为了阐述20世纪除汽车机动性外,交通发展经历的最重要的进程——城市高速公路的出现,考察了过去100年来美国城市交通规划的历史。通过回顾各种研究资料,认为资助州际公路发展所采用的方法使联邦和州公路工程师成为主管,这影响了公路的选线及设计。联邦公路工程师只关注机动车通过效率的最大化,而在很大程度上忽略了城市的其他利害关系。没有先进的规划理念指导、过度建设、稀疏、放射环状的道路网对于加强机动性取得了极大的效益,但通常要为此付出巨大的社会和环境成本。最后指出,在实践中要重新审视具有百年历史的协调交通与土地利用规划的观点,而且,公共财政权宜之计式的政治决策方式将对工程、出行和城市形态产生深远的影响。· 相似文献

为研究注射料的流动性和模腔形状的复制能力,加工了含有微流道的模具,在微注射系统上进行了微注射实验.应用基于矢量化显式算法的程序,在不同壁面边界条件下,对微注射实验进行了模拟.结果表明:在注射料温度220 ℃、模具温度40 ℃、注射流量为20 mm3/s、注射时间1 s、保压时间10 s的注射工艺条件下,聚丙烯能较好的复制长5 mm,宽1.5 mm和厚0.8 mm的微流道形状.采用滑移边界条件的微注射模拟结果与实验结果一致,说明微注射中存在边界滑移速度. 相似文献

Intensive microstructure sampling over the southern slope of the Cycladic Plateau found very weak mixing in the pycnocline, centered on a thin minimum of diapycnal diffusivity with Kρ=1.5×10−6 m2 s− 1. Below the pycnocline, Kρ increased exponentially in the bottom 200 m, reaching 1 × 10− 4 m2 s− 1 a few meters above the bottom. Near-bottom mixing was most intense where the bottom slope equaled the characteristic slope of the semi-diurnal internal tide. This suggests internal wave scattering and/or generation at the bottom, a conclusion supported by near-bottom dissipation rates increasing following rising winds and with intensifying internal waves. Several pinnacles on the slope were local mixing hotspots. Signatures included a vertical line of strong mixing in a pinnacle's wake, an hydraulic jump or lee wave over a downstream side of the summit, and a ‘beam’ sloping upward at the near-inertial characteristic slope. Because dissipation rate averages were dominated by strong turbulence, ?/νN2 > 100, the effect on Kρ of alternate mixing efficiencies proposed for this range of turbulent intensity is explored. 相似文献

Autonomous Underwater Vehicles (AUVs) are capable of spending long periods of time for carrying out various underwater missions and marine tasks. In this paper, a novel conflict-free motion planning framework is introduced to enhance underwater vehicle’s mission performance by completing maximum number of highest priority tasks in a limited time through a large scale waypoint cluttered operating field, and ensuring safe deployment during the mission. The proposed combinatorial route-path planner model takes the advantages of the Biogeography-Based Optimization (BBO) algorithm toward satisfying objectives of both higher-lower level motion planners and guarantees maximization of the mission productivity for a single vehicle operation. The performance of the model is investigated under different scenarios including the particular cost constraints in time-varying operating fields. To show the reliability of the proposed model, performance of each motion planner assessed separately and then statistical analysis is undertaken to evaluate the total performance of the entire model. ABSTRACTBalancing economic activities with socio-environmental considerations has become a global standard for the construction of large scale infrastructure projects, including ports. In this discourse, stakeholder participation and environmental and social impact assessment (ESIA) have been stressed as important tools that can help port managers to co-create values, avoid conflicts and promote inclusive growth. Drawing on qualitative research tools and stakeholder theory, this paper explores whether and to what extent local stakeholders’ inclusion has substantial influence on addressing their socio-cultural concerns and interest. This is illustrated with a case study of an ongoing port expansion project at Ghana’s largest port of Tema. The findings suggest that although the port authority conducted an ESIA and engaged local stakeholders as part of the planning process, this did not translate into preventing the loss of valuable cultural resources of the local communities. The port authority did not place ‘value’ on cultural resources of the local communities that cannot be expressed in monetary terms. Further, lack of good faith engagement with local stakeholders led to conflicts in some cases that triggered a court action and delays. The paper concludes that stakeholder participation if not applied well, can become a ‘post-political’ tool. 相似文献

The current regime of fisheries management and the prospects for attaining a more locally oriented, collaborative system of fisheries management in Diani-Chale, Kenya are examined. At present fisheries management in Diani-Chale is characterized by diminished government capacity for regulation, weakened local institutions, and little ability to exert control over the use of fisheries. Local level management requires the development and use of local institutions that can govern the use of fishery resources. The fish landing sites used by fishers and their associated fishing grounds were identified to be at the appropriate level for resolving fishery management issues. A more formal role for these entities, the clarification of fishing ground tenure and access rights, and support for the development and enforcement of local fishing rules can further local management. The socioeconomic condition of fishers, their fear of losing landing sites, and the continued perception of the imposition of a marine reserve pose barriers to initiatives seeking to further local level management. 相似文献

This paper presents the joint optimization of signal setting parameters and dynamic user equilibrium (DUE) traffic assignment for the congested urban road network. The simulation-based approach is employed to obtain the DUE condition for the case of multiple-origin multiple-destination traffic flows. The dynamic traffic assignment simulation program (DTASP), developed in C language is used to assign the traffic dynamically on the road network, whereas method of successive averages (MSA) is modified and used to arrive at the DUE condition. The artificial intelligence technique of genetic algorithms (GAs) is applied to obtain the optimal signal setting parameters and path flow distribution factor for DUE condition. The methodology developed in such a way that joint optimization of signal setting parameters with DUE is obtained. The proposed method is applied to the real network data of Fort Area of Mumbai city comprising of 17 nodes and 56 unidirectional links with 72 Origin–Destination pairs, where all the 17 nodes are signalized intersections. The traffic flow condition for the optimized signal setting parameters is considerably improved compared to the existing signal settings. The results prove that the GA is an effective technique to solve the joint optimization problem for the real network data. 相似文献
