A multinational company uses a personal computer to schedule a fleet of coastal tankers and barges transporting liquid bulk products among plants, distribution centres (tank farms), and industrial customers. A simple spreadsheet interface cloaks a sophisticated optimization-based decision support system and makes this system useable via a varity of natural languages. The dispatchers, whose native language is not English, and some of whom presumably speak no English at all, communicate via the spreadsheet, and view recommended schedules displayed in Gantt charts both internationally familiar tools. Inside the spreadsheet, a highly detailed simulation can generate every feasible alternate vessel employment schedule, and an integer linear set partitioning model selects one schedule for each vessel so that all loads and deliveries are completed at minimal cost while satisfying all operational requirements. The optimized fleet employment schedule is displyed graphically with hourly time resolution over a planning horizon of 2-3 weeks. Risk management is an inherent part of supplier selection. While companies are enjoying the benefits of outsourcing, risks brought by this practice should be taken into account in the process of decision making. This paper presents a multiobjective stochastic sequential supplier allocation model to help in supplier selection under uncertainty. Demand for products, capacities at suppliers as well as transportation and other variable costs are the main sources of uncertainty and are modeled using probability distributions. Disruptions are exogenous events and the model provides proactive mitigation strategies against disruptions by assigning backup suppliers who can be used in case of a default at a primary supplier. [Objective] This paper carries out an experimental study of a multi-function dirllship model with moonpool structure in towing tank, aiming at analyzing the effects of the moonpool structure on the ship resistance in open and closure condition.[Methods]Taking a dirllship as the research object, the ship motion response in regular and irregular waves is investigated. The resistance of the ship in hydrostatic water and waves is measured with tension sensors, and the acceleration characteristics of the bow, midship and stern are analyzed by acceleration sensors.[Results]The results indicate that hull resistance under light load conditions is greater when open moonpool, while hydrostatic water resistance with closed moonpool is greater under design load conditions. The closed moonpool in regular waves reduces stern acceleration by 58.2%, bow resistance by 46.7% and heave response by 41.8%. The peak of resistance at the bow in irregular waves is about ten times higher than that at the stern, and the peak of resistance occurs more often when the moonpool is open at the same time.[Conclusions]The experimental study shows that the difference in load conditions changes the waterplane area and affects the hull resistance in hyrostatic water. In contrast, the closure of the moonpool not only reduces acceleration and resistance, but also improves surge and heave. This work presents an experiment on the relationships between subjective and objective evaluations of vehicle handling. Ten
cars were examined objectively in several open-loop driving dynamics manoeuvres and subjectively by test persons in typical
traffic situations. Results are extracted from a stationary test (the Slowly Increasing Steer Test), and a dynamical test
(the Frequency Response Test). The subjective measurements are obtained from drivers on a rural road course via a questionnaire,
which was developed to separately investigate the quantity level perception, the so-called “Niveau”, and the more qualitative
“Liking”. These subjective “measurements” are embedded into a two-channel definition of “Steering Comfort” as a genus for
“Steering Discomfort” and “Character”. The article concentrates on developing a statistical method for the consideration of
correlations amongst the subjective/objective data. In doing so, the variance in example subjective Niveau ratings can be
significantly explained by several objective quantities. Indicators for co-domains of validated discomfort characteristics

Terminal concessions in seaports have only recently gained interest in academic circles. Issues such as the allocation mechanisms (to be) used for granting those concessions, the determination of the concession term and concession fees, as well as the inclusion of special clauses aimed at assuring that the terminal operator will act in the interest of the port authority and the wider community, are increasingly relevant to both academics and the port industry. So far, insights from established economic theories have rarely been applied to terminal concessions in seaports. It, therefore, remains to be seen which kind of awarding procedure would be best for which type of terminal concession. This contribution provides a detailed overview of the different phases of the terminal awarding process, including a classification scheme for awarding procedures, and contains an extensive discussion on the economic issues that require further investigation. The Public-Private-Partnership (PPP) procedure is a very appealing model, but as it becomes more and more used in practice, problems and failures have been observed in the management of many projects. Many of these unfortunate experiences are consequences of errors in the implementation of the procedure, but in other cases, clear errors of conception were the cause.Indeed, there are many ways to structure a PPP and PPP is not the only way to manage an infrastructure scheme. It is thus an important task to provide guidelines on whether to use PPP or other types of procurement and, in case a PPP is preferred, on how to design it. The aim of this chapter is to contribute to this task, trying to combine theoretical knowledge and practical experience.After a review of the variety of economic characteristics of transport infrastructure and their procurement conditions, we recall the reasons that may justify this association of public and private management which is the characteristic of PPP, outlining the limits of using pure private or pure public procurement. Then an analytic process is proposed, screening the parameters which matter most for choosing the PPP procedure among many possible ones, depending on the specificities of the various transport modes. This process gives also indications on key elements for implementing a PPP.Finally, the analytic process proposed is used for a generic analysis of, respectively, the motorways and port sectors, so as to test its practicability and customizing capability for the use of public authorities. 相似文献

One role often fulfilled by public administrators is to regulate private enterprise in the public interest. The academic literature has not developed this area fully because public administration is not always tasked with this function. Nevertheless, when regulation forms a part of the responsibilities of the public administrator, it is among the most important. An essential foundation for effective regulation is a complete understanding of the implications and impact of regulatory action. In the absence of regulation, entrepreneurial awareness is applied in the private sector exclusively to satisfying consumer wants. In a regulated market, the entrepreneur’s focus is shifted toward regulatory imperatives. Regulation offers non-market opportunities for entrepreneurial innovation, as well as imposing new market constraints.
