Welfare effects of congestion pricing in Singapore   总被引:1,自引:0,他引:1  
This paper examines the Singapore Area License Scheme. Changes in scheduling and choices of transportation mode by commuters are discussed. Although the toll is shown to reduce travel times for many commuters, many commuters are shown to incur scheduling costs as a result of the toll. Using estimated parameters of an indirect utility function, welfare functions are computed to compare welfare levels prior to, and just after, the toll was put into place. The evidence suggests that the toll may have reduced welfare.  相似文献

Abstract

This paper aims to clearly establish the origin and evolution of the shared space concept from a New Zealand perspective by reviewing the literature in the disciplines of both urban design and transportation engineering. The review process involves investigating the use and function of a public road space in the context of the changing of public expectations and how this can relate to a number of interconnected street design approaches (e.g. traffic calming and self-explaining roads (SERs)). These approaches have been used to minimise the influence of motor vehicles since the beginning of the automobile era. The shared space concept, when applied in public road environments in activity centres, has increasingly been embraced by urban planners, transportation engineers and regulatory agencies. A shared space diverges from a conventional road where all road users are encouraged to legitimately occupy the same road space with little physical separation. To achieve this in a safe and efficient manner, the design aims to reduce the dominance of the motor vehicle by promoting pedestrian and cycling activity and utilising the road space as a ‘place’ in addition to its ‘transport’ mobility and access purposes. Given the fundamental conceptual differentiation between a traffic-calmed street and a shared space, the paper argues that there are certain design elements, constituting a shared space, and without them, it would be difficult for a public street to function as a genuine shared space for all road users.  相似文献

Abstract

Mathematical and computational techniques are developed for the processing and analysis of annual Ministry of Transport roadworthiness (MOT) test data that the UK Department for Transport has placed in the public domain. First, techniques are given that clean erroneous records and a linking procedure is provided that permits the inference of an individual vehicle's mileage between consecutive tests. Methods are then developed that analyse aggregate mileage totals, as a function of vehicle age, class and geography. The inference of aggregate mileage rates as a function of time is then considered.  相似文献

Steady flow simulations for the Korean Research Institute for Ships and Ocean Engineering (KRISO) container ship (KCS) were performed for towing and self-propulsion. The main focus in the present article is on the evaluation of computational fluid dynamics (CFD) as a tool for hull form design along with application of state-of-the-art technology in the flow simulations. Two Reynolds-averaged Navier-Stokes (RANS) equation solvers were employed, namely CFDShip-Iowa version 4 and Flowpack version 2004e, for the towing and self-propulsion cases, respectively. The new features of CFDShip-Iowa version 4 include a single-phase level-set method to model the free surface and an overset gridding capability to increase resolution in the flow and wave fields. The new features of Flowpack version 2004e are related to a self-propulsion scheme in which the RANS solver is coupled with a propeller performance program based on the infinitely bladed propeller theory. The present work is based on a close interaction between IIHR-Hydroscience and Engineering of the University of Iowa and Osaka Prefecture University. In the following article, overviews are given of the present numerical methods and results are presented and discussed for the KCS in towing and self-propulsion modes, including comparison with available experimental fluid dynamics (EFD) data. Additional evaluation is provided through discussion of the recent CFD Workshop Tokyo 2005, where both methods appeared to yield very promising results.  相似文献

Hydrographic surveys in three consecutive seasons in the Irminger Sea in 2001/2002 have revealed six physical regimes (zones) in which different surface mixing and spring re-stratification processes dominate. They are the South Irminger Current, the North Irminger Current, the Central Irminger Sea, the Polar-origin East Greenland Current, the Atlantic-origin East Greenland Current and the Reykjanes Ridge. The variations in restratification processes in particular have significant implications for the timing of shallow spring mixed layer development and therefore the timing and strength of the spring bloom. The relative roles of heat and freshwater in controlling re-stratification are examined for each hydrographic zone, and it is shown that the simplest concept of solar warming generating spring stratification is appropriate for the Irminger Current and the central Irminger Sea. However in the East Greenland Current and the Reykjanes Ridge zones, the springtime arrival of fresh or saline water at the surface dominates re-stratification and generates the earliest and strongest spring blooms of the region. In the cool fresh centre of the Irminger Sea the relatively low chlorophyll-a throughout the year cannot be wholly explained by stratification or nutrient concentrations. Details of the annual cycle in temperature, salinity, chlorophyll-a and nutrients are presented for each hydrographic zone.  相似文献

Climate forcing of the California Current has been known to impact the distribution and abundance of a number of local fish populations, but the mechanisms involved remain poorly understood. Climate metrics such as the Pacific Decadal Oscillation (PDO) and the El Niño Southern Oscillation (ENSO) are usually used to represent climate processes and direct links are made between climate forcing and production variability. This involves aggregation of impacts across large spatial scales and range of species. However, fluctuations in productivity are often the result of changes in physical habitat. In order to fully understand the relationship between climate and productivity, habitat changes should be addressed. In this study we use a geostatistical approach to quantify adult Pacific hake habitat during different climate regimes. Several authors have suggested that the distribution and intensity of the sub-surface poleward flow (the undercurrent) plays a key role in defining adult hake habitat along the west coast of North America. Here we build a model designed to predict hake habitat distribution in space based on sub-surface poleward flow distribution and bottom depth. Our results show that hake habitat expands in 1998 El Niño year compared to 1995. Given the important predatory role that hake plays in the CC, the amount and distribution of adult hake habitat has large implications for the Pacific Northwest food web and could thus serve as an ecosystem indicator representing important physical–biological interactions. Spatially based ecosystem indicators such as the one we develop here address two important yet neglected areas in the ‘Ecosystem Indicators debate’: the importance of developing metrics explicitly representing spatial and environmental processes shaping ecosystem structure. Without these, our power to fully describe ecosystems will be limited.  相似文献

The problem of deriving control laws which minimize specified performance indices for a vehicle moving on a rough surface with preview of the surface elevation is considered. The approach is based on linear optimal tracking theory and consequently the system elements are taken to be linear and the performance index is constrained to be of quadratic form.

The ideas of overtaking optimality are applied to the problem in order to achieve a closed form solution for the control. Then, using the control laws derived, computer simulations of performance are conducted and time histories are shown. In the absence of limitations on either processing or actuator speeds, and for cases in which the preview is sufficient to give good control laws, the value of the preview in enhancing vehicle suspension performance is assessed. Comparisons are made with results in the literature.  相似文献

Methods are presented for predicting either initial speeds or impact locations for two inelastic vehicles on a collision course. Forty system parameters are distinguished, of which up to 35 can be deduced with varying degrees of accuracy from post-collision data. The remaining parameters are calculated using the conservation laws of linear momentum, angular momentum, and energy. Essential ingredients of this analysis are the plastic impact deformation energies and the friction work along the post impact trajectories. Examples of central impact and computer-aided studies for oblique impact illustrate how vehicle speed predictions vary within the bounds of uncertain accident data.  相似文献
