This paper examines some key aspects of a charging system for promoting railway transport, including charges reflecting a clear relationship with costs (transparency) and charges reflecting the quality of the infrastructure manager's service. Train running charges recover track-related costs and can help to develop a charging system that meets these requirements. To orient train running charges to the market, a method for processing track maintenance and renewal costs is proposed whereby the quality of the service provided by an infrastructure is measured according to its utility to the railway undertaking. To achieve transparency, a single indicator is used for cost planning and the subsequent levying of costs on railway undertakings. The paper includes an example of how proposed train running charges would be calculated according to data from 14 European countries. The example shows that short-distance trains generate the lowest maintenance and renewal costs, followed by long-distance trains and freight trains. 相似文献

In this work, a sample of vehicles has been instrumented to measure of variables that influence vehicle noise emissions in Madrid. A circuit reproducing a normal travel pattern in large city is traveled by a fleet of vehicle models representing the fleets of cars in a European city. A sample of drivers covers the test track under different traffic conditions. Driving parameters and noise emitted have been recorded in each test and average values have been extracted. Central to the development of transport energy plans are predictions of automobile use. Together with a knowledge of the fuel efficiency of the vehicle fleet, usage acts interdependently to determine the amount of fuel consumed. In this paper we develop an econometric model system at the household level which treats vehicle use, fuel cost, and vehicle fuel efficiency as functionally interdependent. The data is drawn from Wave 1 of a4‐wave panel of Sydney households. AbstractIn this paper we carry out a thorough review of the current research related to the benefits and costs arising from the implementation of longer and heavier vehicles (LHVs). From this review we concluded that despite the many studies available, little has been said about the sensitivity of the benefits and costs to the ultimate performance of the key variables related to the evolution of the economy, road transport performance, safety, and so on. In order to fill this gap, we have designed a sensitivity approach based on a cost benefit analysis tool to determine which variables demonstrate the greatest influence on the benefits and costs stemming from the implementation of LHVs. In order to test the methodology, we have used it in an analysis of the Spanish trunk network. The results show that the benefits of LHVs for society are significant. Even in the least favorable scenario, the economic benefits are greater than €3500 million over 15 years, and the environment enhanced as well, for CO2 emissions are reduced by 2 Million tonnes. Overall we noted how the results are not very sensitive to the evolution of key variables in determining the final outcome. However, we found that the variables that have the greatest affect on the final benefit, such as traffic growth and social discount rate, depend basically on the performance of the overall economy. In the rail industry worldwide, there has been a search for new solutions, including restructuring, corporatization, and outright privatization, but the complexity of the rail industry offers special problems. In the Workshop we looked in detail at the British, Swedish, German, Australian (New South Wales) and New Zealand experiences, as well as considering more general issues such as cost structures, vertical separation and competitive tendering. The highway industry in the United States spends about $35 to $40 billion annually. Management of the industry is almost wholly decentralized. This decentralization plus diminishing fuel tax revenues used to finance road improvements have caused road research efforts to decline to a very low level. Comparisons between funds for highway research and those spent by private firms in similar industries show that private firms spend from 5 to 12 times the rate of highway agencies. The problem of how much to spend on research is difficult both for private-sector and for public-sector enterprises. The level of research spending is shown to correlate well with both profitability and growth in U.S. firms. Four methods used for making research decisions in the private sector are discussed. The goals of the Strategic Transportation Research Study (STRS), which is being conducted by the Transportation Research Board to examine highway and transportation needs, are described. 相似文献

In this paper, we propose a new yaw moment control based on fuzzy logic to improve vehicle handling and stability. The advantages of fuzzy methods are their simplicity and their good performance in controlling non-linear systems. The developed controller generates the suitable yaw moment which is obtained from the difference of the brake forces between the front wheels so that the vehicle follows the target values of the yaw rate and the sideslip angle. The simulation results show the effectiveness of the proposed control method when the vehicle is subjected to different cornering steering manoeuvres such as change line and J-turn under different driving conditions (dry road and snow-covered). 相似文献
