Road freight transport in New Zealand has operated under government regulations since 1936, primarily to protect the freight revenue of the New Zealand Railways. In 1983 an Act was passed to deregulate the freight transport industry and to switch over to a qualitative licensing system. This is expected to have some impact on competition within the road freight industry as well as between road and rail. This paper analyses the institutional structure of the road freight industry at the pre‐deregulation phase. The trend over the last few years, shows that the number of single vehicle owners (mostly owner‐drivers) and their share in the industry is growing at a faster rate than others. The vehicle authority distribution varies widely from one region to another in the country. Economic factors like employment, population, urbanization etc. could not explain this variation. The segregation of demand by existing government regulations appears to be the main reason for such diversity in vehicle authority distribution. Apparently there is no monopoly trend in the aggregate nor in the regional distribution. However, many owner drivers work closely with large firms, which may change the concentration observed in the distribution of vehicle authorities. Productivity is relatively high for one person operations, i.e., mainly owner drivers. It then goes down and then rises to a certain limit. This gives an indication of the possibility of economies of scale, the single vehicle firms being an exception. 相似文献

The scattering problem involving water waves by small undulation on the porous ocean-bed in a two-layer fluid,is investigated within the framework of the two-dimensional linear water wave theory where the upper layer is covered by a thin uniform sheet of ice modeled as a thin elastic plate.In such a two-layer fluid there exist waves with two different modes,one with a lower wave number propagate along the ice-cover whilst those with a higher wave number propagate along the interface.An incident wave of a particular wave number gets reflected and transmitted over the bottom undulation into waves of both modes.Perturbation analysis in conjunction with the Fourier transform technique is used to derive the first-order corrections of reflection and transmission coefficients for both the modes due to incident waves of two different modes.One special type of bottom topography is considered as an example to evaluate the related coefficients in detail.These coefficients are depicted in graphical forms to demonstrate the transformation of wave energy between the two modes and also to illustrate the effects of the ice sheet and the porosity of the undulating bed. 相似文献

The optimal trajectory from Calcutta port to Mumbai port is charted for a tanker transshipping from the East coast to the
West coast of India during rough weather. Rough weather is simulated over Indian seas using the state-of-the-art WAM numerical
wave model (WAMDI Group in J Phys Oceanogr 18:1775–1810, 1988), assimilating satellite (IRS-P4) wind fields. These simulated wave fields and two-dimensional (2D) directional wave spectrum
are an absolute representation of the irregular seaway. Hence, the same for the monsoon month of August 2000 formed the input
basis for this study. Loss of ship speed due to the wave field (i.e., nonlinear motion of the tanker in waves) and associated
sea-keeping characteristics in the seaway are estimated (Bhattacharya in Dynamics of marine vehicles, Wiley, New York, 1978). The approach adopted in this paper is unique in that it takes into account both voluntary and involuntary speed reductions
of the ship. It helps in ship tracking by the optimum route using inverse velocity as the weight function for the path in
an efficient way. Dijkstra’s algorithm [Numer Math 1(3):269–271, 1959] is applied in an iterative manner for determining the optimum track. The optimum track information has broad scope for use

The impact of small compression ignition (CI) engine operation conditions and fuel properties on diesel and biodiesel particulate matters (PMs) quantity using opacity smoke meter is investigated. The biodiesel engine’s PMs are around a half of diesel engine PMs under the same engine operation conditions. Morphology of both engine’s PMs are also studied using a Scanning Electron Microscopy (SEM), Transmission Electron Microscopy (TEM) and image processing method. The average primary nanoparticle sizes of diesel and biodiesel engine’s PMs are approximately 34 nm and 32 nm, respectively. The result shows that engine operation condition and fuel property are strongly impact on the quantity and size distribution of primary nanoparticles emission. PM oxidation kinetics on conventional cordierite Diesel Particulate Filters (DPFs) powders by Thermo-gravimetric analysis (TGA) is also successfully studied. The calculated apparent activation energies of biodiesel engine’s PM oxidation on conventional cordierite DPFs powders are lower than that of diesel engine’s PM and carbon black because of unburned oxygenated molecule. The calculated apparent activation energy of biodiesel engine’s PM and diesel engine’s PM oxidize on conventional cordierite DPFs powders with pure air are in the range of 109 ~ 131 kJ/mole and 117 ~ 130 kJ/mole, respectively. It might be expected that smaller primary nanoparticle size of biodiesel engine’s PMs and bio-oxygenate unburned hydrocarbon can promote more PM oxidation rate during vehicle’s DPF regeneration process. 相似文献

The current techniques of derivation of a wave spectrum from given values of design wave parameters, like significant wave height and average wave period, are fraught with considerable uncertainties. This leaves scope for alternative approaches. The reported work proposes potential applications of two recent data driven methods, namely support vector regression (SVR) and model tree (MT), to obtain the wave spectra. In the present study the above tools were used to estimate wave spectra at two locations: no. 44008 maintained by National Data Buoy Centre (NDBC) in the Gulf of Maine, USA and ‘DS5’ monitored by National Institute of Ocean Technology (NIOT) in Bay of Bengal, India. The choice of these two locations facilitated the comparison of model performances in different geographical areas. The SVR and MT models were developed in order to estimate the wave surface spectral density over a wide range of wave frequencies out of average wave parameters of significant wave height and average zero-cross wave period. The models were trained and tested using randomly selected sea states. Both MT and SVR were able to derive the spectral shapes satisfactorily as reflected in high values of the correlation coefficients and low values of root mean square error and mean square error. 相似文献

The purpose of this paper is to investigate the influence of horizontal grid resolution in a physical model on an embedded primary production model. The area for the experiment was along the west coast of Norway, from 60° N to 70° N, an area of high mesoscale activity. The HYbrid Coordinate Ocean Model was coupled with the NORWegian ECOlogical Model system, and run in a nested system, consisting of three model grids with horizontal resolution of 50 km, 16 km and 4.5 km (hereafter: COARSE, MEDIUM and FINE) in the focus area. Two main results were obtained, first, the composition of the phytoplankton functional groups changed with increasing model grid resolution. In FINE, the diatoms produced a larger part (60%) of the total annual primary production than the flagellates, whereas in COARSE and MEDIUM, the primary production from the two phytoplankton groups was the same. This was explained by a higher transport of silicate into the euphotic layer in FINE compared to the other two. Second, the differences in the primary production first became large when the resolution of the model grid reached the Rossby radius of deformation. Whereas the total net primary production in MEDIUM only was 5% larger than in COARSE, the total net primary production in FINE was 20% higher than in COARSE. Shellfish aquaculture can result in conflicts among stakeholders who perceive impacts and tradeoffs regarding sense of place, aesthetic, recreational, economic, and ecological values. Pacific geoduck clams (Panopea generosa Gould 1850) are grown in intertidal plots using gear- and labor-intensive techniques that result in a high value export product. A confluence of issues has resulted in on-going social and legal tensions surrounding geoduck aquaculture in southern Puget Sound, Washington (WA), USA. Using interviews and document analysis, we explored stakeholder perspectives and policy issues related to geoduck aquaculture in southern Puget Sound. Twenty-three stakeholders were interviewed, including state agency employees, representatives of the aquaculture industry, nongovernmental organizations, landowners, a tribal member, and an academic. Nine state hearings board decisions on challenges to aquaculture permits were also analyzed. Stakeholders articulated a variety of perspectives regarding aesthetic, recreational, land-use, ecological, political, regulatory, and economic aspects of geoduck aquaculture activities. Hearings board cases addressed similar issues (aesthetic, ecological, and recreational), as well as challenges to restrictions on aquaculture. Potential strategies for managing this conflict include emphasizing best management practices, identifying and incorporating best available science, joint fact-finding approaches, and initiating and improving communication among all stakeholders. 相似文献

The International Maritime Industry (IMI) is a global web of shipping, connecting all Continents and bringing together mariners from a multitude of national, ethnic and linguistic backgrounds. Wherever humans interact, they communicate in some form or another and the ability to communicate competently is the cornerstone of safety at sea. This paper identifies the growth of English as the lingua franca of the sea, as a framework for the later discussion on current teaching practices. We consider that Maritime English (ME) fits into the category of a special-purpose form of English, in that it has generated, modified or adopted from other languages many terms and phrases that are only used in the IMI. This paper considers safety-to-practice as a factor in curriculum design, teaching and assessment as the basis for ME competence. Further, we propose opportunities to move industry focus forward, through collaboration with stakeholders and discussion about teaching practices. This paper identifies a gap in maritime teaching practices. This paper further explores the use of authentic teaching as a way forward to improve maritime communication. 相似文献
