A major problem addressed during the preparation of spatial development plans relates to the accessibility to facilities where services of general interest such as education, health care, public safety, and justice are offered to the population. In this context, planners typically aim at redefining the level of hierarchy to assign to the urban centers of the region under study (with a class of facilities associated with each level of hierarchy) and redesigning the region’s transportation network. Traditionally, these two subjects – urban hierarchy and transportation network planning – have been addressed separately in the scientific literature. This paper presents an optimization model that simultaneously determines which urban centers and which network links should be promoted to a new level of hierarchy so as to maximize accessibility to all classes of facilities. The possible usefulness of the model for solving real-world problems of integrated urban hierarchy and transportation network planning is illustrated through an application to the Centro Region of Portugal. 相似文献

Road pricing policies are gaining prominence in EU countries. These policies have positive impacts leading to mobility patterns which are socially and environmentally more desirable, but they also have negative impacts. One negative impact is to be found in regional accessibility, due to the increase in generalized transport costs. This study presents a methodology based on accessibility indicators and GIS to assess the accessibility impacts of a road pricing policy. The methodology was tested for the Spain’s road network considering two road pricing scenarios. It enables not only the more penalized regions to be identified but also negative road pricing spillover effects between regions. These effects are measured in terms of accessibility changes occurring in one region produced by charges implemented in another region. Finally, the study of accessibility disparities (by calculating inequality indexes for each of the scenarios considered), provides policymakers with useful information regarding the impact of road pricing policies from the point of view of territorial cohesion. 相似文献

In this study, a method for vehicle tracking through video analysis based on Markov chain Monte Carlo (MCMC) particle filtering with metropolis sampling is proposed. The method handles multiple targets with low computational requirements and is, therefore, ideally suited for advanced-driver assistance systems that involve real-time operation. The method exploits the removed perspective domain given by inverse perspective mapping (IPM) to define a fast and efficient likelihood model. Additionally, the method encompasses an interaction model using Markov Random Fields (MRF) that allows treatment of dependencies between the motions of targets. The proposed method is tested in highway sequences and compared to state-of-the-art methods for vehicle tracking, i.e., independent target tracking with Kalman filtering (KF) and joint tracking with particle filtering. The establishment and implementation of a training programme requires a training needs assessment (TNA). Without this approach, more often than not, training programmes have failed to succeed and to make such an assessment the instructional designer, i.e. the person in charge for this work, needs to follow a methodology. Unlike the other industries, the port industry has neglected the use of these methodologies, which is shown by the lack of research work published in academic journals. With a view to fill the existing gap, the paper proposes a five-step TNA methodology to be used in the port industry and applies its first three steps to investigate the port training situation in the new European Union member states. To achieve this objective, the paper is structured in the following way: puts the research work into context; addresses the role of ports; presents a port TNA methodology; explains research methodology; addresses port training issues in the new European-member states; and presents conclusions and further comments. 相似文献

The US Highway Capacity Manual (HCM) methodology is used in Spain to evaluate traffic operation and quality of service. The effect of passing manoeuvre on two‐lane highway operational performance is considered through adjustment factors to average travel speeds and percent time spent following. The procedure is largely based on simulations in TWOPAS and passing behaviours observed during US calibrations in the 1970s. It is not clear whether US driving behaviour and vehicles' performance are comparable with Spanish conditions. The objective of this research is to adapt the HCM 2010 methodology to Spanish driver behaviour, for base conditions (i.e. no passing restrictions). To do so, TWOPAS was calibrated and validated based on current Spanish passing field data. The calibration used a genetic algorithm. The case study included an ideal two‐lane highway with varying directional traffic flow rate, directional split and percentage of trucks. The updated methodology for base conditions is simpler than the current HCM 2010 and does not rely on interpolation from tables. Copyright © 2016 John Wiley & Sons, Ltd. 相似文献

This article considers the optimisation of the sequence for clearing snow from stretches of the manoeuvring area of an airport. This issue involves the optimisation of limited resources to remove snow from taxiways and runways thereby leaving them in an acceptable condition for operating aircraft. The airfield is divided into subsets of significant stretches for the purpose of operations and target times are established during which these are open to aircraft traffic. The document contains several mathematical models each with different functions, such as the end time of the process, the sum of the end times of each stretch and gap between the estimated and the real end times. During this process, we introduce different operating restrictions on partial fulfilment of the operational targets as applied to zones of special interest, or relating to the operation of the snow‐clearing machines. The problem is solved by optimisation based on linear programming. The article gives the results of the computational tests carried out on five distinct models of the manoeuvring area, which cover increasingly complex situations and larger areas. The mathematical model is particularised for the case of the manoeuvring area of Adolfo Suarez Madrid—Barajas Airport. Copyright © 2016 John Wiley & Sons, Ltd.
