Growth in the number of recreational vessels that use inland and coastal waterways, coupled with the diversity of boating activities, results in increased boating-related conflicts, accidents, and fatalities. This situation has led to numerous requests from boaters, shorefront property owners, waterfront businesses, and local governments for the imposition and enforcement of boating safety speed zones within Florida's Intracoastal Waterways. A decision-support framework that incorporates Geographic Information Systems (GIS)–based risk assessment was developed to assist the Florida Fish and Wildlife Conservation Commission's Division of Law Enforcement evaluate requests and applications for the establishment of boating safety zones, pursuant to the Florida Administrative Code Rule 68-D-23.105 “Criteria for Approval of Regulatory Markers.” The risk assessment uses geospatial data compiled from multiple government agencies, survey data from subject matter experts, and public input from participatory workshops. Relevant spatial data includes waterway features and marine infrastructure from field surveys, vessel traffic patterns observed and mapped from aerial reconnaissance, and indicators of boater behaviors extracted from accident and citation reports. The outcome is a characterization of waterway segments according to perceived risk to boating safety. The application was tested in two Florida counties and it helped guide the establishment of new, and the revision of existing, boating regulatory zones within their Intracoastal Waterways. The application design is such that it is adaptable to waterways beyond those in Florida.  相似文献

The beneficial uses of dredge material from the Houston-Galveston Navigation Channel (HGNC) to create large-scale wetlands represents a blueprint for other large U.S. ports. The port authority's interagency coordination team, the Beneficial Uses Group (BUG), successfully developed an innovative 50-year plan to deal with dredge material disposal from the channel widening and maintenance project. The creation of intertidal wetlands will initiate the restoration of the United States' second most productive estuary, in concert with the Galveston Bay National Estuary Plan, while capturing increasingly scarce government financing for port maintenance and improvement operations. An overview of the various beneficial uses of dredge material in the HGNC enlarging project is presented with a detailed investigation of the Bayport Demonstration Marsh. The HGNC project is analyzed as a prototype for successful extensive wetland creation ventures, and several key design criteria for similar large-scale marsh creation projects are given.  相似文献

Abstract

Authority to designate marine sanctuaries was established by Title III of the Marine Protection, Research, and Sanctuaries Act of 1972. One may view this authority as the ocean water counterpart to our National Parks and Seashores. Contained herein is a discussion of the components of the Title and how the National Oceanic and Atmospheric Administration (NOAA) plans to carry out the program. One of the major barriers to addressing complex social–ecological issues through integrated coastal management (ICM) is a lack of intergovernmental coordination and cooperation (horizontal and vertical fragmentation). This article describes an effort to overcome the barriers to ICM in Sri Lanka by fostering intergovernmental collaboration and initiating adaptive governance to restore one town, Hikkaduwa, and its associated marine protected area (MPA) and coastal zone habitats. Administrators from 12 national and local governmental agencies that are responsible for aspects of coastal management in the town of Hikkaduwa participated in a series of formal and informal workshops and a week-long tour of ICM projects in the Philippines. Outcomes demonstrate that these informal and formal meetings, workshops, and travel experiences fostered trust, social capital, and attitudinal organizational commitment (AOC). The experiences motivated members to overcome vertical and horizontal governance fragmentation through the formation of an independent intergovernmental committee for the restoration of Hikkaduwa into a sustainable and resilient community. ICM activities undertaken by the newly formed organization suggest that internal leadership capacity, effective local–national partnerships, explicitly linked ecological–economic projects, and long-term commitment are necessary conditions for success. Overall, attainment of sustainability and resilience through successful ICM should be thought of as a journey and not a destination.  相似文献

Activities of the naturally occurring, short-lived and highly particle-reactive radionuclide tracer 234Th in the dissolved and particulate phase were measured at three shallow-water stations (maximum water depths: 15.6, 22.7 and 30.1 m) in Mecklenburg Bay (south-western Baltic Sea) to constrain the time scales of the dynamics and the depositional fate of particulate matter. Activities of particle-associated (> 0.4 μm) and total (particulate + dissolved) 234Th were in the range of 0.08–0.11 dpm L− 1 and 0.11–0.20 dpm L− 1, respectively. The activity ratio of total 234Th and its long-lived and conservative parent nuclide 238U was well below unity (range: 0.09–0.19) indicating substantial radioactive disequilibria throughout the water column, very dynamic trace-metal scavenging and particle export from the water column at all three stations. For the discussion the 234Th data of this study were combined with previously published water-column 234Th and particulate-matter data from Mecklenburg Bay (Kersten et al., 1998. Applied Geochemistry 13, 339–347). The resulting average vertical distribution of total 234Th/238U disequilibria was used to estimate the depositional 234Th flux to the sediment. There was a virtually constant net downward flux of 234Th of about 28 dpm m− 2 d− 1 leaving each water layer of one meter thickness. Thorium-234-derived net residence times of particulate material regarding settling from a given layer in the water column were typically on the order of days, but with maximum values of up to a couple of weeks. Based on an average ratio of particulate matter (PM) to particle-associated 234Th a net flux of about 145 mg PM m− 2 d− 1 was estimated to leave each water layer of one meter thickness. The estimated cumulative water-column-derived particulate-matter fluxes at the seafloor are higher by a factor of about 2 than previously published sediment-derived estimates for Mecklenburg Bay. This suggests that about half of the settling particulate material is exported from the study area and/or subject to processes such as mechanical breakdown, remineralisation and dissolution. Lateral particulate-matter redistribution and particle breakdown in the water column (as opposed to the sediment) seem to be favoured by (repeated) particle resuspension from and resettling to the seafloor before ultimate sedimentary burial. The importance of net lateral redistribution of particulate material seems to increase towards the seafloor and be particularly high within the bottommost few meters of the water column.  相似文献

A study of oil and gas development in the Gulf of Mexico provided a unique opportunity to compare data from sediment profile images (SPI) with that of sediment cores collected at locations in the central Gulf of Mexico from 1034 to 1175 m. Variables measured from SPI included sediment grain-size, sediment texture, apparent depth of oxygen penetration (aDOP) into the sediments, and parameters related to biogenic activity (tubes, burrows, feeding pits or mounds, and subsurface feeding voids). Variables measured from the sediment cores included sedimentation rate, dissolved oxygen profiles, and redox potential (Eh). There was a high degree of concordance between the two data sets based on correlation analysis. For example, the correlation between aDOP and maximum penetration of oxygen into the sediment was 0.69. For deep-sea sediment, SPI provides a means by which general geochemical conditions of near surface sediment can be remotely assessed providing a quick method for mapping surficial geochemistry over large areas.  相似文献

This paper presents a normative model for transit fare policy-making. Key elements of the model are: establishing service policy and ridership objectives, developing an overall financial philosophy, making fare level decisions, making structural pricing decisions, and designing implementation strategies. In general, the overall objectives of a transit agency regarding service quality and ridership levels should be the main impetus behind any fare program. Identifying where transit lies on the continuum of being a public versus a private service should frame the overall financial philosophy of a transit agency. From this the specification of farebox recovery targets should follow. Deciding upon structural aspects of a fare program perhaps represents one of the most important and most frequently overlooked steps of the process. Specific cost-based and value-based fare strategies should be considered. Implementation involves making the adopted fare strategy work. Key implementation issues are: fare payment and collection techniques, necessary service changes, marketing and promotional programs, and consensus-building. The model presented calls for feedback among these steps to allow an iterative, yet comprehensive, approach to fare policy-setting.  相似文献

Abstract

This article evaluates the performance of the California Coastal Commission's inclusionary housing program by examining: (1) the scope of the housing regulations, (2) initial permit decisions on residential projects, (3) the disposition of these permits overtime, and (4) the composition of completed projects and a best‐case projection of possible project completions. Using a case study of Southern California, factors affecting program success are discussed, including the effects of the various regulations, the availability of project subsidies, local government permit policies, and housing market fluctuations. The authors conclude that such state regulatory programs cannot be expected to succeed in urbanized coastal areas without incentives for developers and augmented state agency authority, superseding local land use controls.  相似文献

Across the globe population structures are ageing and how older men and women interact with the transport system is increasingly important in maintaining a good quality of life and inclusion in society. The paper reviews three issues: the nature of older people’s interaction with the transport system by gender; older people’s attitude to travel; and the involvement of older people as road traffic casualties. Patterns of travel in the UK show that older people are heavily dependent on car use, but in the form of more frequent but shorter journeys than younger people. This is especially so for women over 70 years old who, as passengers, are very reliant on males to drive them. Attitudes suggest that there are few obstacles to public transport use, and most agree that bus travel is good, but convenience means many prefer cars. Involvement of older men and women in serious road traffic accidents show that they have lower killed and seriously injured (KSI) rates than 17–24 year old drivers. However, those aged over 70 years exhibit a trend of increasing KSI rates. Analysis of casualty rates of drivers by type of junction, manoeuvre and environmental conditions found that some gender-age groups are overrepresented in certain accident types, including higher serious accidents rates for men, and over representation of older women when driving in poor conditions and turning right and negotiating roundabouts, crossroads and T, Y and staggered junctions. Improvement in engineering design and driver training are suggested together with the need for a greater understanding of the transportation system needs of old and very old people.  相似文献
