The Great Barrier Reef (GBR), Australia, is managed under the GBR Marine Park Act (1975) and is seen as a shining example of marine resource management. The principle tool of management is zoning for multiple use. We examined surveillance and illegal fishing around two inshore islands (Magnetic and Orpheus) of the GBR Marine Park in 2000/2001. Both islands are near Townsville, the largest city adjacent to the GBR. Surveillance effort was low, with vessels present on only 16% of days of the year. Measurable but low levels of illegal recreational fishing occurred within no-take zones. Levels decreased with increasing surveillance effort. Thus zoning was not completely successful in protecting fish targeted by fisheries, even within the most highly enforced sections of the Park. The expansion of no-take zones in 2004 from 4.6% to 33.4% of the area of the 358,000 km2 Park represents a considerable challenge for future surveillance and enforcement.  相似文献

Abstract

The objective of this research is to develop and test a framework for efficiency assessment of road safety measures and evaluate its use in decision‐making. An exhaustive review of standard methodologies and practices related to cost‐effectiveness and cost–benefit analyses is carried out for that purpose. Moreover, a number of case studies are performed, concerning the efficiency assessment of various road safety measures in different countries, covering different types of road safety measures (user‐, vehicle‐ or infrastructure‐oriented, policy or enforcement, etc.), ranging from national to local levels of implementation and including both ex ante and ex post evaluations. From the results conclusions are drawn on the efficiency of different road safety measures and the related determinants. Furthermore, the case studies reveal a number of methodology and data issues for which further research is required. The procedures and barriers involved in the use of efficiency assessment techniques at different levels of decision‐making are also highlighted by means of feedback received during and after the various case studies. On the basis of these results, a framework for the promotion, implementation and evaluation of efficiency assessment in road safety decision‐making is proposed. A particular set of recommendations is also presented regarding the treatment of barriers (fundamental, institutional or technical) within the efficiency assessment itself and the related decision‐making process.  相似文献

This paper develops and estimates a multiple discrete continuous extreme value model of household activity generation that jointly predicts the activity participation decisions of all individuals in a household by activity purpose and the precise combination of individuals participating. The model is estimated on a sample obtained from the post census regional household travel survey conducted by the South California Association of Governments in the year 2000. A host of household, individual, and residential neighborhood accessibility measures are used as explanatory variables. The results reveal that, in addition to household and individual demographics, the built environment of the home zone also impacts the activity participation levels and durations of households. A validation exercise is undertaken to evaluate the ability of the proposed model to predict participation levels and durations. In addition to providing richness in behavioral detail, the model can be easily embedded in an activity-based microsimulation framework and is computationally efficient as it obviates the need for several hierarchical sub-models typically used in extant activity-based systems to generate activity patterns.  相似文献

Global climate change will affect road networks during this century. The effects will be different in various parts of the world due to differences in local climate change and in the structure and properties of roads. In this paper, climate change projections are presented for climate variables that are most likely to affect the long-term performance of road networks in Europe. We apply four regional climate simulations up to the year 2100 using two plausible future emission scenarios. The results show that the changing climate will require significant adaptation measures in the near future in order to maintain the operability of the European road network.  相似文献

Abstract

The purpose of this study was to investigate the impact of the five strikes on the London Underground (metro) rail system, which occurred in 2009 and 2010, on macroscopic and road link travel times. A consequence of these strikes was an increase in road traffic flows above usual levels. This provides an opportunity to observe the operation of the road network under unusually high flows. The first objective involves the examination of strike effects on inbound (IT) and outbound traffic (OT) within central, inner and outer London. Travel time data obtained from automatic number plate recognition cameras are used within the first part of the analysis. The second more detailed objective was to investigate in spatio-temporal effects on travel times on five road links. Correlation analyses and general linear models are developed using both traffic flow and travel time data. According to the results of the study, the morning IT had approximately twice as much delay as the OT. Central London experienced the highest delays, followed by inner and outer London. As would be expected, the unique full-day strike in 2009 yielded the worst impact on the network with the highest percentage increase in total travel time (60%) occurring during the morning peak in the IT in inner London. The results from the link-level analysis showed statistical significance amongst the examined links indicating heterogeneous effects from one link to another. It was also found that travel time changes may be more effectively captured through time-of-day terms compared to hourly traffic flows.  相似文献

A core role for human systems integration is providing support of weapon systems operational effectiveness with optimal human performance (HP). When applied to the readiness of an aviation squadron, this focus on enhanced operational HP translates into ensuring that highly trained and proficient maintenance technicians are resident in these warfighting units. A key objective of the Naval Aviation Enterprise (NAE) Total Force Readiness program is to bridge Core Capabilities to Missions. This is accomplished through the linking of Navy Mission Essential Task Lists (NMETLs) to Skill Sets and Performance Standards for its future workforce. These goals can be accomplished from Initial Development to Deployment of a weapons system through its operational and support phases of the Department of Defense acquisition process using a mission/task-centric approach to Manpower, Personnel, and Training (MPT) requirements, with NMETLs as the operational thread. This paper will describe a life-cycle MPT analytic environment with its task-level links to systems and human engineering disciplines. A systematic approach to accessing and training a proficient maintenance workforce is presented, focusing on task-based maintenance training solutions for optimal unit readiness and mission capabilities. An innovative analytic framework from various skills-based manpower analysis studies will be cited as a means to transform system and unit MPT performance for Total Force Readiness. Enhanced by a Qualified and Proficient Technician methodology, a capability (missions) and competency (proficient) future workforce with skills-efficient maintainers will be best suited to achieving optimal readiness of weapons systems within the NAE.  相似文献

Relatively long term time series of satellite data are nowadays available. These spatio–temporal time series of satellite observations can be employed to build empirical models, called satellite based ocean forecasting (SOFT) systems, to forecast certain aspects of future ocean states. The forecast skill of SOFT systems predicting the sea surface temperature (SST) at sub-basin spatial scale (from hundreds to thousand kilometres), has been extensively explored in previous works. Thus, these works were mostly focussed on predicting large scale patterns spatially stationary. At spatial scales smaller than sub-basin (from tens to hundred kilometres), spatio–temporal variability is more complex and propagating structures are frequently present. In this case, traditional SOFT systems based on Empirical Orthogonal Function (EOF) decompositions could not be optimal prediction systems. Instead, SOFT systems based on Complex Empirical Orthogonal Functions (CEOFs) are, a priori, better candidates to resolve these cases.In this work we study and compare the performance of an EOF and CEOF based SOFT systems forecasting the SST at weekly time scales of a propagating mesoscale structure. The SOFT system was implemented in an area of the Northern Balearic Sea (Western Mediterranean Sea) where a moving frontal structure is recurrently observed. Predictions from both SOFT systems are compared with observations and with the predictions obtained from persistence models. Results indicate that the implemented SOFT systems are superior in terms of predictability to persistence. No substantial differences have been found between the EOF and CEOF-SOFT systems.  相似文献

This study investigates the effectiveness of the Singular Evolutive Extended Kalman filter (SEEK) and its variants (SEIK and SFEK filters) for data assimilation into a Princeton Ocean Model (POM) of the Mediterranean Sea. The SEEK filters are sub-optimal Kalman filters based on the approximation of the filter's error covariance matrices by singular low-rank matrices, reducing in this way extensive computational burden. At the initialization, the filters error covariance matrix is parameterized by a set of multivariate empirical orthogonal functions (EOFs) which describe the dominant modes of the system's variability. The Mediterranean model is implemented on a 1/4° × 1/4° horizontal grid with 25 sigma levels and is forced with 6-hour ECMWF re-analysis atmospheric data. Several twin experiments, in which pseudo-observations of altimetric data and/or data profiles were assimilated, were first performed to evaluate the filters performances and to study their sensitivities to different parameters and setups. The results of these experiments were very encouraging and helped in setting up an effective configuration for the assimilation of real data in near-real time situation. In the hindcast experiments, Topex/Poseidon and ERS weekly sea level anomaly data were first assimilated during 1993 and the filters solution was evaluated against independent Reynolds sea surface temperature (SST) analysis. The assimilation system was able to significantly enhance the consistency between the model and the assimilated data, although the improvement with respect to independent SST data was significantly less pronounced. The model SST was only improved after including SST data in the assimilation system.  相似文献

The inner loop control for the actuator force can be quite simply compensated by means of a correction term to the desired force signal at the input. The correction requires only a measurement of the actuator piston velocity and is employed to cancel the loop disturbance caused by the oil flow to the actuator. Although an additional time constant is introduced by the integration in the inner loop force control, the overall performance is nevertheless quite close to that of an ideal optimal system.  相似文献
