The Pacific Halibut Catch Sharing Plan formalized the process for allocating halibut between the Alaska commercial and recreational charter sectors. It included a new program intended to allow for “flexibility” through inter-sectoral trading, permitting charter operators to lease commercial halibut pounds to relax client harvest restrictions. Here we evaluate the first two years of lease market activity and participation. Participation from some commercial quota holders in the lease market suggests that the program provided beneficial flexibility; in fact, the number of transfers to the charter sector was greater than transfers within the commercial sector for some quota types. We also identified a high proportion of self-leasers. However, transfers to the charter sector were on average smaller than within-sector commercial transfers, and total poundage leased by the charter sector was low compared with commercial transfers. Usage of leased quota by the recreational charter sector enables the harvest of larger fish or additional fish, and provides flexibility in catch composition on halibut closure days. Finally, the value-per-pound may be higher in the charter sector, as commercial-to-charter transfer prices approached the commercial ex-vessel price.  相似文献

This paper presents a detailed diagnostic analysis of hydrographic and current meter data from three, rapidly repeated, fine-scale surveys of the Almeria–Oran front. Instability of the frontal boundary, between surface waters of Atlantic and Mediterranean origin, is shown to provide a mechanism for significant heat transfer from the surface layers to the deep ocean in winter. The data were collected during the second observational phase of the EU funded OMEGA project on RRS Discovery cruise 224 during December 1996. High resolution hydrographic measurements using the towed undulating CTD vehicle, SeaSoar, traced the subduction of Mediterranean Surface Water across the Almeria–Oran front. This subduction is shown to result from a significant baroclinic component to the instability of the frontal jet. The Q-vector formulation of the omega equation is combined with a scale analysis to quantitatively diagnose vertical transport resulting from mesoscale ageostrophic circulation. The analyses are presented and discussed in the presence of satellite and airborne remotely sensed data; which provide the basis for a thorough and novel approach to the determination of observational error.  相似文献

Port economics, management and policy have progressively emerged as a distinctive research field, and a core part of maritime economics. This paper provides an analysis of all the 267 port studies published in Maritime Policy & Management (MPM) since its inception in 1973. This paper provides a content analysis for seven interrelated research theme categories including main research topics and methods, authorship distribution and citation counts. It is demonstrated that MPM played, and continues to play, a key role in publishing research on seaports. The published research increasingly applies established analytical frameworks to ports. The paper concludes with a discussion on current challenges for port-related research.  相似文献

Two major environmental problems currently affecting the Louisiana coastal zone are a high rate of wetland loss and high levels of surface water pollution. The application of secondarily treated wastewater to wetlands can be a means of dealing with both of these problems. The benefits of wetland wastewater treatment include improved surface water quality, increased accretion rates to balance a high relative water level rise due mainly to subsidence, improved plant productivity and habitat quality, and decreased capital outlays for conventional engineering treatment systems. Wetland treatment systems can, therefore, be designed and operated to restore deteriorating wetlands. Hydrologically altered wetlands, which are common in the Louisiana coastal zone, are appropriate for receiving municipal and some types of industrial effluent. While the U.S. Environmental Protection Agency has determined wetland wastewater treatment is effective in treating municipal effluent, it has discouraged the use of natural wetlands for this purpose. At the same time, funds are being used for the construction of artificial wetlands to treat municipal effluent. In the Louisiana coastal zone, however, wetlands are deteriorating and disappearing due to hydrological alteration and a high rate of relative sea level rise. If no action is taken, these trends will continue. Effluent discharge to existing wetlands should be incorporated into a comprehensive management plan designed to increase sediment and nutrient input into subsiding wetlands in the Louisiana coastal zone, improve water quality, and result in more economical waste‐water treatment. The authors believe that the Louisiana example serves as a model for other coastal areas especially in light of projections of accelerated sea level rise.  相似文献

During the last 30 years, at-sea studies of seabirds and marine mammals in the oceans south of the Subtropical Front have described an association with major frontal areas. More recently, the advancement in microtechnology has allowed the tracking of individuals and investigations into how these marine predators actually use the frontal zones. In this review, we examine 1) the relative importance to apex predators of the different frontal zones in terms of spatial distribution and carbon flux; 2) the processes that determine their preferential use; and 3) how the mesoscale dynamics of frontal structures drive at-sea foraging strategies of these predators. We review published results from southern waters and place them in a broader context with respect to what has been learned about the importance of fronts in oceans farther north.Some fronts constitute important boundaries for seabird communities in southern waters. At a mesoscale the maximum values of seabird diversity and abundance correspond to the location of the main fronts. At-sea surveys show a strong curvilinear correlation between seabird abundance and sea surface temperatures. High mean species richness and diversity for whales and seabirds are consistently associated with the southern water mass boundary of the Antarctic Circumpolar Current, the Subtropical Front and the Subantarctic Front; in the case of the Polar Front mean seabird densities are more variable. At small-scales, variation in seabird occurrence has been directly related to the processes at fronts in a limited number of cases. A significant positive relation was found between some plankton feeding species and frontal temperature gradient–phytoplankton variables.Telemetric studies have revealed that several apex predators (penguins, albatrosses, seals) perform long, directed foraging trips either to the Subtropical front or Polar Front, depending on locality. Seabirds with low flight costs, such as albatrosses, are able to reach fronts at long distances from colonies, showing variable foraging strategies as a function of the distances involved. Diving birds such as King penguins, that travel at a higher cost and lower speed, rely on the predictable spatial distribution of mesopelagic fish found close to the Polar Front. They may use the currents associated with eddies as oceanographic cues in the active search for frontal zones. Once in these areas they dive preferentially in and below the depth of the thermocline where catches per unit effort are high. Elephant seals concentrate foraging activity principally inside or at the boundary of cyclonic eddies. These mesoscale features appear to offer exceptional productivity favourable for foraging by various diving top predators.The connection between biophysical parameters at fronts and predators is likely to be made through biological enhancement. Top predators appear to forage at locations where prey are advected by physical processes and others where prey are produced locally. Long-term research on at-sea distributions and demographic parameters of top predators are essential to assess the consequences of potential shift in front distributions in relation to global warming. Such environmental changes would add to the impact of fish extraction by the industrial fisheries on the southern food webs.  相似文献

We report on an intensive campaign in the summer of 2006 to observe turbulent energy dissipation in the vicinity of a tidal mixing front which separates well mixed and seasonally stratified regimes in the western Irish Sea. The rate of turbulent dissipation ε was observed on a section across the front by a combination of vertical profiles with the FLY dissipation profiler and horizontal profiles by shear sensors mounted on an AUV (Autosub). Mean flow conditions and stratification were obtained from a bed mounted ADCP and a vertical chain of thermistors on a mooring. During an Autosub mission of 60 h, the vehicle, moving at a speed of ~ 1.2 m s− 1, completed 10 useable frontal crossings between end points which were allowed to move with the mean flow. The results were combined with parallel measurements of the vertical profile of ε which were made using FLY for periods of up to 13 h at positions along the Autosub track. The two data sets, which show a satisfactory degree of consistency, were combined to elucidate the space–time variation of dissipation in the frontal zone. Using harmonic analysis, the spatial structure of dissipation was separated from the strong time dependent signal at the M4 tidal frequency to yield a picture of the cross-frontal distribution of energy dissipation. A complementary picture of the frontal velocity field was obtained from a moored ADCP and estimates of the mean velocity derived from the thermal wind using the observed density distribution. which indicated the presence of a strong (0.2 m s− 1) jet-like flow in the high gradient region of the front. Under neap tidal conditions, mean dissipation varied across the section by 3 orders of magnitude exceeding 10− 2 W m− 3 near the seabed in the mixed regime and decreasing to 10− 5 W m− 3. in the strongly stratified interior regime. The spatial pattern of dissipation is consistent in general form with the predictions of models of tidal mixing and does not reflect any strong influence by the frontal jet.  相似文献

The decision on the scale of a port terminal affects the terminal’s managerial, operational and competitive position in all the phases of its life. It also affects competition structures in the port in which the terminal is operating, and has a potential impact on other terminals. Port authorities and terminal operators need to know the scale of the terminal when engaging in concession agreements. In economic theory the scale of a plant/firm is typically defined in relation to the Minimum Efficient Scale (MES), the long-run output where the internal economies of scale are fully exploited. However, there are a number of theoretical and empirical indications that in ports the scale of a terminal is commonly guided by a combination of the MES and other determining factors. The “preferred” scale is the result of a complex interaction between the MES, the port governance framework and objectives, the market size and structure, technological change and operational considerations, physical and geographical limitations, and the business patterns of shipping lines. This study analyses the factors resulting in a preferred container terminal scale that in most of the times is different from the MES. The analysis of the technical, market-related and governance-related factors is supported by theoretical and empirical insights that illustrate the presence of a range of actual ”preferred” scales of terminal concessions that usually are different, below or above, MES.  相似文献

There is an increase in risks and catastrophic losses in maritime transport including ports and cargo. Significant losses have been associated with large scale natural hazards, such as earthquakes, tsunami, cyclones, and other extreme weather events. This paper identifies the main gaps in understanding maritime risks in transportation research. The gaps are attributed to insufficient empirical work available from the maritime transport and logistics research community to guide multi-risk and natural hazards impact assessment on seaport and cargo. In addition, disaster studies communities have barely made adequate efforts to understand and assess port and cargo risks arising from multi-hazards and disaster events. This paper examines existing conceptual frameworks concerning exposure and risk assessments of natural catastrophe’s impacts. Furthermore, the paper identifies trends and gaps in risk assessment frameworks in the field of disaster studies that can be beneficial for maritime risk research. The authors propose a new risk assessment framework that can guide future research and multi-hazard risk assessment processes at different scales of maritime risks.  相似文献

Understanding how people are dependent on Large Scale Marine Protected Areas (LSMPAs) is important for understanding how people might be sensitive to changes that affect these seascapes. We review how resource dependency is conceptualized and propose that it be broadened to include cultural values such as pride in resource status, scientific heritage, appreciation of aesthetics, biodiversity, and lifestyle opportunities. We provide an overview of how local residents (n = 3,181 face-to-face surveys), commercial fishers (n = 210, telephone surveys), and tourism operators (n = 119 telephone surveys) are potentially dependent on the Great Barrier Reef (GBR), a region currently experiencing significant environmental, social, and economic change. We found that commercial fishers and tourism operators were dependent not only financially on the GBR, but also because of their age, years in the industry and region, lack of education, and the number of dependents. These stakeholders lacked flexibility to secure alternative employment. All stakeholder groups, regardless of economic imperatives, were dependent on the GBR because of their cultural connections. We propose that resource dependency also provides an umbrella concept to describe the cultural services provided by an ecosystem, which can be described through place-based dependence and place-identity.  相似文献
