ABSTRACT

Conventional travel time reliability assessment has evolved from road segments to the route level. However, a connection between origin and destination usually consists of multiple routes, thereby providing the option to choose. Having alternatives can compensate for the deterioration of a single route; therefore, this study assesses the reliability and quality of the aggregate of the route set of an origin-destination (OD) pair. This paper proposes two aggregation methods for analyzing the reliability of travel times on the OD level: 1) an adapted Logsum method and 2) a route choice model. The first method analyzes reliability from a network perspective and the second method is based on the reliability as perceived by a traveler choosing his route from the available alternatives. A case study using detailed data on actual travel times illustrates both methods and shows the impact of having variable departure times and the impact of information strategies on travel time reliability.  相似文献

While transport infrastructure investments have usually been viewed to have long-term impacts on employment, what is perhaps not immediately clear is the direction of causality. This paper has sought to disentangle the causal relationship between highway infrastructure and employment, using panel data for the 48 contiguous US states from 1984 to 1997. Of particular emphasis in this analysis is the sectoral differences in the causal and spatial effects of highway capacity expansions for employment growth in alternative sectors of the economy. The results indicate that lane-mile additions of own-state major highways could increase state employment growth in the services sector while reducing growth in manufacturing. However, the causal relationship is also found to work the other way around. That is, both the rapid growth in services employment and the slowdown in manufacturing jobs temporally lead to increases in roadway capacity of non-interstate major roads. Our analysis also shows that highway infrastructure could produce both positive and negative employment spillovers across states. We find that improvements in non-interstate major roads outside the state border are beneficial to the manufacturing sector which generally serves regional and national markets. For the services sector, however, employment gains from interstate highways in the same state may come at the expense of other states as there is clear evidence of negative employment spillovers from interstate lane-mile additions.  相似文献

Abstract

This article argues that using the public sector and the private market in the historically delineated and traditional ways offers only the bluntest of tools with which to approach the complex problem of coastal zone management. It therefore seeks to provide a basis for reformulating our understanding of sectoral responsibility with regard to resources management. First, it conceptually analyzes the relative strengths and weaknesses of the two sectors. Second, it examines three examples of coastal resources management—beaches and shorelands, artificial reefs, and coastal wetlands—in analyzing the complexities of the coastal management challenge and the limitations of our current approaches. Finally, we provide an alternative perspective on how these common property resource allocation decisions can be made.  相似文献

Graphics are a powerful but often costly means of communication. Computer‐drawn graphics offer a new and relatively inexpensive way to assist the communication of complex technical information to both planners and non‐technical people whose full potential is now beginning to be realized. This paper discusses the utility of graphics and introduces three computer‐drawn graphic techniques which may be useful, both for analysis and presentation of results, in the transportation planning process. CENVUE(S) produces a three‐dimensional, perspective‐view map, on which virtually any type of transportation data or performance indicator can be displayed. VAP is designed to display origin‐destination travel patterns in any region. TDN transforms a physical‐distance network into a time‐distance network so that effects of different speeds in the transportation network can be readily seen. The cost‐effectiveness of each technique is briefly discussed and some recommendations for evaluating computer graphics techniques are provided to aid the user in further assessing their utility in the transportation planning process.  相似文献

In 1991, the Aquaculture Department of the Southeast Asian Fisheries Development Center launched a community-based fishery resources management project on Malalison Island, in central Philippines, to help conserve the country's marine resources and to help the fisherfolk rise above their poverty. The eight-year project integrated various disciplines in biology, economics, sociology, public administration, and engineering in its study of fishery resources and fishing communities and in evolving intervention strategies for resource conservation and management, and for community development. The project's most important accomplishment was the inculcation among the fisherfolk of the importance of resource conservation and management. The most important lesson learned was that an enlightened and empowered fisherfolk could be effective managers and responsible users of fishery resources.  相似文献

The bandwidth of the body response to a road input in an active suspension may be considerably reduced if the axle motions are independently controlled and if, at the same time, the effects of static and dynamic loads are counteracted by integral action in the body force control system. The paper presents a further application of the Ferguson-Rekasius method, leading to optimal output control with incomplete state feedback. To achieve narrow bandwidth body response the support springs are replaced by hydraulic actuators, and vibration absorbers or active wheel dampers are employed for the control of the axle motions. Active wheel damping is the more effective and gives good results. Proportional-plus-integral control action is shown to reduce the transient body displacements due to external forces.  相似文献

Mass transit projects are often a top contender of many cities to meet their increasing demand for travel. Despite the global trend of privatization, mass transit services, as public goods, remain largely being provided and operated by the public sector. Hong Kong is one of the few exceptions that all mass transit services are commercially operated. Both rail and bus services in Hong Kong are reputable for their quality and profitability, often serving as benchmarks for new projects. In this study, we investigate the factors contributing to this success. In particular, we ascertain the quality of transit service provision by the private sector over the past two decades. Then, we conduct an in-depth analysis of the account books of leading railway and bus operators in Hong Kong so as to shed light on their financial viability. Through this study, we hope to present crucial factors for providing financially viable private transit services.  相似文献

The shield tunnel is an ultra-long linear space. It will cause a lot of dust during the tunnel maintenance and overhaul operation, which is extremely unfavorable to the physical and mental health of the construction personnel and the environment outside the tunnel. It is difficult to guarantee the ventilation effect of the linear space using the conventional dust removal technology, which directly affects the construction safety and overhaul period. Therefore, based on the overhaul of a cross-river tunnel in Shanghai, combined with Computational Fluid Dynamics (CFD) simulation, device optimization and process combination, a three-stage dust reduction standardization process for tunnel overhaul construction is proposed, namely taking a water sprayer at the working point to control the dust at the source (primary protection); installing electrostatic dust removal and water filtration dust removal equipment in the tunnel(secondary protection); and installing two sets of water curtain spray device at the two tunnel exits to prevent dusts from diffusing into the atmosphere. It explores the actual dust-reducing effects of different dust-removing measures and layout combinations, laying a technical foundation for green and efficient dust reduction. © 2018, Editorial Office of "Modern Tunnelling Technology".
