Transport is Australia’s third largest and second fastest growing source of greenhouse gas (GHG) emissions. The road transport sector makes up 88% of total transport emissions and the projected emissions increase from 1990 to 2020 is 64%. Achieving prospective emission reduction targets will pose major challenges for the road transport sector. This paper investigates two targets for reducing Australian road transport greenhouse gas emissions, and what they might mean for the sector: emissions in 2020 being 20% below 2000 levels; and emissions in 2050 being 80% below 2000 levels. Six ways in which emissions might be reduced to achieve these targets are considered. The analysis suggests that major behavioural and technological changes will be required to deliver significant emission reductions, with very substantial reductions in vehicle emission intensity being absolutely vital to making major inroads in road transport GHG emissions. 相似文献

The paper reports the results of a series of studies conducted to enable the London Planning Advisory Committee to provide advice on strategic transport policy for London. The analytical approach combined the use of an area-based, multi-modal strategic model (LAM) and professional judgment. The performance of LAM as a basis for providing rapid advice on complex issues in transport policy is assessed.The resulting policy advice advocated a coherent approach, involving new infrastructure, particularly for rail; improved management of the road and public transport networks; the use of subsidy to enhance public transport service levels; and road user charges to reduce the impact of private vehicles on congestion and the environment. Road user charges emerged as the pivotal issue in the policy; the paper discusses their role, and the questions which still need to be resolved before they can be implemented.The main message of the study is that no one element of transport policy can tackle London's problems alone; an integrated policy in which infrastructure provision, management and pricing are used to complement one another is shown to be far more effective. 相似文献

User oriented transit service is designed to meet the particular needs of a selected group of travelers. Transit Routes are located to provide convenient linkages between user's origin and destination in such a way that out-of-vehicle time, such as access and transfer time, is minimized. Planning transit routes requires understanding demographics, land use and travel patterns in an area. The dynamic nature of these systems necessitates regular review and analysis to insure that the transit system continues to meet the needs of the area it serves. Geographic Information Systems (GIS) provide a flexible framework for planning and analyzing transit routes and stops. Socioeconomic, demographic, housing, land use, and traffic data may be modeled in a GIS to identify efficient and effective corridors to locate routes. Part of the route location and analysis problem requires estimating population within the service area of a route. A route's service area is defined using walking distance or travel time. The problem of identifying service areas for park and ride or auto/bus users is not considered here, but assumed analogous to walk/bus trips. This paper investigates the accuracy and costs associated with the use of different attribute data bases to perform service area analysis for transit routes using GIS. A case study is performed for Logan, Utah, where a new fixed route service is operated. The case study illustrates the use of census data, postal data, data collected from aerial photographs, and data collected during a field survey using the network area analysis technique for transit service area analysis. This comparison allows us to describe the amount of error introduced by various spatial modeling techniques of data bases representing a variety of aggregation levels. 相似文献

The problem of deriving control laws which minimize specified performance indices for a vehicle moving on a rough surface with preview of the surface elevation is considered. The approach is based on linear optimal tracking theory and consequently the system elements are taken to be linear and the performance index is constrained to be of quadratic form.
The ideas of overtaking optimality are applied to the problem in order to achieve a closed form solution for the control. Then, using the control laws derived, computer simulations of performance are conducted and time histories are shown. In the absence of limitations on either processing or actuator speeds, and for cases in which the preview is sufficient to give good control laws, the value of the preview in enhancing vehicle suspension performance is assessed. The paper describes the development of an adaptive control algorithm for active suspension systems based on optimal regulation methods. The objective is to design an algorithm which will automatically tune at start-up to changed vehicle conditions and adaptively re-tune to changes in driving conditions (in particular road generated disturbances). The proposed algorithm is a self-tuning regulator based on generalised minimum variance (GMV) control. This work extends the conceptual argument for the use of ellipses to portray activity spaces and offers one example of how the ellipse construct can be used to analyze urban travel characteristics, based on observed trip making behavior and socio-economic variables. A problem in characterizing activity spaces has been in integrating the time and space dimensions into the same analytical framework while maintaining an understandable graphical representation of the space-time geographies envisioned by Hagerstrand and others. The ellipse allows this, as well as providing several quantifiable measures to be used for analyzing and characterizing activity spaces and urban travel behavior. In the current application, analysis of variance is used to analyze the resulting elliptic variables of 653 travelers. The results indicate that home location and household size are important factors in determining activity space characteristics and that the ellipse variables provide a different and useful approach for understanding urban travel behavior. 相似文献

The purpose of this paper is to explore an important and unique role which community participation and involvement can play in a revised transportation planning process. A review of diverse views about community participation, as well as a critique of the current urban transportation planning process, reveals that the former has played, primarily, ad hoc opportunistic and diverse roles, and that the latter is in desperate need for dynamic, subjective, impact information — required to assess attractive transportation systems. The contributions of several disciplines — economics, operations research, management science, political science, public administration, and others — are reviewed to assist in the development of a conceptual framework for a new community participation role, as a provider of key information to the planning process.
