Coastal ecosystems such as mangroves, salt marshes, and seagrasses provide important ecosystem services, including nursery habitat for fish, shoreline protection, and the recently recognized service of carbon sequestration and storage. When these wetland ecosystems are degraded or destroyed, the carbon can be released to the atmosphere, where it adds to the concentration of greenhouses gases (GHGs) that contribute to climate change. Many federal statutes and policies specifically require that impacts on ecosystem services be considered in policy implementation. Yet, no federal statute, regulation, or policy accounts directly for the carbon held in coastal habitats. There are a number of federal statutes and policies for which coastal carbon ecosystem services could reasonably be added to environmental and ecosystem considerations already implemented. We look at a subset of these statutes and policies to illustrate how coastal carbon ecosystem services and values might affect the implementation and outcomes of such statutes generally. We identify key steps for the inclusion of the ecosystem services of coastal habitats into the implementation of existing federal policies without statutory changes; doing so would increase the degree to which these policies consider the full economic and ecological impacts of policy actions.  相似文献

The ability of conventional South African travel analysis practices to analyse adequately the travel needs of the poor is examined. The origins and nature of conventional practices are described, and it is observed that typically their scope has been limited to motorized modes, commutes and peaks. The paper reports on the findings of an activity diary survey administered in Cape Town that extended the conventional scope of analysis. An activity‐based survey method was selected because it typically yields higher rates of trip recall than other methods and is therefore relatively well suited to investigating travel behaviour in its fuller complexity. Selected findings of the survey are presented to demonstrate that travel occurring by non‐motorized modes, for non‐work purposes and during off‐peak periods, is considerable. It is argued that the conventional limitation in analytical scope can create serious misconceptions of the true nature of travel behaviour, particularly of low‐income households. By restricting the focus of analysis to motorized, work and peak period trip‐making, there is a risk of a routine bias being introduced in the way the urban passenger transport problem is understood, and in the nature of the interventions that are implemented as a result.  相似文献

Future levels of vehicle air pollution in urban areas will depend on the proportion of new car buyers who opt for less polluting vehicles, as these appear on the market. This paper examines the factors likely to influence the demand for lower emission and zero emission vehicles. Using a discrete choice experiment, suburban driver commuters choose between three types of vehicle, one conventional, one fuel-efficient and one electric. Each is characterized by varying vehicle cost and performance measures, range and refueling rates, and commuting costs and times. The latter are manipulated to determine how their use as economic instruments might influence vehicle choice. All cost and time variables are expressed as ratios of the respondent’s current situation. Parameters of a multinomial discrete choice model are used in a choice simulator to estimate the average choice probability of each type of vehicle under different scenarios reflecting possible future relative vehicle prices and performance levels as well as differential commuting costs and times based on policies aimed at encouraging the purchase of cleaner vehicles. The evidence is that the latter economic instruments will have modest effects on vehicle choice. By contrast there would be a large shift of demand to cleaner and zero-emission vehicles provided their cost and performance came within an acceptable range of conventional vehicles.  相似文献

This paper considers a method for estimating vehicle handling dynamic states in real-time, using a reduced sensor set; the information is essential for vehicle handling stability control and is also valuable in chassis design evaluation. An extended (nonlinear) Kalman filter is designed to estimate the rapidly varying handling state vector. This employs a low order (4 DOF) handling model which is augmented to include adaptive states (cornering stiffnesses) to compensate for tyre force nonlinearities. The adaptation is driven by steer-induced variations in the longitudinal vehicle acceleration. The observer is compared with an equivalent linear, model-invariant Kalman filter. Both filters are designed and tested against data from a high order source model which simulates six degrees of freedom for the vehicle body, and employs a combined-slip Pacejka tyre model. A performance comparison is presented, which shows promising results for the extended filter, given a sensor set comprising three accelerometers only. The study also presents an insight into the effect of correlated error sources in this application, and it concludes with a discussion of the new observer's practical viability.  相似文献

This paper studies the costs involved in distributing items from a warehouse or depot to randomly scattered customers on a day-to-day basis. Two trade-offs are explored simultaneously. The first one arises because by accumulating large inventories at the depot it is possible to build more efficient distribution tours. This trade-off has already been explored for both distribution of goods (Burns et al., 1983) and passengers (Daganzo et al., 1977; Hendrickson, 1978). Another tradeoff, which involves the length of individual vehicle tours (Clarens and Hurdle, 1975), balances the inventory inside the vehicles against the transportation cost. Banks et al. (1982) have considered both of these tradeoffs simultaneously in the context of passenger transportation, but used a somewhat unrealistic model for vehicle routing. This paper is similar to the latter reference but uses a different routing strategy. It also illustrates how the nature of the objects carried (cheap goods, expensive goods, people, etc.) affects the optimal configuration of the distribution system and the overall distribution costs. Usually there is an optimum partitioning of the service area into districts and an optimum dispatching frequency in each district. The results can vary tremendously, depending on factors such as: the inventory carrying cost per item per unit time, the transportation costs, the demand per unit area and unit time, the average distance from the depot, the average vehicle speed and the time per stop.As an illustration of the ideas, a hypothetical limousine service from an airport is analyzed. The example is used to demonstrate how dramatically the optimal system configuration depends on the nature of the items carried.  相似文献

Performance of transit agencies in the United States improved during the 1980s. At the beginning of the decade, Americans had become disenchanted with transit; legislation was passed that required agencies to report performance and accept regular audits. Theory underlying these policies is examined in four components: dimensions for policy objectives, indicators, information systems and incentives. Three programs are examined: federal triennial reviews that monitor compliance with planning and grant requirements, California performance audits that analyze goals and track performance on five indicators and the Los Angeles program that encourages improvement by offering incentive payments for better-than-average performance. ABSTRACT

This paper considers the problem of collision avoidance for road vehicles, operating at the limits of friction. A two-level modelling and control methodology is proposed, with the upper level using a friction-limited particle model for motion planning, and the lower level using a nonlinear 3DOF model for optimal control allocation. Motion planning adopts a two-phase approach: the first phase is to avoid the obstacle, the second is to recover lane keeping with minimal additional lateral deviation. This methodology differs from the more standard approach of path-planning/path-following, as there is no explicit path reference used; the control reference is a target acceleration vector which simultaneously induces changes in direction and speed. The lower level control distributes vehicle targets to the brake and steer actuators via a new and efficient method, the Modified Hamiltonian Algorithm (MHA). MHA balances CG acceleration targets with yaw moment tracking to preserve lateral stability. A nonlinear 7DOF two-track vehicle model confirms the overall validity of this novel methodology for collision avoidance.  相似文献
