance of this strategic benefit and the consequent need for its inclusion in strategic planning processes. Finally, the paper identifies the potential of the methodology when applied at different administrative levels, such as the local or state levels.

The impact of the new onboard technologies on maritime education and training schemes in Europe: some findings from the 'METHAR' project

The paper reports some analyses put forward in the context of the METHAR Project. The purpose is the evaluation of the impact of the new technologies used onboard ships on the Maritime Education and Training systems in Europe and the identification of the future training needs. This issue is tackled by developing an ad-hoc methodology based upon the analysis of the responses to questionnaires sent to a number of operators involved in the maritime sector all over Europe, specifically ship owners, marine equipment manufacturers, pilots and port managers. Results enable the identification of some types of impacts that are named 'organizational' and 'operational'. Moreover, a general evaluation scheme was developed as a tool for highlighting the structure and the characteristics of the impacts considered.
